Kirikiri Maximum Security Prison

Kirikiri Maximum Security Prison is a prison west of Apapa, Lagos State, Nigeria.^[1] It is named after the rural Kirikiri community in which it is situated. A part of the Nigerian Correctional Service, its official capacity is 1,056.^[2] It was first established in 1955. Paul Chiama of Leadership wrote that "The mention of Kirikiri first reminds any Nigerian of" this prison.^[1]

As of February 1, 1990 its official capacity was 956 but it actually had 1,645 prisoners. A 1995 report by the Immigration and Refugee Board of Canada stated that it was "already infamous" for its overcrowding.^[3] In March 2018, the United Kingdom announced it would spend $939,000 to build a new 112-bed wing, in order to facilitate the transfer of Nigerian prisoners from the UK.^[4]

Some death row inmates are held at Kirikiri.^[5]

History

Kirikiri Maximum Security Prison was built in the year 1955 with an initial capacity of 1056 inmates.^[6] As of February 12, 2018, 69% of the prison's population were inmates awaiting trial according to data from the Nigeria Prisons Service.^[7]

Meals

Up until October 2021 at Kirikiri Maximum Security Prison, prisoners were formerly fed 450 naira worth of food a day^[8] (around US$1.08 as of May 2022). In October 2021 the Senate Committee on Interior increased the daily ration to 1000 naira^[8] (around $2.41 as of May 2022). Officials of the Nigerian Correctional Service had suggested a 750 naira daily allowance, but the Senate Committee stated that this amount was "grossly inadequate".^[8] In a May 2022 Vanguard interview, a prisoner who asked not to be identified stated that the meals at Kirikiri were "poor and horrible".^[8] For example, per the unnamed prisoner, breakfast consists solely of poorly cooked beans every morning, seven days a week.^[8] The unnamed prisoner also characterized the increase in the daily food allowance as "all lies", stating, "you need to come and see it to know exactly what I am talking about" and "come and see horrible food! It is even getting worse."^[8]

Another prisoner interviewed for the May 2002 Vanguard article stated that "even a hungry dog will reject the food they serve us", and that some prisoners rely upon being able to cook food in their own cells for subsistence.^[8] Raw foods for prisoners to cook in their cells can be purchased through the prisons welfare officer, and some prisoners have kerosene stoves for cooking.^[8]

Another inmate stated that the prison has a separate "VIP section", where inmates have their own cook, a person to wash clothes, errand persons and a generating set that supplies electricity.^[8]

In May 2022, a spokesperson with the Lagos State prisons Command denied claims that prisoners were still only receiving 450 naira worth of food daily, stating, "there has been a review of the feeding as stated in the Nigerian Correctional Facilities Act of 2019. The N450 initial provision was reviewed upward but I am sure it is not up to N1000. I must tell you that regarding feeding in the prisons, there is a unit measurement that we use for each ration of food for inmates."^[8] In contrast to this statement, a senior prison officer who asked to be unnamed stated that "nothing has changed with regards to the feeding of inmates across the country" and that "nothing has changed here in terms of quality and quantity of food the inmates eat. It is still the regular miserable Ẹ̀bà with watery egusi soup, beans and rice."^[8] The senior officer also stated that "the only way that inmates survive is by providing their own food."^[8]

Mississippi State Penitentiary (MSP), also known as Parchman Farm, is a maximum-security prison farm located in the unincorporated community of Parchman in Sunflower County, Mississippi, in the Mississippi Delta region. Green Haven Correctional Facility is a maximum security prison in New York. The prison is located in the Town of Beekman in Dutchess County. The New York State Department of Corrections and Community Supervision lists the address as Route 216, Stormville, NY 12582. This prison housed New York's execution chamber during the time the state briefly had the death penalty in the post-Furman era. It was originally a federal prison and now houses maximum security inmates. Green Haven Correctional Facility also operated a Hot Kosher Foods Program; but no longer does as of 2020. However, because of this, the prison had a large Jewish population. Yale Law School operates the Green Haven Prison Project, a series of seminars among Yale law students and Green Haven inmates on law and policy issues concerning prisons and criminal law.

Pontiac Correctional Center, established in June 1871, is an Illinois Department of Corrections maximum security prison for adult males in Pontiac, Illinois. The prison also has a medium security unit that houses medium to minimum security inmates and is classified as Level 3. Until the 2011 abolition of the death penalty in Illinois, the prison housed male death row inmates, but had no execution chamber. Inmates were executed at the Tamms Correctional Center. Although the capacity of the prison is 2172, it has an average daily population of approximately 2000 inmates.

California Correctional Center (CCC) is a state prison in the city of Susanville in Northern California. It is a minimum-security facility.

Michigan State Prison or Jackson State Prison, which opened in 1839, was the first prison in Michigan. After 150 years, the prison was divided, starting in 1988, into four distinct prisons, still in Jackson: the Parnall Correctional Facility which is a minimum-security prison; the G. Robert Cotton Correctional Facility where prisoners can finish their general education; the Charles Egeler Reception and Guidance Center which is the common point of processing for all male state prisoners sentenced to any Michigan prison; and the Cooper Street Correctional Facility which is the common point for processing of all male state prisoners about to discharge, parole, or enter a community center or the camp program.

The Nigerian Correctional Service (NCoS), formerly known as Nigerian Prison Service (NPS), is a government agency of Nigeria which operates prisons. The agency is headquartered in Abuja, and it is under the supervision of the Ministry of the Interior and the Civil Defence Immigration and Correctional Service. The name was changed from the Nigerian Prisons Service to the Nigerian Correctional Service by President Muhammadu Buhari on the 15th of August 2019 after signing the Nigerian Correctional Service Act of 2019 into law. The bill was passed by the 8th Assembly of the House of Representatives but the signing was done two months after their tenure had expired. The law divides the Correctional Service into two main areas which are The Custodial Service and Non-custodial Service.

William E. Donaldson Correctional Facility is an Alabama Department of Corrections prison for men located in unincorporated Jefferson County, Alabama, near Bessemer. It came to national prominence after the Casey White prison escape.

State Correctional Institution – Chester is a medium-security, all-male correctional facility in Chester, Pennsylvania, within the Philadelphia metropolitan area.

Dooly State Prison (DSP) is a medium security facility located in Unadilla, Georgia, United States. The complex began its construction in 1993 and opened in 1994. It houses male inmates who are not suitable for a county prison due to their offense or physical limitations, primarily sex offenders. It can house up to 1702 prisoners in dorms that are triple bunks, double bunks, with some single beds. There is a separate unit for incorrigible inmates.

The Kogi prison break was an attack on Koto-Karffi Federal Medium Security Prisons in Kogi State, in north-central Nigeria by unknown gunmen suspected to be members of the terrorist group, Boko Haram. The attack occurred on 2 November 2014. About 144 prisoners escaped from the prison; 1 inmate was shot and killed during the attack. The escaped prisoners were largely awaiting trial for robbery. Twelve inmates returned to the prison to serve out their sentences and about 45 escaped prisoners were recaptured altogether.

The Lagos Prison Break occurred on October 10, 2014, when five persons escaped from the Kirikiri Medium Prison.

The Ondo prison break was an attack on the Olokuta Medium Security Prison in Akure, the capital of Ondo State, Nigeria, by 50 unknown gunmen suspected to be armed robbers. The attack occurred on 30 June 2013. About 175 prisoners escaped from the prison leaving 2 people dead and 1 warder injured. The escaped prisoners were largely awaiting trial for robbery. About 54 escaped inmates were rearrested after the attack and about 121 inmates escaped.

A prison break is an unlawful act under Nigerian law, of a prisoner forcing their way out of a prison. It can also be described as attacks on the Nigerian Prisons Services by terrorists such as Boko Haram and armed robbers in which many prisoners are released. Often, when this occurs effort are made by the Nigerian Prisons Services in conjunction with security agency to rearrest the escapee and return them to the prison and this may result in the extension of their jail term. Prison break in Nigeria may be attributed to corruption, poor funding of the prison services, poor prison facilities, inadequate security features such as CCTV, motion sensors, high wall made up of barbed wire and sometimes electric fencing of the wall.

Yinka Lawanson known by his stage name Lamboginny is a Nigerian Afro-Dancehall musician, youtuber, and humanitarian. Lamboginny is the co-convener of Say No To Crime movement and the advocate of S.A.L.T, a prison reform program in-line with the 2030 Agenda of the Sustainable Development Goals by United Nation in September 2015.
