The United States Low Volume Motor Vehicle Manufacturers Act of 2015 (sometimes referred to as the Low Volume Vehicle Manufacturing Act) directs the NHTSA to establish a program allowing low volume motor vehicle manufacturers to produce a limited number of vehicles annually within a regulatory system that addresses the unique safety and financial issues associated with limited production. It also directs the EPA to allow low volume motor vehicle manufacturers to install engines from vehicles that have been issued certificates of conformity. [1]
The Low Volume Motor Vehicle Manufacturers Act received bi-partisan support and is part of the Fixing America's Surface Transportation Act (Section 24405) [2]
This act has been pursued by SEMA since 2011. The low volume provision will allow small automakers to construct up to 325 replica cars per year subject to federal regulatory oversight. The measure establishes a separate regulatory structure for replica car manufacturers. [3]
The NHTSA had one year to establish a process for companies to register with the agency and to issue any necessary regulation to implement the law. In November 2018, SEMA threatened to file a lawsuit against the NHTSA if they did not comply with the law and issue the required regulations. [4] In December 2019, the NHTSA released a document outlining the regulations. [5] In January 2021, the NHTSA issued a final ruling to allow low volume vehicle manufacturing. [6]
A vehicle identification number is a unique code, including a serial number, used by the automotive industry to identify individual motor vehicles, towed vehicles, motorcycles, scooters and mopeds, as defined by the International Organization for Standardization in ISO 3779 and ISO 4030.
Corporate average fuel economy (CAFE) standards are regulations in the United States, first enacted by the United States Congress in 1975, after the 1973–74 Arab Oil Embargo, to improve the average fuel economy of cars and light trucks produced for sale in the United States. More recently, efficiency standards were developed and implemented for heavy-duty pickup trucks and commercial medium-duty and heavy-duty vehicles.
A bumper is a structure attached to or integrated with the front and rear ends of a motor vehicle, to absorb impact in a minor collision, ideally minimizing repair costs. Stiff metal bumpers appeared on automobiles as early as 1904 that had a mainly ornamental function. Numerous developments, improvements in materials and technologies, as well as greater focus on functionality for protecting vehicle components and improving safety have changed bumpers over the years. Bumpers ideally minimize height mismatches between vehicles and protect pedestrians from injury. Regulatory measures have been enacted to reduce vehicle repair costs and, more recently, impact on pedestrians.
In the United States and Canada, low-speed vehicle (LSV) regulations allow relaxed design and registration laws for four-wheel vehicles that have a maximum capable speed of about 25 mph (40 km/h). Several other countries have similar regulations.
The National Highway Traffic Safety Administration is an agency of the U.S. federal government, part of the Department of Transportation, focused on transportation safety in the United States.
The Real ID Act of 2005 is an Act of Congress that establishes requirements that driver licenses and identification cards issued by U.S. states and territories must satisfy to be accepted for accessing federal government facilities, nuclear power plants, and for boarding airline flights in the United States. The requirements include verification of the personal information presented when applying for the identification document, security features on the document, and electronic sharing of databases between states. The act also made various modifications to U.S. immigration law regarding asylum, border security, deportation, and specific work visas.
A daytime running lamp is an automotive lighting and bicycle lighting device on the front of a road going motor vehicle or bicycle. It is automatically switched on when the vehicle's handbrake has been pulled down, when the vehicle is in gear, or when the engine is started, emitting white, yellow, or amber light. Their intended use is not to help the driver see the road or their surroundings, but to help other road users identify an active vehicle.
A motorized bicycle is a bicycle with an attached motor or engine and transmission used either to power the vehicle unassisted, or to assist with pedalling. Since it sometimes retains both pedals and a discrete connected drive for rider-powered propulsion, the motorized bicycle is in technical terms a true bicycle, albeit a power-assisted one. Typically they are incapable of speeds above 52 km/h (32 mph); however, in recent years larger motors have been built, allowing bikes to reach speeds of upwards of 113 km/h.
Type approval or certificate of conformity is granted to a product that meets a minimum set of regulatory, technical and safety requirements. Generally, type approval is required before a product is allowed to be sold in a particular country, so the requirements for a given product will vary around the world. Processes and certifications known as type approval in English are often called homologation, or some cognate expression, in other European languages.
Many countries have enacted electric vehicle laws to regulate the use of electric bicycles, also termed e-bikes. Some jurisdictions have regulations governing safety requirements and standards of manufacture. The members of the European Union and other regions have wider-ranging legislation covering use and safety.
Motor vehicle registration is the registration of a motor vehicle with a government authority, either compulsory or otherwise. The purpose of motor vehicle registration is to establish a link between a vehicle and an owner or user of the vehicle. While almost all motor vehicles are uniquely identified by a vehicle identification number, only registered vehicles display a vehicle registration plate and carry a vehicle registration certificate. Motor vehicle registration is different from motor vehicle licensing and roadworthiness certification.
An event data recorder (EDR), more specifically motor vehicle event data recorder (MVEDR), similar to an accident data recorder, (ADR) sometimes referred to informally as an automotive black box, is a device installed in some automobiles to record information related to traffic collisions. In the USA EDRs must meet federal standards, as described within the U.S. Code of Federal Regulations.
United States vehicle emission standards are set through a combination of legislative mandates enacted by Congress through Clean Air Act (CAA) amendments from 1970 onwards, and executive regulations managed nationally by the Environmental Protection Agency (EPA), and more recently along with the National Highway Traffic Safety Administration (NHTSA). These standards cover tailpipe pollution, including carbon monoxide, nitrogen oxides, and particulate emissions, and newer versions have incorporated fuel economy standards. However they lag behind European emission standards, which limit air pollution from brakes and tires.
Electric vehicle warning sounds are sounds designed to alert pedestrians to the presence of electric drive vehicles such as hybrid electric vehicles (HEVs), plug-in hybrid electric vehicles (PHEVs), and battery electric vehicles (BEVs) travelling at low speeds. Warning sound devices were deemed necessary by some government regulators because vehicles operating in all-electric mode produce less noise than traditional combustion engine vehicles and can make it more difficult for pedestrians and cyclists to be aware of their presence. Warning sounds may be driver triggered or automatic at low speeds; in type, they vary from clearly artificial to those that mimic engine sounds and those of tires moving over gravel.
Mobile source air pollution includes any air pollution emitted by motor vehicles, airplanes, locomotives, and other engines and equipment that can be moved from one location to another. Many of these pollutants contribute to environmental degradation and have negative effects on human health. To prevent unnecessary damage to human health and the environment, environmental regulatory agencies such as the U.S. Environmental Protection Agency have established policies to minimize air pollution from mobile sources. Similar agencies exist at the state level. Due to the large number of mobile sources of air pollution, and their ability to move from one location to another, mobile sources are regulated differently from stationary sources, such as power plants. Instead of monitoring individual emitters, such as an individual vehicle, mobile sources are often regulated more broadly through design and fuel standards. Examples of this include corporate average fuel economy standards and laws that ban leaded gasoline in the United States. The increase in the number of motor vehicles driven in the U.S. has made efforts to limit mobile source pollution challenging. As a result, there have been a number of different regulatory instruments implemented to reach the desired emissions goals.

Motor Vehicle Manufacturers Association v. State Farm Mutual Automobile Insurance Co., 463 U.S. 29 (1983), commonly known in U.S. administrative law as State Farm, is a United States Supreme Court decision concerning regulations requiring passive restraints in cars. Decided in 1983, one year before Chevron U.S.A., Inc. v. Natural Resources Defense Council, Inc., the Court found that the National Highway Traffic Safety Administration had not provided a "reasoned analysis" for rescinding regulations that required either airbags or automatic seat belts in new cars.
The Security and Privacy in Your Car Study Act of 2017, short title "SPY Car Study Act of 2017", is a bill introduced in the House of Representatives by Reps. Joe Wilson and Ted Lieu in January 2017 and referred to the House Committee on Energy and Commerce. It built upon a previous bill introduced in the House in 2015. In 2015, another bill was introduced in the Senate directing the National Highway Traffic Safety Administration to create standards for automakers regarding cybersecurity. The SPY Car Study Act of 2017 does not introduce any new regulations, but mandates a study done by the NHTSA into the safety of cars against technological threats.
DeLorean Motor Company is a US company based in Humble, Texas, established in 1995 by Liverpool-born mechanic Stephen Wynne, using the branding of the defunct automobile manufacturer. It has no direct connection to the original company, but rather supplies parts and services to owners of DeLoreans, such as maintenance, restoration, and the sale of NOS, OEM, aftermarket, and replacement parts.
Regulation of self-driving cars, autonomous vehicles and automated driving system is an increasingly relevant topic in the automotive industry strongly related to the success of the actual technology. Multiple countries have passed local legislation and agreed on standards for the introduction of autonomous cars.
