This is a list of the 9 observers to the European Parliament for Latvia in the 1999 to 2004 session. They were appointed by the Latvian Parliament as observers from 1 May 2003 until the accession of Latvia to the EU on 1 May 2004.
Latvia, officially the Republic of Latvia, is a country in the Baltic region of Northern Europe. It is one of the Baltic states. It borders Estonia to the north, Lithuania to the south, Russia to the east, and Belarus to the southeast and shares a maritime border with Sweden to the west. Latvia covers an area of 64,589 km2 (24,938 sq mi), with a population of 1.9 million. The country has a temperate seasonal climate. Its capital and largest city is Riga. Latvians belong to the ethno-linguistic group of the Balts and speak Latvian, one of the only two surviving Baltic languages. Russians are the most prominent minority in the country, at almost a quarter of the population.
The politics of Latvia takes place in a framework of a parliamentary representative democratic republic, whereby the Prime Minister is the head of government, and of a multi-party system. The President holds a primarily ceremonial role as Head of State. Executive power is exercised by the government. Legislative power is vested in both the government and parliament, the Saeima. The Judiciary is independent of the executive and the legislature. The Economist Intelligence Unit rated Latvia a "flawed democracy" in 2022.
The Baltic states or the Baltic countries is a geopolitical term, which currently is used to group three countries: Estonia, Latvia, and Lithuania. All three countries are members of NATO, the European Union, the Eurozone, and the OECD. The three sovereign states on the eastern coast of the Baltic Sea are sometimes referred to as the "Baltic nations", less often and in historical circumstances also as the "Baltic republics", the "Baltic lands", or simply the Baltics.

The Latvian Social Democratic Workers' Party is a social-democratic political party in Latvia and the second oldest existing Latvian political party after the Latvian Farmers' Union. It is not currently represented in the parliament of Latvia. The party tends to hold a less Russophilic view than fellow social-democratic party "Harmony".

Sandra Kalniete is a Latvian politician, author, diplomat and independence movement leader. She served as Foreign Minister of Latvia 2002–2004 and as European Commissioner for Agriculture, Rural Development and Fisheries in 2004. Since 2009, she has served as Member of the European Parliament (MEP) for the European People's Party.

Andris Piebalgs is a Latvian politician and diplomat who served as European Commissioner for Development at the European Commission from 2010 until 2014. Between 2004 and 2009 he served as Commissioner for Energy. Between 4 June 2016 and 19 August 2017, he served as the leader of the Unity party.

Valdis Dombrovskis is a Latvian politician serving as Executive Vice President of the European Commission for An Economy that Works for People since 2019 and European Commissioner for Trade since 2020. He previously served as European Commissioner for Financial Stability, Financial Services and Capital Markets Union from 2016 to 2020 and Prime Minister of Latvia from 2009 to 2014.
Latvia replaced its previous currency, the lats, with the euro on 1 January 2014, after a European Union (EU) assessment in June 2013 asserted that the country had met all convergence criteria necessary for euro adoption. The adoption process began 1 May 2004, when Latvia joined the European Union, entering the EU's Economic and Monetary Union. At the start of 2005, the lats was pegged to the euro at Ls 0.702804 = €1, and Latvia joined the European Exchange Rate Mechanism, four months later on 2 May 2005.
The 2009 European Parliament election was held in the 27 member states of the European Union (EU) between 4 and 7 June 2009. A total of 736 Members of the European Parliament (MEPs) were elected to represent some 500 million Europeans, making these the biggest trans-national elections in history. An additional 18 observers were pre-elected.
Miroslavs Borisovičs Mitrofanovs is a Latvian Russian journalist and politician, Member of the 7th and 9th Saeima for For Human Rights in United Latvia. Co-chairman of ForHRUL since 2011. He had been a member of the European Parliament since March 2018 until July 2019. In 2020, Mitrofanov was elected to the Riga City Council.
