The Kitgwang Declaration was a coup by South Sudanese rebel commander Simon Gatwech Dual on August 4, 2021, in which he replaced First Vice President Riek Machar as leader of the Sudan People's Liberation Movement/Army in Opposition leading to a deadly rebel infighting.The declaration was named kitgwang declaration by the Youth league leader of the declaration, Col. Omojok Obac Denyong. [1] Since 2015, Gatwech has been the military chief of staff of the SPLM/SPLA (IO) and has grown hostile against Machar since the signing of the revitalized peace agreement in 2018. [2]

Background

Since the return of Machar to Juba from exile to form a unity government with President Salva Kiir Mayardit in February 2020, Dual has been speaking out against his boss for 'compromising' key provisions of the revitalized peace agreement signed in 2018 such as the security arrangements in which rival forces of the opposition and the government were to be unified to form a professional national army. In October 2020, Gatwech wrote to the IGAD, the regional bloc which mediated the peace agreement that ended the war with Machar's appointment as first vice president in February 2020, asking for Machar's release in order to enable him to and brief his forces over the implementation of the peace agreement. [5] [6]

The IGAD later on issued a statement saying there were no restrictions in place against Machar and that the South Sudanese vice president was free to visit anywhere of his choice. [7] A few days later, Gatwech accused Machar of intentionally refusing to visit him and in June, an attempt to remove the opposition's military intelligence chief, Dhiling Keah Chuol, by Gatwech let to a rumored removal of Gatwech as chief of staff. [8]

Days later, President Kiir appointed Gatwech as presidential envoy on peace after nomination by Machar. [9] Machar's office later on announced that Gatwech had been replaced as chief of staff of the opposition military deepening the disagreements within the group. [10] [11]

The Declaration

On August 4, 2021, Gatwech issued a communiqué following a meeting of opposition commanders at Kitgwang in Magenis, a northern-most town bordering Sudan, declaring that Machar had been removed as the leader of the SPLM-IO and that he has assumed power as the new opposition leader. [12] [13]

Machar responded with another communiqué following a meeting of the SPLM-IO Political Bureau in Juba, the capital of South Sudan, and then accused unnamed "peace spoilers" of engineering the opposition split. [14] [15]

Resulting fighting

On August 7, forces from the Tiger Battalion allied to Machar launched an attack on Gatwech's position in Magenis sparking fierce fighting that resulted in the killing of at least 28 soldiers from both sides. There were also unconfirmed reports of the killing of two senior SPLA-IO commanders allied to Machar. [16] [17]

The Sudan People's Liberation Movement (SPLM) is a political party in South Sudan. It was initially founded as the political wing of the Sudan People's Liberation Army in 1983. On January 9, 2005 the SPLA, SPLM and Government of Sudan signed the Comprehensive Peace Agreement, ending the civil war. SPLM then obtained representation in the Government of Sudan, and was the main constituent of the Government of the then semi-autonomous Southern Sudan. When South Sudan became a sovereign state on 9 July 2011, SPLM became the ruling party of the new republic. SPLM branches in Sudan separated themselves from SPLM, forming the Sudan People's Liberation Movement-North. Further factionalism appeared as a result of the 2013-2014 South Sudanese Civil War, with President Salva Kiir leading the SPLM-Juba and former Vice President Riek Machar leading the Sudan People's Liberation Movement-in-Opposition.

William Nyuon Bany was a Southern Sudanese politician who was also one of the founders of the Sudan People's Liberation Army (SPLA). He was appointed third in command after John Garang and Kerubino Kuanyin Bol. While he worked as a commander of the SPLA he lived in Itang, a small Ethiopian town in the Gambela Region. In September 1992 he defected from the SPLA to join another faction under Riek Machar, but he rejoined the SPLA before he was assassinated on 13 January 1996.

After Garang's death in 2005, Salva Kiir was named the SPLA's new Commander-in-Chief. As of 2010, the SPLA was divided into divisions of 10,000–14,000 soldiers.

Gabriel Gatwech Chan, more commonly known by the nickname Tang-Ginye or Tanginye meaning "long pipe", was a Nuer and a commander in various primarily Nuer rebel militias in South Sudan. General Tanginye led a southern border militia allied to the Khartoum government during Sudan's civil war. Members of the Sudanese armed forces loyal to Gen Tang in Malakal clashed with the Sudan People's Liberation Army (SPLA) in 2006, killing about 150 people, and in 2009 in breach of the peace deal. In April 2011, clashes between his militia and the SPLA in the state of Jonglei killed at least 57 according to government officials. Shortly thereafter, Tanginye surrendered to SPLA forces and was placed under house arrest in Juba awaiting charges against him. During the South Sudanese Civil War, he allied with the SPLA-IO and later Lam Akol's militia, a Juba linked rebel group called the National Democratic Movement (NDM) and became its chief of staff. In January 2017 he visited a NDM-allied group, the Tiger Faction New Forces, in the Hamra area in the northern Upper Nile. In course of this visit, the Tigers were attacked by SPLM-IO-affiliated fighters belonging to the militia of John Uliny, and Tanginye was killed alongside most of the Tigers.

He was said to have fired the first shot in that conflict, which flared up when the Khartoum government of Sudan imposed Islamic law, or Sharia, across the whole country, including the southern region which in 2011 became the Republic of South Sudan. Telar Ring Deng was a South Sudanese politician and statesman. Telar died from Covid-19 related-complications on December 27, 2020 two days after announcing that he tested positive for Covid-19. At the time of his death Ambassador Telar was nominated to the Revitalized Transitional National Assembly by SPLM-IO, and was primed as the Minority Leader. This was after his appointment as minister was rejected. It is understood that President Kiir retracted his earlier position of allocating Lakes state to SPLM-IO after it became apparent to him that Dr. Riek had nominated Ambassador Telar for governorship. Telar was an Atout Dinka, hailing from Yirol. When the SPLA split, Telar sided with SPLA-Nasir. Together with Deng Ayuen Kurr, Telar was the most prominent Dinka leader in SPLA-Nasir. Telar and Deng accompanied Lam Akol during his two-month stay in Western Europe. However Telar and Deng left SPLA-Nasir after the Frankfurt talks, disappointed that separation had not been mentioned in the documents of the peace talks and the rapprochement between SPLA-Nasir and the Khartoum government. Telar and Deng returned to the mainstream faction of the SPLA/SPLM.

South Sudanese Civil War 2013–2020 civil war in South Sudan

The South Sudanese Civil War was a multi-sided civil war in South Sudan between forces of the government and opposition forces. In December 2013, President Kiir accused his former deputy Riek Machar and ten others of attempting a coup d'état. Machar denied trying to start a coup and fled to lead the SPLM – in opposition (SPLM-IO). Fighting broke out between the Sudan People's Liberation Movement (SPLM) and SPLM-IO, igniting the civil war. Ugandan troops were deployed to fight alongside the South Sudanese government. The United Nations has peacekeepers in the country as part of the United Nations Mission in South Sudan (UNMISS).

The Sudan People's Liberation Movement-in-Opposition, also known as the anti-governmental forces (AGF), is a mainly South Sudanese political party and rebel group that split from the Sudan People's Liberation Movement in 2013, due to political tensions between President Salva Kiir and Vice President Riek Machar over leadership of the SPLM. Tensions grew between forces loyal to Kiir and Machar and South Sudan plunged into the South Sudanese Civil War.

2016–2019 Wau clashes

Armed clashes took in Wau State from late June 2016 to January 2019 between the Dinka-dominated Sudan People's Liberation Army (SPLA) and local opposition forces, consisting of tribal Fertit militias as well as fighters claiming allegiance to Riek Machar. It is unclear to what extent these rebels were actually part of the SPLM-IO or acting independently while using the SPLM-IO's name. The clashes resulted in the arrest of the state's governor, Elias Waya Nyipuoc, widespread death and destruction in the state capital, Wau town, and the displacement of up to 150,000 people.

On 4 January 2018, SPLM-IO rebels loyal to Chan Garang Lual attacked the western parts of Juba, the capital of South Sudan. The raid was part of the South Sudanese Civil War. Once in Juba, the insurgents were reportedly joined by Sudan People's Liberation Army (SPLA) soldiers who were loyal to deposed chief of staff Paul Malong Awan. Following heavy fighting lasting until early 5 January, the rebels retreated into the countryside. Even though Chan Garang assumed responsibility for the attack, both the South Sudanese government and the SPLM-IO condemned the clashes, with the latter claiming that its forces had not been involved at all.
