The Klamath Basin Restoration Agreement (KBRA) is an American multi-party legal agreement determining river usage and water rights involving the Klamath River and Klamath Basin in the states of California and Oregon. Discussion of the KBRA began in 2005. Parties to the agreement included the state of California, the state of Oregon, the Karuk Tribe, the Klamath Tribes, the Yurok Tribe, Del Norte County, California, Humboldt County, California, Klamath County, Oregon, Siskiyou County, California; 26 private individuals, companies, and local irrigation districts; and seven NGOs including California Trout and Trout Unlimited. Congress failed to pass legislation that would implement the KBRA by the January 1, 2016 deadline, but a new agreement, the Klamath Hydroelectric Settlement Agreement, was signed later that year. The four dams were removed by 2024, and salmon quickly returned to Oregon’s stretch of the Klamath Basin for the first time in more than a century.
The idea behind the document originally stemmed from the 2001 irrigation water shutoff to Klamath Project farmers, when water was withheld from the irrigators in favor of the threatened coho salmon and the endangered Lost River Sucker. [2] Downstream populations of coho salmon are within the Southern Oregon/Northern California Evolutionary Significant Unit and are listed as threatened (2011). [3]
That summer, a symbolic bucket brigade was held, where nearly 20,000 people passed 50 buckets of water, one for each state, from Upper Klamath Lake to the A canal that supplies water to the Klamath Project. [4]

The final document was signed on February 18, 2010 in Salem, Oregon. [5] [6] Among the more notable signatories to the agreement was the Governor of California, Arnold Schwarzenegger, the Governor of Oregon, Ted Kulongoski, and the Chairman of the Klamath Tribes, Joseph Kirk.

A new agreement, the Klamath Hydroelectric Settlement Agreement (KHSA) was signed on April 6, 2016 which planned to remove four hydroelectric dams (the Copco 1, Copco 2, J.C. Boyle, and Iron Gate) by 2020. [8]
In November 2022, federal approval was granted for the dam removals, with deconstruction efforts commencing in 2023. [9] The project was completed ahead of schedule in October 2024, marking the largest dam removal in U.S. history. Within weeks, adult fall Chinook salmon made it all the way to Oregon’s stretch of the Klamath Basin for the first time in more than a century. Work continues to replant and restore thousands of acres of land that had been underwater. [10]
The Klamath River is a 257-mile (414 km) long river in southern Oregon and northern California. Beginning near Klamath Falls in the Oregon high desert, it flows west through the Cascade Range and Klamath Mountains before reaching the temperate rainforest of California's North Coast, where it empties into the Pacific Ocean. The Klamath River is the third-largest salmon and steelhead producing river on the west coast of the contiguous United States. The river's watershed – the Klamath Basin – encompasses more than 15,000 square miles (39,000 km2), and is known for its biodiverse forests, large areas of designated wilderness, and freshwater marshes that provide key migratory bird habitat.
The Rogue River in southwestern Oregon in the United States flows about 215 miles (346 km) in a generally westward direction from the Cascade Range to the Pacific Ocean. Known for its salmon runs, whitewater rafting, and rugged scenery, it was one of the original eight rivers named in the Wild and Scenic Rivers Act of 1968. Beginning near Crater Lake, which occupies the caldera left by the explosive volcanic eruption and collapse of Mount Mazama, the river flows through the geologically young High Cascades and the older Western Cascades, another volcanic province. Further west, the river passes through multiple exotic terranes of the more ancient Klamath Mountains. In the Kalmiopsis Wilderness section of the Rogue basin are some of the world's best examples of rocks that form the Earth's mantle. Near the mouth of the river, the only dinosaur fragments ever discovered in Oregon were found in the Otter Point Formation, along the coast of Curry County.
Upper Klamath Lake is a large, shallow freshwater lake east of the Cascade Range in south-central Oregon in the United States. The largest body of fresh water by surface area in Oregon, it is approximately 25 miles (40 km) long and 8 miles (13 km) wide and extends northwest from the city of Klamath Falls. It sits at an average elevation of 4,140 feet (1,260 m).
The Trinity River is a major river in northwestern California in the United States and is the principal tributary of the Klamath River. The Trinity flows for 165 miles (266 km) through the Klamath Mountains and Coast Ranges, with a watershed area of nearly 3,000 square miles (7,800 km2) in Trinity and Humboldt Counties. Designated a National Wild and Scenic River, along most of its course the Trinity flows swiftly through tight canyons and mountain meadows.

Other vernacular names for the species include king salmon, Quinnat salmon, Tsumen, spring salmon, chrome hog, Blackmouth, and Tyee salmon. The scientific species name is based on the Russian common name chavycha (чавыча).
The Link River Dam is a concrete gravity dam on the Link River in the city of Klamath Falls, Oregon, United States. It was built in 1921 by the California Oregon Power Company (COPCO), the predecessor of PacifiCorp, which continues to operate the dam. The dam is owned by the U.S. Bureau of Reclamation.
The Klamath Project is a water-management project developed by the United States Bureau of Reclamation to supply farmers with irrigation water and farmland in the Klamath Basin. The project also supplies water to the Tule Lake National Wildlife Refuge, and the Lower Klamath National Wildlife Refuge. The project was one of the first to be developed by the Reclamation Service, which later became the Bureau of Reclamation.
Jason Atkinson is an American politician in the US state of Oregon. The Republican grew up in the Southern Oregon city of Ashland. He served as a senator in the Oregon State Senate from 2001 to 2013. He ran unsuccessfully for the Republican nomination for Governor of Oregon in 2006. He stated his intention to run in the 2010 Oregon gubernatorial election, but withdrew from the race in 2009.
The Klamath Basin is the region in the U.S. states of Oregon and California drained by the Klamath River. It contains most of Klamath County and parts of Lake and Jackson counties in Oregon, and parts of Del Norte, Humboldt, Modoc, Siskiyou, and Trinity counties in California. The 15,751-square-mile (40,790 km2) drainage basin is 35% in Oregon and 65% in California. In Oregon, the watershed typically lies east of the Cascade Range, while California contains most of the river's segment that passes through the mountains. In the Oregon-far northern California segment of the river, the watershed is semi-desert at lower elevations and dry alpine in the upper elevations. In the western part of the basin, in California, however, the climate is more of temperate rainforest, and the Trinity River watershed consists of a more typical alpine climate.
The John C. Boyle Dam was a hydroelectric dam located in southern Oregon, United States. It was on the upper Klamath River, south (downstream) of Keno, and about 12 miles (19 km) north of the California border. Originally developed and known as Big Bend, the John C. Boyle dam and powerhouse complex was re-dedicated to honor the pioneer hydroelectric engineer who was responsible for the design of virtually all of the Klamath Hydroelectric Project.

The 2002 Klamath River fish kill occurred on the Klamath River in California in September 2002. According to the official estimate of mortality, about 34,000 fish died. Though some counts may estimate over 70,000 adult chinook salmon were killed when returning to the river to spawn, making it the largest salmon kill in the history of the Western United States. Besides the chinook salmon, other fish that perished include: steelhead, coho salmon, sculpins, speckled dace, and Klamath smallscale sucker.
Iron Gate Dam was an earthfill hydroelectric dam on the Klamath River in northern California, outside Hornbrook, California, that opened in 1964. The dam blocked the Klamath River to create the Iron Gate Lake Reservoir. It was the lowermost of a series of power dams on the river, the Klamath River Hydroelectric Project, operated by PacifiCorp. It also posed the first barrier to migrating salmon in the Klamath. The Iron Gate Fish Hatchery was placed just after the dam, hatching salmon and steelhead that were released back into the river.

Copco Lake was an artificial lake on the Klamath River in Siskiyou County, California, near the Oregon border. The lake's waters were impounded by the Copco Number 1 Dam, which was completed in 1922 as part of the Klamath River Hydroelectric Project.
John C. Boyle Reservoir is an artificial impoundment behind John C. Boyle Dam on the Klamath River in the U.S. state of Oregon. The lake is 16 miles (26 km) west-southwest of Klamath Falls along Oregon Route 66.

Un-Dam the Klamath (#UnDamtheKlamath) is a social movement in the United States to remove the dams on the Klamath River primarily because they obstruct salmon, steelhead, and other species of fish from accessing the upper basin which provides hundreds of miles of spawning habitat. The dams have also significantly harmed Native American communities such as the Hupa, Karuk, Klamath, and Yurok. Four hydroelectric dams on the Klamath River in California and Oregon are being advocated for removal.
The Columbia Basin Initiative is a 2023 agreement between the U.S. government, four sovereign Native American Tribes and the U.S. states of Washington and Oregon to provide over $1 billion in funds for salmon restoration and clean energy production. The agreement comes after over twenty years of litigation with the U.S. government for violating the Endangered Species Act. The agreement honors the treaty rights of the four tribes to fish and gather food in the Columbia Basin. The funding also will be used to support Tribally-owned energy projects.
