The drama depicts how a group of eunuchs survive in the weakening Qing empire, and closely traces Li's early life from the first day he entered the imperial palace to becoming one of the most powerful political figures in the latter years of the Qing Dynasty. The drama also follows Li's relationship with Cixi, and how he eventually becomes her closest confidant.

A eunuch is a castrated man. Castration has had a social function in history. In China, castration included the removal of the penis and the testicles (emasculation). A knife removed both organs at the same time. Eunuchs have existed in China since about 146 AD, during the reign of Emperor Huan of Han and were common as civil servants by the Qin dynasty. From ancient times to the Sui dynasty, castration was a traditional punishment and a means of gaining employment in the imperial service. Some eunuchs, such as the Ming dynasty official Zheng He, gained power that superseded that of the Grand Secretaries. Self-castration was not uncommon, although it was not always performed thoroughly and was later banned.

At the festival, the film won the two main acting awards, with Wang Jingchun and Yong Mei winning the Silver Bear for Best Actor and Actress, respectively.
Who Rules the World, is a 2022 Chinese streaming television series starring Yang Yang and Zhao Lusi. It is based on the wuxia romance novel Let's Try The World by Qing Lengyue. It depicts the adventurous love story of Hei Fengxi and Bai Fengxi. The series started airing on Tencent Video and WeTV on April 18, 2022, and concluded its run of 40 episodes on May 17, 2022. It is also currently available worldwide on the online streaming platform Netflix.
