Lacell SU Burundi, trade name Smart Telecom Burundi, was a wireless telephone company in Burundi. It was closed in 2022 for failing to paid tax arrears.
Smart Telecom Burundi (Lacell SU) was originally owned by the Russian-owned Timeturns Holdings of Cyprus. Later the Industrial Promotion Services (IPS) Kenya took a majority stake. IPS is a division of the Aga Khan Fund for Economic Development (AKFED). [1] [lower-alpha 1] The general manager of Lacell SU Burundi was Bhupendra Bhandari. [4]
Lacell SU obtained a license to provide mobile service in Burundi in 2008. [2] In March 2010 the Telecom IT systems vendor CBOSS announced that it had completed deployment of the hardware and software for the mobile network for the "Smart Mobile" service of Lacell SU. The service included GSM-based voice calls and SMS throughout Burundi. The post-paid service was launched in May 2009 and the pre-paid service in July. [5]
The company chose Ericsson to supply a new GSM network, including the core network, its associated radio network, and all installation, integration and training services. [4] Smart Telecom Burundi launched its 3G service on 5 September 2014 in Bujumbura and its surroundings. The service included a variety of internet access packages. [1]
In July 2015 mobile carriers in Burundi included Econet Leo, with 2.6 million customers, Lumitel (Viettel), Smart and Tempo Africell. [6] In the first quarter of 2022 there were 7,798,885 telephone subscribers in Burundi, divided between the four carriers: Econet Leo, Lumitel, Smart and Onatel. [7]
In August 2022 the Agence de Regulation et de Controle des Telecommunications (ARCT) shut down Smart for failing to pay US3.2 million of tax arrears, and for failing to confirm that it owed no taxes when it filed to have its license renewed. [7] ACT granted a two-week grace period to pay all arrears, which expired at midnight on 19 August 2022. The general manager of Lacell SU stated in a letter of 19 August 2022 said it had paid all its tax arrears of 6.6 billion BIF as of 30 May 2022. He acknowledged that Smart had not paid additional invoices for more than 1.3 billion BIF issued in July and August 2022. [8] Separately, the sales director claimed that the shut down order was made for political reasons, to benefit Lumitel, a subsidiary of Viettel. [9]

2G is a short notation for second-generation cellular network, a group of technology standards employed for cellular networks. 2G was commercially launched on the GSM standard in Finland by Radiolinja in 1991. After 2G was launched, the previous mobile wireless network systems were retroactively dubbed 1G. While radio signals on 1G networks are analog, radio signals on 2G networks are digital, though both systems use digital signaling to connect cellular radio towers to the rest of the mobile network system. 2G was superseded by 3G technology.

Red Mobile, formerly ümobile and legally as Connectivity Unlimited Resource Enterprise, Inc. (CURE), was a wholly owned subsidiary of Smart Communications, the Philippines' largest mobile telecommunications company. When it was initially launched as ümobile, it used the CURE Universal Mobile Telecommunications System network. At that time, it offered its services through an invitation-based, ad-supported platform, catering to middle and upper-class subscribers between the ages of 15 and 35, devoting its services to that demographic. After re-branding, both the ad-supported revenue platform and invitation system were scrapped in favor of a more traditional marketing and revenue-generating approach. In March 2010, Red Mobile started promoting its unlimited service offerings. However, subscribers started reporting on online social networks that the CURE UMTS network has since been converted to a GSM network. It closed in July 2012.

3G mobile telephony was relatively slow to be adopted globally. In some instances, 3G networks do not use the same radio frequencies as 2G so mobile operators must build entirely new networks and license entirely new frequencies, especially so to achieve high data transmission rates. Other delays were due to the expenses of upgrading transmission hardware, especially for UMTS, whose deployment required the replacement of most broadcast towers. Due to these issues and difficulties with deployment, many carriers delayed acquisition of these updated capabilities.
