Norilsk is a city in Krasnoyarsk Krai, Russia, located south of the western Taymyr Peninsula, around 90 km east of the Yenisey River and 1,500 km north of Krasnoyarsk. Norilsk is 300 km north of the Arctic Circle and 2,400 km from the North Pole. It has a permanent population of 182,701 (2021), and up to 220,000 including temporary inhabitants. It is the second-largest city in the region after Krasnoyarsk. Since 2016 Norilsk's population has grown steadily. Irkutsk State University was founded in October 1918 in Irkutsk, Siberia. Nowadays Irkutsk State University is a large scientific and educational institution training students in humanities, natural, technical and applied sciences. ISU facilities include 8 educational institutions, 11 faculties, the scientific library that is one of the largest University libraries in Russia. ISU offers bachelor, master, post-graduate programs for more than 18,000 students that have opportunity to specialize under the supervision of world-known scientists.

Education in Siberia expanded greatly after the Trans-Siberian Railway was completed in the 19th century. While Siberia became part of Russia in the 17th century it was not until the 20th century under the Soviet Union that education was transformed which in turn brought Siberia to economic importance. This was aimed at uniting people under the Soviet. For example, the Irkutsk State Linguistic University served as "a conduit between Russia and these native people by teaching languages" during the communist era. Imperial Russia began uniting Siberia to Russia by founding Siberia's first university, Tomsk State University, in 1878.

Taymyrsky Dolgano-Nenetsky District is an administrative and municipal district (raion), one of the forty-three in Krasnoyarsk Krai, Russia. It is located in the north of the krai above the Arctic Circle on the Taymyr Peninsula and borders with Laptev and Kara Seas in the north, the Sakha Republic in the east, Evenkiysky and Turukhansky Districts in the south, and with Yamalo-Nenets Autonomous Okrug in the west. The area of the district is 879,900 square kilometers (339,700 sq mi). Its administrative center is the town of Dudinka, which accounts for 64.4% of the district's total population. The 2010 Russian census counted 34,432 people in the whole district, as opposed to 39,786 in 2002, and 55,111 (1989 Census) in 1989.

Skynet.Aero is a regional airline based at the Krasnoyarsk Airport. The airline makes regular flights to Norilsk, Abakan, Novosibirsk, Irkutsk, Khabarovsk, Petropavlovsk-Kamchatsky, Magadan and Anadyr. In April 2011 it opened flights from Norilsk to Ufa and Kazan.

It is Russia's largest regional carrier, with a fleet of 44 aircraft and helicopters. The airline is owned by the administration of the Krasnoyarsk region.
