Lora Shiao is an American intelligence officer serving as the chief operating officer of the Office of the director of National Intelligence. [1] She served as the acting director of National Intelligence for one day;from January 20,2021,to January 21,2021. [2] [3]
Shiao served as an intelligence briefer to the Attorney General and FBI Director from 2005 to 2007. [4] She was appointed to the senior national intelligence service within the National Counterterrorism Center (NCTC) in May 2014. She has held several leadership and analytic management positions. As deputy director for terrorist identities from 2015 to 2016,she supported whole-of government action in the identities intelligence mission space. As the deputy director for intelligence from 2016 to 2019,she led the NCTC's all-source analysis of the capabilities and intentions of terrorist actors worldwide to inform national policymakers and support the efforts of IC,military,law enforcement,and homeland security partners. Shiao was NCTC's executive director from March 2019 to April 2020,a role in which she managed the center's financial and personnel operations and helped drive information technology innovation. Shiao served as the deputy director of the NCTC from April to October 2020. [1] Shiao was acting director of the NCTC from April 3,2020,to August 10,2020,when she was replaced by Christopher C. Shiao was named chief operating officer of the Office of the Director of National Intelligence (ODNI) in October 2020. In this capacity,Shiao is responsible for the strategic management of the ODNI,including corporate governance,financial operations,information technology,security and counterintelligence,and talent management.
The director of national intelligence (DNI) is a senior cabinet-level United States government official,required by the Intelligence Reform and Terrorism Prevention Act of 2004 to serve as executive head of the United States Intelligence Community (IC) and to direct and oversee the National Intelligence Program (NIP). In the United States the Associate Director of National Intelligence and Chief Information Officer is charged with directing and managing activities relating to information technology for the Intelligence Community (IC) and the Office of the Director of National Intelligence (ODNI). The National Counter Terrorism Centre (NCTC) was a proposed federal anti-terror agency to be created in India,modelled on the National Counterterrorism Center of the US. The proposal arose after the 2008 Mumbai attacks a.k.a. 26/11 attacks where several intelligence and operational failures revealed the need for a federal agency with real time intelligence inputs of actionable value specifically to counter terrorist acts against India. The proposal has however met with much criticism from the Chief Ministers of various states who saw it as a means of weakening India's federalism,So finally the proposal was discarded saying already exists coordinating mechanisms in the system and government denied the need of NCTC.

Previously as a federal government employee and member of the United States Intelligence Community,she served as the first chief operating officer (COO) for the Office of the Director of National Intelligence from February 2018 to May 2020.
Russell E. Travers is an American national security official who served as the deputy director of the National Counterterrorism Center (NCTC). Travers first took the role on November 13,2017,and later became acting director. He resumed his duties as deputy on December 28,2018,following Joseph Maguire's swearing in as NCTC director. Travers again became acting director on August 16,2019,after Maguire became Acting Director of National Intelligence. He was dismissed on March 18,2020.

Christopher Charles Miller is an American retired United States Army Special Forces colonel who served as acting United States secretary of Defense from November 9,2020,to January 20,2021. He previously served as Director of the National Counterterrorism Center from August 10 to November 9,2020. Before his civilian service in the Department of Defense,Miller was a Green Beret,commanding units of the 5th Special Forces Group in Afghanistan and Iraq,and later spent time as a defense contractor.
