Kiddu Makubuya was a Ugandan lawyer, politician, and academic. He is the former minister for general duties in the office of the prime minister. He was appointed to that position on 27 May 2011, replacing Janat Mukwaya who retired from elective politics. [1] Before that, from 2005 until 2011, he served as Uganda's Attorney general. [2] He resigned from cabinet on 16 February 2012 amid allegations of misappropriation of government funds. [3] [4] He is also the former member of parliament, representing Katikamu County South, Luweero District. [5]

Early life and education

Makubuya was born on 30 July 1949. He holds a First Class Honors Bachelor of Laws degree from Makerere University, which he obtained in 1974. He also holds a Master of Laws degree and a Doctor of Juridical Science, both from Yale Law School and obtained in 1976 and 1979 respectively. On returning to Uganda, he joined the Law Development Center where he completed his Diploma in Legal Practice between 1981 and 1982. He enrolled as an advocate of the Uganda High Court in 1985. [5]

Career outside politics

Makubuya worked as a special assistant at the faculty of law, Makerere University, in 1974 and 1975. In 1979, he was promoted to lecturer at the same university, a position he held until 1982 when he became a senior lecturer. In 1984, he was promoted to associate professor. He is also a partner in Kasolo & Khiddu Advocates, a private law firm.

Makubuya was a member of the Uganda Constitutional Commission, which was instrumental in drafting the 1995 Constitution of Uganda. He was a member of the Commission of Inquiry into Violations of Human Rights. Between 1984 and 1987, he was the editor in chief of the Uganda Law Society Review. Makubuya was the head of the Department of Law and Jurisprudence at the faculty of law, Makerere University, until 1995, when he was appointed director of the Uganda Human Rights and Peace Center. Political career

Makubuya joined politics in 1988. In 1996 he was elected Member of Parliament for "Katikamu South Constituency" in Luweero District. He was later appointed State Minister for Luweero Triangle in the Office of the President. In 1998 his office as Minister of State in charge of Luweero Triangle was transferred to the Office of the Prime Minister. In the same year, he was appointed State Minister for Foreign Affairs (International Cooperation), a portfolio he held until 5 April 1999, when he was appointed Minister of Education and Sports. He has served as Uganda's Justice Minister and Attorney General, from 14 January 2005 until 27 May 2011, when he assumed the position of Minister for General Duties in the Office of the Prime Minister. Other roles

Besides his professional experience, Makubuya has served in a number of administrative capacities. Between 1981 and 1982, he was an ex-officio member of the Uganda Law Council and the Management Committee of the Law Development Centre. He has been a member of various committees at Makerere University, including the Senate. The former minister’s areas of interest in research include jurisprudence, family law, international law, law and development, human rights of women, land law and land planning, development finance, refugee law, constitutional law, law and population, and gender and law. Janat Balunzi Mukwaya is a politician and former Major in the military of Uganda. Currently she is a Senior Presidential Advisor Before that, she previously served as the Minister for General Duties in the Office of the Prime Minister from 16 February 2009 until 27 May 2011. the Minister of Gender, Labour and Social Affairs from 6 June 2016 until December 2019. Minister of Trade and Industry from June 2006 until February 2009. In May 2011, she temporarily retired from politics and was replaced in the cabinet by Kiddu Makubuya. She also served as the elected member of Parliament for Mukono South Constituency in Mukono District, from 2006 until her retirement in 2011.

Simon Giw D'Ujanga is a Ugandan electrical engineer and politician. He is the current State Minister for Energy in the Ugandan Cabinet. He was appointed to that position on 1 June 2006. In the cabinet reshuffle of 16 February 2009, and that of 27 May 2011, he retained his cabinet post. On account of his ministerial position, he is also an ex-offico Member of Parliament (MP).

Ephraim Kamuntu is a Ugandan management scientist and politician. He is the Minister of Justice and Constitutional Affairs in the Cabinet of Uganda. He was appointed to that position on 14 December 2019. Previously, he served as Minister of Water and Environment from August 2012 to June 2016. He is also an ex-officio Member of the Parliament of Uganda because of his Cabinet position.

Ruth Nankabirwa Ssentamu is a Ugandan politician, who serves as the Minister of Energy and Mineral Development in the Ugandan Cabinet, effective 8 June 2021. Although she told her supporters "If the cows vote, let them vote, I want to get 120%" she lost her seat as Women MP for Kiboga District in January 2021.

Jenipher Kacha Namuyangu, also Jennifer Namuyangu Byakatonda, but commonly referred to as Jennifer Namuyangu, is a Ugandan politician and environmentalist. She belongs to the National Resistance Movement political party. She is the current Minister of State for Bunyoro Affairs in the Prime Minister's Office and former Minister of State for Local Government in the Ugandan Cabinet. She was appointed to that position on 6 June 2016. She previously served as the Minister of State for Water Resources, from 1 June 2006 until 27 May 2011. In the Cabinet reshuffle on 27 May 2011, she was dropped from the cabinet and was replaced by Betty Bigombe. She also served as the elected Member of Parliament for Pallisa District Women's Representative, from 2001 until 2011. In 2010, Pallisa District was split into two, to create Kibuku District. Namuyangu contested for the parliamentary seat of Kibuku County, Kibuku District. She was rigged by Saleh Kamba by a wide margin.

George William Thembo Nyombi is a Ugandan economist and politician. He is the executive director Uganda Communications Commission a position he assumed on 24 November 2023 and a former State Minister for Information Technology in the Ugandan Cabinet. He was appointed to that position on 27 May 2011. He replaced Alintuma Nsambu, who was dropped from the Cabinet. Prior to that, he served as the State Minister for Luweero Triangle in the Office of the Prime Minister, from 2009 until 2011. Nyombi Thembo is also a former Member of Parliament (MP), for "Kassanda County South", Mubende District. He has continuously represented the constituency since 2001.

Henry Tumukunde is a politician and retired senior military officer of the Uganda People's Defence Forces (UPDF). He ran as an independent for president in the 2021 Ugandan general election.

Wilson Muruli Mukasa is a Ugandan politician. He has been Cabinet Minister of Public Service in the Ugandan Cabinet since 6 June 2016. He has previously served as Cabinet Minister of Gender and Social Issues from 1 March 2015, until 6 June 2016. Previously he served as Minister of Security from 27 May 2011 until 1 March 2015. Muruli Mukasa also serves as the Member of Parliament for Budyebo County in Nakasongola District.

Peter Nyombi was a Ugandan lawyer and politician. He was an Attorney General and member of the Ugandan Cabinet, appointed on 27 May 2011. He replaced Kiddu Makubuya who became Minister for General Duties in the Office of the Prime Minister. In the cabinet reshuffle of 1 March 2015, he was dropped from the cabinet and was replaced by Fred Ruhindi. He was also the elected Member of Parliament for "Buruuli County" in Nakasongola District.

John Chrysestom Muyingo is a Ugandan educator and politician. He is the State Minister for Higher Education in the Ugandan Cabinet. He was appointed to that position on 6 June 2016. He previously served as the State Minister for Primary Education from 1 March 2015 until 5 June 2016. Before that, from 27 May 2011 until 1 March 2015, he served as the State Minister for Higher Education, having replaced Mwesigwa Rukutana in May 2011. Muyingo was also the elected Member of Parliament for Bamunanika County, Luweero District. In the 2021 general elections he lost the seat to his former campaign manager and personal assistant, Robert Ssekitoleko who run on the National Unity Platform party ticket.

Henry Banyenzaki is a Ugandan politician who served as the elected Member of Parliament for Rubanda County West, Kabale District. From 2011 to 2016, he served as the State Minister for Economic Monitoring in the Office of the President in the Cabinet of Uganda.

Frank Kagyigyi Tumwebaze is a Ugandan educator and politician of the National Resistance Movement political party. He is the Minister of Agriculture, Animal Industry and Fisheries, effective 8 June 2021.

Ernest Apuuli Monday Kiiza is a Ugandan politician. He is the current State Minister for Bunyoro Affairs in the Office of the Prime Minister in the Ugandan Cabinet. He was appointed to that position on 15 August 2012. In the cabinet reshuffle of 1 March 2015, he retained his cabinet post. He is also the elected Member of Parliament for Masindi Municipality.

Wilberforce Kisamba Mugerwa, also Wilberforce Kisamba-Mugerwa, was a Ugandan agricultural economist, politician and academic, who served as the chairman of the Uganda Microfinance Support Center, a government-owned company established in 2001, that manages micro credit programs in Uganda, funded by the African Development Bank, Islamic Development Bank and the Ugandan government. Immediately prior to his last position, for the ten years between 2008 and 2018, he served as the chairman of the National Planning Authority of Uganda.
