Abia State is a state in the South-East geopolitical zone of Nigeria, it is bordered to the northwest by Anambra State and northeast by the states of Enugu, and Ebonyi, Imo State to the west, Cross River State to the east, Akwa Ibom State to the southeast, and Rivers State to the south. Abia is the only Southeastern state that has boundaries with the other four Southeastern states in Nigeria. It takes its name from the acronym for four of the state's most populated regions: Aba, Bende, Isuikwuato, and Afikpo. The state capital is Umuahia while the largest city and commercial centre is Aba.

Otti was a gubernatorial candidate of Abia State on the platform of All Progressives Grand Alliance (APGA). On 31 December 2015, The Court of Appeal which sat in Owerri removed Okezie Ikpeazu of the Peoples Democratic Party as governor of Abia State and declared Otti the winner of the April 11 and April 25 Governorship elections in the state. On February 3, 2016, the Supreme Court of Nigeria reversed the verdict of the Court of Appeal and affirmed the election of Ikpeazu as Governor. Otti is a member of the editorial board of Thisday, and writes a fortnightly column, every other Monday, titled "Outside The Box".

The 2023 Abia State gubernatorial election took place on 18 March 2023, to elect the Governor of Abia State, concurrent with elections to the Abia State House of Assembly as well as twenty-seven other gubernatorial elections and elections to all other state houses of assembly. Incumbent PDP governor Okezie Ikpeazu was term-limited and could not seek a third term.
