Lean government refers to the application of Lean Manufacturing (also known as "Lean") principles and methods to both identify and then implement the most efficient, value added way to provide government services. Government agencies have found that when Lean is implemented, they see an improved understanding of how their own processes work, that it facilitates the quick identification and implementation of improvements and that it builds a culture of continuous improvement. [1]
Lean for government focuses on governing and serving citizens with respect and continuously improving service delivery by cutting out "waste" and "inefficiency" in processes; this in turn will result in better services overall, engaged civil servants as well as more value for tax-supported programs and services. Generally, proponents also see a lean government as a mean to expand the capacity of government to provide more services per unit of investment. [2]
Many lean manufacturing methods have been successfully adapted to identify non-value added activities (waste) in administrative, transactional, and office processes that are common in government agencies. [3] Common Lean methods include:

Lean government does not necessarily promote low taxes, only efficient use of those taxes levied. Tax policy is discerned by the legislative and executive branches of government with oversight of the judicial branch of government. Lean government is implemented by the administrative function of government through executive order, legislative mandate, or departmental administrative decisions. Lean government can be applied in legislative, executive, and judicial branches of government.
Several types of non-value added activity, or waste (muda in Japanese), are common in government administrative and service processes. Lean methods focus on identifying and eliminating these wastes. The list below identifies common administrative process wastes. [6]

Numerous government agencies, such as the Lean House, the U.S. Environmental Protection Agency and the States of Arizona, Iowa, Minnesota, Missouri, and Washington, are using Lean to improve the quality, transparency and speed of government processes. As in the manufacturing and service sectors, some government agencies are implementing Lean methods in conjunction with Six Sigma process improvement approaches. [8]

The Environmental Council of the States (ECOS), in collaboration with the U.S. Environmental Protection Agency, works to support and coordinate information sharing among U.S. States implementing Lean Government approaches in public environmental agencies. [10] [11]

Environmental full-cost accounting (EFCA) is a method of cost accounting that traces direct costs and allocates indirect costs by collecting and presenting information about the possible environmental costs and benefits or advantages – in short, about the "triple bottom line" – for each proposed alternative. It is one aspect of true cost accounting (TCA), along with Human capital and Social capital. As definitions for "true" and "full" are inherently subjective, experts consider both terms problematic.
Six Sigma (6σ) is a set of techniques and tools for process improvement. It was introduced by American engineer Bill Smith while working at Motorola in 1986.
Kaizen is a concept referring to business activities that continuously improve all functions and involve all employees from the CEO to the assembly line workers. Kaizen also applies to processes, such as purchasing and logistics, that cross organizational boundaries into the supply chain. It has been applied in healthcare, psychotherapy, life coaching, government, manufacturing, and banking.
Sewage disposal regulation and administration describes the governance of sewage treatment and disposal.
Illegal dumping, also called fly dumping or fly tipping (UK), is the dumping of waste illegally instead of using an authorized method such as curbside collection or using an authorized rubbish dump. It is the illegal deposit of any waste onto land, including waste dumped or tipped on a site with no license to accept waste. The United States Environmental Protection Agency developed a “profile” of the typical illegal dumper. Characteristics of offenders include local residents, construction and landscaping contractors, waste removers, scrap yard operators, and automobile and tire repair shops.
Quality management ensures that an organization, product or service consistently functions well. It has four main components: quality planning, quality assurance, quality control and quality improvement. Quality management is focused not only on product and service quality, but also on the means to achieve it. Quality management, therefore, uses quality assurance and control of processes as well as products to achieve more consistent quality. Quality control is also part of quality management. What a customer wants and is willing to pay for it, determines quality. It is a written or unwritten commitment to a known or unknown consumer in the market. Quality can be defined as how well the product performs its intended function.
Lean thinking is a management framework made up of a philosophy, practices and principles which aim to help practitioners improve efficiency and the quality of work. Lean thinking encourages whole organisation participation. The goal is to organise human activities to deliver more benefits to society and value to individuals while eliminating waste.
The term "sustainable communities" has various definitions, but in essence refers to communities planned, built, or modified to promote sustainable living. Sustainable communities tend to focus on environmental and economic sustainability, urban infrastructure, social equity, and municipal government. The term is sometimes used synonymously with "green cities," "eco-communities," "livable cities" and "sustainable cities."
There is no national law in the United States that mandates recycling. State and local governments often introduce their own recycling requirements. In 2014, the recycling/composting rate for municipal solid waste in the U.S. was 34.6%. A number of U.S. states, including California, Connecticut, Delaware, Hawaii, Iowa, Maine, Massachusetts, Michigan, New York, Oregon, and Vermont have passed laws that establish deposits or refund values on beverage containers while other jurisdictions rely on recycling goals or landfill bans of recyclable materials.
Value-stream mapping, also known as material- and information-flow mapping, is a lean-management method for analyzing the current state and designing a future state for the series of events that take a product or service from the beginning of the specific process until it reaches the customer. A value stream map is a visual tool that displays all critical steps in a specific process and easily quantifies the time and volume taken at each stage. Value stream maps show the flow of both materials and information as they progress through the process.
The United States produced 5.2 billion metric tons of carbon dioxide equivalent greenhouse gas (GHG) emissions in 2020, the second largest in the world after greenhouse gas emissions by China and among the countries with the highest greenhouse gas emissions per person. In 2019 China is estimated to have emitted 27% of world GHG, followed by the United States with 11%, then India with 6.6%. In total the United States has emitted a quarter of world GHG, more than any other country. Annual emissions are over 15 tons per person and, amongst the top eight emitters, is the highest country by greenhouse gas emissions per person. However, the IEA estimates that the richest decile in the US emits over 55 tonnes of CO2 per capita each year. Because coal-fired power stations are gradually shutting down, in the 2010s emissions from electricity generation fell to second place behind transportation which is now the largest single source. In 2020, 27% of the GHG emissions of the United States were from transportation, 25% from electricity, 24% from industry, 13% from commercial and residential buildings and 11% from agriculture. In 2021, the electric power sector was the second largest source of U.S. greenhouse gas emissions, accounting for 25% of the U.S. total. These greenhouse gas emissions are contributing to climate change in the United States, as well as worldwide.
The California Environmental Protection Agency, or CalEPA, is a state cabinet-level agency within the government of California. The mission of CalEPA is to restore, protect and enhance the environment, to ensure public health, environmental quality and economic vitality.
A continual improvement process, also often called a continuous improvement process, is an ongoing effort to improve products, services, or processes. These efforts can seek "incremental" improvement over time or "breakthrough" improvement all at once. Delivery processes are constantly evaluated and improved in the light of their efficiency, effectiveness and flexibility.
Lean Six Sigma is a process improvement approach that uses a collaborative team effort to improve performance by systematically removing operational waste and reducing process variation. It combines Lean Management and Six Sigma to increase the velocity of value creation in business processes.
Lean IT is the extension of lean manufacturing and lean services principles to the development and management of information technology (IT) products and services. Its central concern, applied in the context of IT, is the elimination of waste, where waste is work that adds no value to a product or service.
"No net loss" is the United States government's overall policy goal regarding wetlands preservation. The goal of the policy is to balance wetland loss due to economic development with wetlands reclamation, mitigation, and restorations efforts, so that the total acreage of wetlands in the country does not decrease, but remains constant or increases. To achieve the objective of no net loss, the federal government utilizes several different environmental policy tools which legally protect wetlands, provide rules and regulations for citizens and corporations interacting with wetlands, and incentives for the preservation and conservation of wetlands. Given the public benefits provided by wetland ecosystem services, such as flood control, nutrient farming, habitat, water filtration, and recreational area, the estimations that over half the acreage of wetlands in the United States has been lost within the last three centuries is of great concern to local, state, and federal agencies as well as the public interest they serve.
Landfill gas utilization is a process of gathering, processing, and treating the methane or another gas emitted from decomposing garbage to produce electricity, heat, fuels, and various chemical compounds. After fossil fuel and agriculture, landfill gas is the third largest human generated source of methane. Compared to CO2, methane is 25 times more potent as a greenhouse gas. It is important not only to control its emission but, where conditions allow, use it to generate energy, thus offsetting the contribution of two major sources of greenhouse gases towards climate change. The number of landfill gas projects, which convert the gas into power, went from 399 in 2005 to 519 in 2009 in the United States, according to the US Environmental Protection Agency. These projects are popular because they control energy costs and reduce greenhouse gas emissions. These projects collect the methane gas and treat it, so it can be used for electricity or upgraded to pipeline-grade gas. These projects power homes, buildings, and vehicles.
Lean Higher Education (LHE) refers to the adaptation of lean thinking to higher education, typically with the goal of improving the efficiency and effectiveness of operations. Lean, originally developed at the Toyota Motor Corporation, is a management philosophy that emphasizes "respect for people" and "continuous improvement" as core tenets. Lean encourages employees at all organizational levels to re-imagine services from a customer's point of view, removing process steps that do not add value and emphasizing steps that add the most value. While the concept of "customers" and "products" is controversial in higher education settings, there are certainly diverse stakeholders who are interested in the success of colleges and universities, the most common of which are students, faculty, administrators, potential employers and various levels of government.
Environmental certification is a form of environmental regulation and development where a company can voluntarily choose to comply with predefined processes or objectives set forth by the certification service. Most certification services have a logo which can be applied to products certified under their standards. This is seen as a form of corporate social responsibility allowing companies to address their obligation to minimise the harmful impacts to the environment by voluntarily following a set of externally set and measured objectives.
The Environmental Protection Agency, is an agency of Ministry of Environment, Science, Technology and Innovation, established by EPA Act 490 (1994). The agency is dedicated to improving, conserving and promoting the country’s environment and striving for environmentally sustainable development with sound, efficient resource management, taking into account social and equity issues. It oversees the implementation of the National Environment Policy. EPA Ghana's mission is to manage, protect and enhance the country’s environment and seek common solutions to global environmental problems. Its mission is to be achieved through an integrated environmental planning and management system with broad public participation, efficient implementation of appropriate programs and technical services, advice on environmental problems and effective, consistent enforcement of environmental law and regulations. EPA Ghana is a regulatory body and a catalyst for change to sound environmental stewardship.
