The Local Government Boundaries Commissioner for Northern Ireland is a Northern Ireland Executive sponsored body, responsible for defining local government boundaries.
The commission was established originally as the department and the Local Government Boundaries Commission keep under review all local government areas in Northern Ireland, and the electoral arrangements for the districts, and to make such proposals to the Northern Ireland Executive as seem desirable in the interests of effective and convenient local government. The name of the commission was changed in 2008 to the Local Government Boundaries Commission for Northern Ireland, as a result of the Local Government (Boundaries) Act (Northern Ireland) 2008. In 2012 the Minister for the Environment issued Directions to the commission to begin an Electoral Review across all the 26 local authorities in Northern Ireland. [3] [4]
Currently the sponsor department is the Department for Communities. [5]
In the United Kingdom, the boundary commissions are non-departmental public bodies responsible for determining the boundaries of parliamentary constituencies for elections to the House of Commons. There are four boundary commissions: one each for England, Scotland, Wales and Northern Ireland.
The Department for Culture, Media and Sport (DCMS) is a ministerial department of the Government of the United Kingdom. It holds the responsibility for culture and sport in England, and some aspects of the media throughout the UK, such as broadcasting. Its main offices are at 100 Parliament Street, occupying part of the building known as Government Offices Great George Street.
The Department of Health and Social Care (DHSC) is a ministerial department of the Government of the United Kingdom. It is responsible for government policy on health and adult social care matters in England, along with a few elements of the same matters which are not otherwise devolved to the Scottish Government, Welsh Government or Northern Ireland Executive. Local government in Northern Ireland is divided among 11 single-tier districts known as 'Local Government Districts' and formerly known as district council areas (DCAs). Councils in Northern Ireland do not carry out the same range of functions as those in the rest of the United Kingdom; for example they have no responsibility for education, road-building or housing. Their functions include planning, waste and recycling services, leisure and community services, building control and local economic and cultural development. The collection of rates is handled centrally by the Land and Property Services agency of the Northern Ireland Executive.
The Boundary Committee for England was a statutory committee of the Electoral Commission, an independent body set up by the UK Parliament. The committee's aim was to conduct thorough, consultative and robust reviews of local government areas in England, and for its recommendations to be evidence-based, accurate and accepted. The Boundary Committee was abolished in 2010, with its functions assumed by a new Local Government Boundary Commission for England.
In the United Kingdom, the Electoral Commission is the national election commission, created in 2001 as a result of the Political Parties, Elections and Referendums Act 2000. It is an independent agency that regulates party and election finance and sets standards for how elections should be run.
The Democracy and Boundary Commission Cymru is a Welsh Government sponsored body, responsible for defining local government boundaries and Senedd constituency boundaries in Wales, also known as Cymru.
Boundaries Scotland is an independent body in Scotland created as the Local Government Boundary Commission for Scotland under the Local Government (Scotland) Act 1973. According to its website, it is responsible for: carrying out reviews of boundaries of local authority areas; reviews of electoral arrangements for local authorities; responding to requests for ad hoc reviews of electoral or administrative arrangements; and reviews of constituencies and regions for the Scottish Parliament. Its work relates to the local government of Scotland, and it reports to the Scottish Government. Its counterpart organisations elsewhere in the UK are the Local Government Boundary Commission for England, the Democracy and Boundary Commission Cymru (Wales) and the Local Government Boundaries Commissioner for Northern Ireland.
Galway City Council is the local authority of the city of Galway, Ireland. As a city council, it is governed by the Local Government Act 2001. The council is responsible for housing and community, roads and transportation, urban planning and development, amenity and culture, and environment. The council has 18 elected members. Elections are held every five years and are by single transferable vote. The head of the council has the title of mayor. The city administration is headed by a chief executive, Leonard Cleary. The council meets at City Hall, College Road, Galway.
In the United Kingdom (UK), each of the electoral areas or divisions called constituencies elects one member to the House of Commons.
An electoral division is a legally defined administrative area in the Republic of Ireland, generally comprising multiple townlands, and formerly a subdivision of urban and rural districts. Until 1996, EDs were known as district electoral divisions in the 29 county council areas and wards in the five county boroughs. Until 1972, DEDs also existed in Northern Ireland. The predecessor poor law electoral divisions were introduced throughout the island of Ireland in the 1830s. The divisions were used as local-government electoral areas until 1919 in what is now the Republic and until 1972 in Northern Ireland.
The New South Wales Electoral Commission, known as the NSWEC or the NSW Electoral Commission is a statutory agency with responsibility for the administration, organisation, and supervision of elections in New South Wales. It reports to the NSW Department of Premier and Cabinet.
There are five types of elections in the United Kingdom: elections to the House of Commons of the United Kingdom, elections to devolved parliaments and assemblies, local elections, mayoral elections, and police and crime commissioner elections. Within each of those categories, there may also be by-elections. Elections are held on Election Day, which is conventionally a Thursday, and under the provisions of the Dissolution and Calling of Parliament Act 2022 the timing of general elections can be held at the discretion of the prime minister during any five-year period. All other types of elections are held after fixed periods, though early elections to the devolved assemblies and parliaments can occur in certain situations. The five electoral systems used are: the single member plurality system (first-past-the-post), the multi-member plurality, the single transferable vote, the additional member system, and the supplementary vote.
Reform of local government in Northern Ireland saw the replacement of the twenty-six districts created in 1973 with a smaller number of "super districts". The review process began in 2002, with proposals for either seven or eleven districts made before it was suspended in 2010. On 12 March 2012, the Northern Ireland Executive published its programme for government, which included a commitment to reduce the number of councils in Northern Ireland to 11. The first elections to these new councils were on 22 May 2014.
Derry City and Strabane is a local government district that was created on 1 April 2015 by merging the City of Derry District and Strabane District. It covers most of the northwest of Northern Ireland. The local authority is Derry City and Strabane District Council.
The Parliamentary Voting System and Constituencies Act 2011(c. 1) is an Act of the Parliament of the United Kingdom that made provision for the holding of a referendum on whether to introduce the Alternative Vote system in all future general elections to the UK Parliament and also made provision on the number and size of parliamentary constituencies. The Bill for the Act was introduced to the House of Commons on 22 July 2010 and passed third reading on 2 November by 321 votes to 264. The House of Lords passed the Bill, with amendments, on 14 February 2011, and after some compromises between the two Houses on amendments, it received Royal Assent on 16 February 2011.
Banbridge District Council was the local authority of Banbridge in Northern Ireland. It was created in 1973 when the Local Government (Boundaries) Act 1971 came into force. In May 2015, it merged with Armagh City and District Council and Craigavon Borough Council to form one of 11 new local government units. The new council area was named Armagh, Banbridge and Craigavon District Council.
The Local Government Reform Act 2014 is an act of the Oireachtas which provided for a major restructuring of local government in Ireland with effect from the 2014 local elections. It merged some first-tier county and city councils, abolished all second-tier town and borough councils, and created a new second tier of municipal districts covering rural as well as urban areas. It also provided for a plebiscite on whether to create a directly elected executive Mayor of the Dublin Metropolitan Area although this provision was not activated. The act was introduced as a bill on 15 October 2013 by Phil Hogan, the Minister for the Environment, Community and Local Government, and signed into law on 27 January 2014 by President Michael D. Higgins. Most of its provisions came into force on 1 June 2014.
The Electoral Commission is an election commission with responsibility for the oversight of all elections in Ireland, including electoral operations, constituency reviews and electoral integrity. It was established in 2023. Prior to its establishment, some of these functions had been carried out by various government departments, local government officials, statutory agencies and components of the Oireachtas and in the case of Boundaries by a judge led commission, while other functions are novel to the new Commission.
