This is a list of presidents and governors of the Venezuelan Zulia State. In some years the head of Zulia state was known as President or Civil and Military Chief, in others Governor. In 1881 Zulia was joined in a union with Falcón. Its autonomy was restored in 1890 with Maracaibo as its capital.
Until 1989, governors were appointed by the President of Venezuela.[ citation needed ] Starting from that year they are elected in universal, direct and secret elections.

Zulia State is one of the 23 states of Venezuela. The state capital is Maracaibo. As of the 2011 census, it has a population of 3,704,404, the largest population among Venezuela's states. It is also one of the few states in Venezuela in which voseo is widespread. The state is coterminous with the eponymous region of Zulia.
Maracaibo is a city and municipality in northwestern Venezuela, on the western shore of the strait that connects Lake Maracaibo to the Gulf of Venezuela. It is the second-largest city in Venezuela, after the national capital, Caracas, and the capital of the state of Zulia. The population of the city is approximately 2,658,355 with the metropolitan area estimated at 5,278,448 as of 2010. Maracaibo is nicknamed "The Beloved Land of the Sun".
Antonio Leocadio Guzmán Blanco was a Venezuelan military leader, statesman, diplomat and politician. He was the president of Venezuela for three separate terms, from 1870 until 1877, from 1879 until 1884, and from 1886 until 1887 and General during the Venezuelan Federal War.

Venezuela claims the disputed Essequibo territory as one of its states, which it calls Guayana Esequiba, but the territory is controlled by Guyana as part of six of its regions.
Guillermo Tell Villegas was a Venezuelan politician, lawyer, and writer. Among other government positions, he served as interim president of Venezuela in 1868, 1870 and 1892. Starting his career in law, he became governor of Barinas in 1859 and afterwards held various roles in the government of Juan Crisostomo Falcon, including deputy in the Assembly of Victory, Minister of Interior and Justice, and interim Foreign Minister of Venezuela. In 1864 and in 1866 was appointed to the Federal High Court. Villegas participated in the La Genuina revolution in 1867, and was elected president of the Chamber of Deputies in 1868, where he openly opposed the government of Falcón. The Blue Revolution in 1868 removed Falcon from power, and Villegas became Foreign Minister under President José Ruperto Monagas. In 1868 Villegas spent eight months as interim president of Venezuela, during which time he reinstated the Federal Constitution from 1864. After again serving as interim president and Minister of the Interior in 1869, in 1870 he was interim president a third time while Monagas fought the Liberal Revolution. The revolution was successful, and Villegas retired from active politics after ceding the presidency.
El Teatro Baralt is a theatre in downtown Maracaibo, Venezuela, at the northwestern corner of the historic Plaza Bolívar. The first theatre at the site was built in the mid 19th century as a small performance hall, with subsequent theatre buildings there having seen many different reconstructions.
Manuel Antonio Rosales Guerrero is a Venezuelan educator and politician, current governor of Zulia. He was the most prominent Venezuelan opposition candidate in the 2006 presidential election, losing to incumbent Hugo Chávez. He served as a congressman, mayor, and governor, but in April 2009, stepped down as Mayor of Maracaibo when he was charged with corruption in Venezuela and fled to Peru. Rosales denies the charges, and was granted political asylum in Peru. He was the presidential candidate for Un Nuevo Tiempo in the 2024 Venezuelan presidential election.
Santa Bárbara del Zulia is a city of some 80,000 inhabitants in Zulia State in Venezuela. It is located to the south-west of Maracaibo Lake, in the Sur del Lago region of the state. Governor and presidential candidate Manuel Rosales was born in this city on December 12, 1952.

He founded and directed several Venezuelan publications throughout his life, among them the newspaper Diario El Fonógrafo and the magazine El Zulia ilustrado. He was the founder and owner of a Venezuelan editorial house, Imprenta Americana, the first publishing house to print photographs in Venezuelan periodical publications.
Eduardo López Bustamante was a Venezuelan journalist, lawyer and poet. He was a leading intellectual of the Zulia State, Venezuela, and a figure within Venezuelan jurisprudence.
Rafael Parra was the president of the Venezuelan state of Zulia and a Venezuelan general. He died in October 1912, in Curaçao.
Bernardo Tinedo Belasco was the president of the Venezuelan state of Zulia in 1880 and 1881, the combined state of Falcón Zulia in 1884, and the State of Falcón in 1886.
Juan Pablo Isidoro Guanipa Villalobos is a Venezuelan lawyer and politician who served as deputy and First Vice President of the National Assembly, leader of the Justice First political party and former governor of Zulia. He was a presidential candidate in the 2018 elections until boycott. Guanipa is the regional coordinator of the Justice First party in Zulia and chairs the Maracaibo Posible foundation.
Omar José Prieto Fernández, is a Venezuelan economist and politician who was governor of Zulia from 2017 to 2021. He was mayor of San Francisco, Zulia, for two consecutive periods.
Regional and municipal elections were held in Venezuela on 21 November 2021. In the elections, all executive and legislative positions of the 23 federal entities, as well as that of the 335 municipalities of the country, were renewed.
