Law on State Capital (Indonesian : Undang-Undang Ibu Kota Negara/UU IKN) is an omnibus law to relocate capital of Indonesia from Jakarta to Nusantara at East Kalimantan as new capital of Indonesia. [1] The omnibus bill of the law was passed into law on 18 January 2022, [2] [3] and finally commenced on 15 February 2022. [4]
Unusual in the law-making history of Indonesia, the law become the fastest law made in Indonesia after being law only 111 days after the bill was introduced, with only 42 days processed at People's Representative Council and only 16 hours marathon discussion between the People's Representative Council and the Indonesian government before being passed. [5] [6]
Interest on capital relocation by Joko Widodo administration had been revived since 2017. [7] On 23 August 2019, Jokowi submitted Presidential Letter No. R-34/Pres/08/2019. The Letter enclosed with 2 enclosures: (1) Presidential Study Report on Capital Relocation, and (2) Request on DPR Support for Capital Relocation. [8] On 26 August 2019, Jokowi announced that the new capital would be partly in the Penajam North Paser Regency and partly in the Kutai Kartanegara Regency, both in East Kalimantan. [9] The National Development Planning Ministry announced that the move would cost an estimated Rp 466 trillion (US$32.7 billion) and that the government intended to cover 19% of the cost, the remainder coming mainly from public-private partnerships and direct investment by both state-owned enterprises and the private sector. [10]
Circa January 2020, a draft of the bill leaked to public. The draft, dated 14 January 2020, consisted of 10 chapters and 39 sections. The draft of the bill showed that 6 laws will be amended by time of the law enacted. [11]
On 29 September 2021, Joko Widodo sent Presidential Letter No. R-44/Pres/09/2021 contained 2 enclosures: Bill on State Capital and Academic Draft on State Capital Relocation drafted by Ministry of National Development Planning. [12] In the official draft of the bill, the bill consisted of 9 chapters and 34 sections. The provisional chapter of the bill showed that 3 acts (Law No. 25/1956, Law No. 47/1999, and Law No. 7/2002) will be amended and 1 act (Law No. 29/2007) will be repealed after the enactment of the law if certain conditions met.
On 18 January 2022, the bill passed into law. [3] The law was passed unusually fast. [5] [6]
On 19 January 2022, the final draft of the law somehow obtained by media and released to the public. The final draft of the law consisted of 11 chapters and 44 sections. [13]
The law commenced on 15 February 2022. [4]
The law currently challenged by Indonesian right-wing activists, politicians, former military commanders/generals, and also Islamic activists and Islamic hard line mass organizations. [14] [15] The challengers, claimed from the Poros Nasional Kedaulatan Negara (PNKN, English: National Axis of State Sovereignty), claimed that the law is unneeded and requested the Constitutional Court to cancel the law. [16] One of the PNKN member, Abdullah Hehamahua, former Corruption Eradication Commission advisor-turned-Islamist activist launched racial accusation with anti-Chinese tendency against the government, claiming that the project is an attempt to turn Jakarta as "Second Beijing". [17] [18] On 1 June 2022, the submitted cases: 39/PUU-XX/2022, 40/PUU-XX/2022, 47/PUU-XX/2022, 48/PUU-XX/2022, 53/PUU-XX/2022, and 54/PUU-XX/2022 were dismissed by the Constitutional Court. [19] On 20 July 2022, another submitted cases: 25/PUU-XX/2022, 34/PUU-XX/2022, 49/PUU-XX/2022, and 66/PUU-XX/2022 also dismissed by the Constitutional Court. [20] One case, Case No. 66/PUU-XX/2022, was a case rejected by the court after the submitter found to producing false signatures in submitted document, resulted the submitter unable to submit the case again. The Indonesian Democratic Party of Struggle is a centre to centre-left secular-nationalist political party in Indonesia. The capital of Indonesia, officially the capital of the Unitary State of the Republic of Indonesia, is Jakarta, one of the oldest continuously inhabited cities in Southeast Asia. Jakarta, previously known as Batavia, was the de facto capital of the Dutch East Indies. In the early 20th century, the Dutch East Indies government attempted to relocate the capital from Batavia to Bandung. During Indonesia's struggle for independence, the Indonesian government moved the capital to Yogyakarta and then to Bukittinggi, where it remained for a short time until the restoration of control to Jakarta. In 2019, during his annual state of the union address at the parliament, President Joko Widodo announced a plan to relocate the capital to Kalimantan on the island of Borneo. As part of the plan, part of Kutai Kartanegara Regency and Penajam North Paser Regency in East Kalimantan will be carved out to create a new province-level planned city, and the capital will be relocated to a more central location within Indonesia. On 17 January 2022, the name was revealed to be Nusantara.

A series of mass protests led by students took place at major cities in Indonesia from 23 September 2019, to rally against new legislation that reduces the authority of the Corruption Eradication Commission (KPK), as well as several bills including a new criminal code that penalises extramarital sex and defamation against the president. The protesters consisted of mostly students from over 300 universities, with no association with any particular political parties or groups. The protests were the most prominent student movement in Indonesia since the 1998 riots that brought down the Suharto regime.
The Indonesia omnibus law protests were a series of demonstrations and civil disorder against Indonesia's Omnibus Law on Job Creation which was passed on 5 October 2020 as well as President Joko Widodo. Demonstrations had begun on 13 January 2020 while the then-bill, claimed by the government as vital to boosting the country's manufacturing industry and foreign investment, was still being drafted. The Job Creation Act, officially Act Number 11/2020 on Job Creation, is a bill that was passed on 5 October 2020 by Indonesia's People's Representative Council (DPR), with the aim of creating jobs and raising foreign and domestic investment by reducing regulatory requirements for business permits and land acquisition processes. Due to its length of 1,035 pages and its coverage of many non-employment sectors, it is also referred to in Indonesia as an omnibus bill. The final draft was changed to 812 pages due to pagination being changed to legal format. After being passed into law, there were various substantial text alterations and deletions, as well as procedural issues, which made its legal status eligible for being formally annulled.

Nusantara Capital City Authority is a cabinet level-agency formed by the Indonesian government, working directly under the President of Indonesia. The agency will become a special agency tasked with managing and governing the city of Nusantara, future capital of Indonesia located on Kalimantan.

Dhony Rahajoe is an Indonesian architect and a former real estate developer executive who is the Deputy Head of Nusantara Capital City Authority since 10 March 2022. He previously served as managing director, President Office of Sinar Mas Land, a pillar of Sinar Mas Group. He is a mastermind behind projects of Sinar Mas Land, including elite housings in Indonesia, and also smart cities, housings, industrial and commercial buildings, hotels, and resorts scattered from Asia to Europe. He was described as "a very low profile figure with extreme calm" and "had been not under spotlight of publicities".

The Law on South Kalimantan province, officially Law Number 8 of 2022, is a law passed by the People's Representative Council of Indonesia regarding the existence of the province of South Kalimantan. The law is one of several laws passed with relatively minor changes to provide an updated legal basis for the existence of Indonesian provinces; previously, the legal standing for many Indonesian provinces was based on laws from the era of the United States of Indonesia. However, while other provinces' laws were passed uncontroversially without major change, South Kalimantan's province law was passed with a sudden change of the capital city from Banjarmasin to Banjarbaru. This change led to a court challenge from elements associated with Banjarmasin city, with consequent response from Banjarbaru city.
The 2023 State Capital Act is an omnibus bill to amend the previous Law on State Capital, a piece of law to relocate capital of Indonesia from Jakarta to Nusantara at East Kalimantan as new capital of Indonesia. Introduced on 21 August 2023, the omnibus bill was passed into law on 3 October 2023. The law intended to amend and expand the power given to the Nusantara Capital City Authority (OIKN).
The Special Region of Jakarta Act is a law that declares that Jakarta is no longer the capital of Indonesia. Initially, it was expected that Nusantara would officially become Indonesia's new capital beginning on 25 April 2024, but it has since been halted, with Jakarta still being the capital as of October 2024. It is expected when Nusantara becomes the capital city, Jakarta's status as a "Special Capital Region" will be revoked. The law will turn Jakarta into a "Special Region" for economic and trading purposes.
The 2024 Indonesian local election law protests, also known as Emergency Alert for Indonesia or Indonesian Democratic Emergency, were public and student-led demonstrations against the House of Representatives for drafting a bill on regional head elections (Pilkada) that contradicts the Constitutional Court's ruling and power, intended to regulate the 2024 Indonesian local elections.
