The Low Level Waste Repository is the UK's central long-term store for low-level radioactive waste located on the West Cumbrian coast near Drigg village and opened in 1959. It is a subsidiary of the Nuclear Decommissioning Authority.

Function

The site stores low level radioactive waste from Sellafield, MoD sites, nuclear power stations, hospitals, universities, medical companies and the oil industry. The site, which was opened in 1959 by the United Kingdom Atomic Energy Authority, [1] covers about 270 acres (110 ha) on the site of the former Royal Ordnance Factory (ROF Drigg). [2]

Ownership and management

The Nuclear Decommissioning Authority (NDA), who owned LLWR at the time, announced in March 2008 that UK Nuclear Waste Management Ltd (a consortium led by the Washington Division of URS Corporation and including Studsvik UK, AREVA-NC and Serco Assurance) had been awarded the contract for the management and operation of the Low Level Waste Repository. This arrangement ceased when the LLWR was brought back under direct public management when it became a subsidiary of the NDA in July 2021. [4] In 2022 LLWR was merged with the NDA's Integrated Waste Management Programme to form a division called Nuclear Waste Services. [5]

Continued use

In 1988, a new system was introduced placing waste in containers rather than clay trenches later covered with stone and soil. [6]

In early 2008, Cumbria County Council granted permission for a new vault, Vault 9, to be built to accommodate about 700 ISO steel containers per year and be able to hold 5,500 ISO steel containers in total, giving an operational life of about eight years. [7] The vault opened for use in 2010. [8]

In 2015, a report from the Environment Agency acknowledged that the site would be disrupted in the future by coastal erosion and flooding, and placed requirements on LLWR Ltd to maintain a programme of coastal monitoring and to keep up-to-date with research and development on the long-term effects of climate change. [9] [10]

In 2023, Nuclear Waste Services started capping and securing full trenches and vaults in preparation for permanent closure, a process that will take five years. A 10 metre thick membrane, the Southern Trench Cap Interim Membrane (STIM), will cover the old trenches to protect the waste for up to 100 years. [6] [11]

Chapelcross nuclear power station is a former Magnox nuclear power station undergoing decommissioning. It is located in Annan in Dumfries and Galloway in southwest Scotland, and was in operation from 1959 to 2004. It was the sister plant to the Calder Hall nuclear power station plant in Cumbria, England; both were commissioned and originally operated by the United Kingdom Atomic Energy Authority. The primary purpose of both plants was to produce weapons-grade plutonium for the UK's nuclear weapons programme, but they also generated electrical power for the National Grid. Later in the reactors' lifecycle, as the UK slowed the development of the nuclear deterrent as the cold war came to a close, power production became the primary goal of reactor operation.

The Nuclear Decommissioning Authority (NDA) is a non-departmental public body of the Department for Energy Security and Net Zero formed by the Energy Act 2004. It evolved from the Coal and Nuclear Liabilities Unit of the Department of Trade and Industry. It came into existence during late 2004, and took on its main functions on 1 April 2005. Its purpose is to deliver the decommissioning and clean-up of the UK's civil nuclear legacy in a safe and cost-effective manner, and where possible to accelerate programmes of work that reduce hazard.

Sellafield Ltd is a British nuclear decommissioning Site Licence Company (SLC) controlled by the Nuclear Decommissioning Authority (NDA), a UK government body set up specifically to deal with the nuclear legacy under the Energy Act 2004. From 2008–2016, it was operated under licence from the NDA by a third party Parent Body Organisation called Nuclear Management Partners (NMP). Since the termination of the NMP contract it has been brought back under direct governmental control by making it a subsidiary of the NDA.

A deep geological repository is a way of storing hazardous or radioactive waste within a stable geologic environment, typically 200–1,000 m below the surface of the earth. It entails a combination of waste form, waste package, engineered seals and geology that is suited to provide a high level of long-term isolation and containment without future maintenance. This is intended to prevent radioactive dangers. A number of mercury, cyanide and arsenic waste repositories are operating worldwide including Canada and Germany. Radioactive waste storage sites are under construction with the Onkalo in Finland being the most advanced.

EnergySolutions, headquartered in Salt Lake City, Utah, is one of the largest processors of low level waste (LLW) in America, making it also one of the world's largest nuclear waste processors. It was formed in 2007 when Envirocare acquired three other nuclear waste disposal companies: Scientech D&D, BNG America, and Duratek.

Nuclear decommissioning is the process leading to the irreversible complete or partial closure of a nuclear facility, usually a nuclear reactor, with the ultimate aim at termination of the operating licence. The process usually runs according to a decommissioning plan, including the whole or partial dismantling and decontamination of the facility, ideally resulting in restoration of the environment up to greenfield status. The decommissioning plan is fulfilled when the approved end state of the facility has been reached.

Nuclear entombment is a method of nuclear decommissioning in which radioactive contaminants are encased in a structurally long-lived material, such as concrete. This prevents radioactive material and other contaminated substances from being exposed to human activity and the environment. Entombment is usually applied to nuclear reactors, but also some nuclear test sites. Nuclear entombment is the least used of three methods for decommissioning nuclear power plants, the others being dismantling and deferred dismantling. The use of nuclear entombment is more practical for larger nuclear power plants that are in need of both long and short term burials, as well as for power plants which seek to terminate their facility licenses. Entombment is used on a case-by-case basis because of its major commitment with years of surveillance and complexity until the radioactivity is no longer a major concern, permitting decommissioning and ultimate unrestricted release of the property. Considerations such as financial backing and the availability of technical know-how are also major factors.

<span class="mw-page-title-main">High-level radioactive waste management</span> Management and disposal of highly radioactive materials

High-level radioactive waste management addresses the handling of radioactive materials generated from nuclear power production and nuclear weapons manufacture. Radioactive waste contains both short-lived and long-lived radionuclides, as well as non-radioactive nuclides. In 2002, the United States stored approximately 47,000 tonnes of high-level radioactive waste.

The Deep Geologic Repository Project (DGR) was a proposal by Ontario Power Generation (OPG) in 2002 for the site preparation, construction, operation, decommissioning and abandonment of a deep geological radioactive waste disposal facility for low and intermediate-level radioactive waste (L&ILW). In 2005, the municipality of Kincardine, Ontario volunteered to host the facility located on the Bruce nuclear generating station adjacent to OPG's Western Waste Management Facility (WWMF). The facility would have managed L&ILW produced from the continued operation of OPG-owned nuclear generating stations at the Bruce, Pickering Nuclear Generating Station and Darlington Nuclear Generating Station in Ontario. In May 2020, after 15 years of environmental assessment, OPG withdrew its application for a construction license on Saugeen Ojibway Nation Territory.

Waste Control Specialists LLC (WCS) is a treatment, storage, & disposal company dealing in radioactive, hazardous, and mixed wastes. Developed and controlled by Texas billionaire investor Harold Simmons until his death at the end of 2013, the company was founded in Dallas, Texas in 1989 as a landfill operator, and awarded a unique license for disposal of low level radioactive waste in 2009. Its main operations are in Andrews County, Texas.

<span class="mw-page-title-main">Dorothy Gradden</span>

Dorothy Anne Gradden OBE is a British Nuclear Engineer for Sellafield Ltd. She leads the projects to decommission the large "legacy" ponds. These are nationally important projects as part of country's nuclear clean up operation on "Britain’s biggest and most hazardous nuclear waste site". In 2017 she was given an OBE and in 2019 the Nuclear Decommissioning Authority recognised her as a role model in their Safety and Wellbeing Awards.
