Luis Vega Ramos (born June 11,1970) is a Puerto Rican lawyer and politician. He was a member of the Puerto Rico House of Representatives from 2006 to 2021. [1]
Luis Vega Ramos was born on June 11,1970,to Luis Vega López and Olga E. Ramos Rivera. Vega Ramos studied Political Science and Law at the University of Puerto Rico at Río Piedras.
In the 90s,he served as legislative aide to the Judiciary Commission of the Senate of Puerto Rico. From 1995 to 2003,Vega Ramos presided PROELA,an organization that promotes the sovereign,non-territorial association between Puerto Rico and the United States. As such,he lectured several times at the White House,the United States Congress,and the United Nations. He continues to be one of the most visible advocates of the "soberanista" wing of the Popular Democratic Party.
In 2001,Vega Ramos was appointed by then-President of the House of Representatives Carlos Vizcarrondo Irizarry,as Director of his Legal and Legislative Counsel's Office. He occupied that position until 2003. Vega Ramos also served as a municipal legislator of San Juan for the Popular Democratic Party and as a legislative counsel to Governor Aníbal Acevedo Vilá.
From 2001 on,he has served as part of the multi-ideological Commission on Constitutional development of the "Colegio de Aboados de Puerto Rico". Said commission is a strong proponent of a Special Constitutional Assembly on Political Status as the proper mechanism to exercise Puerto Rico's right to self-determination.
Vega Ramos was elected to fill in the vacancy left by Carlos Vizcarrondo when he was appointed judge. He obtained 80% of the votes cast on July 16,2006,by party delegates,and was sworn in August 21. After winning a slot at the PPD primaries,he was reelected at the 2008 general elections. [2] [3] He currently serves as Ranking Member of his party in the Commissions of Treasury and Capital City Development.
During the 2009–2012 term,Vega Ramos has been an outspoken critic of the Luis Fortuño administration. He advocated for the rights of fired public sector employees,for the Puerto Rico Bar Association (Colegio de Abogados) and the Northeastern Ecological Corridor (Corredor Ecológico del Noreste). He has been very active in fiscal,budgetary and job issues. He has confronted several heads of public agencies regarding their policies and decisions. They include former Secretary of Justice,Antonio Sagardía,Secretary of Transportation and Public Works,Rubén Hernández Gregorat,Secretary of Economic Development,JoséPérez Riera and the President of the University of Puerto Rico,Miguel Muñoz. In February 2012 he put up an economic reactivation plan,entitled "I Believe in You" (Yo Creo en Ti).
In July 2011,he was elected as an at-large member to the governing board of the Popular Democratic Party. After the final electoral scrutiny of the March 18,2012,primary,Vega Ramos was certified as the top vote getter for the at-large representative nominations. He got 222,055 votes and was closely followed by fellow "soberanista" Carmen Yulín Cruz Soto with 221,891 votes.

The President of the House of Representatives of Puerto Rico —commonly called the Speaker of the House —is the highest-ranking officer and the presiding officer of the House of Representatives of Puerto Rico. The Speaker has voting powers as it is elected amongst the own members of the House as established by Article III of the Constitution of Puerto Rico. The Constitution,however,does not establish its functions and since the House is the only body authorized by the Constitution to regulate its own internal affairs,the functions of the Speaker vary from session to session—save being called "Speaker" as the Constitution establishes. The free association movement in Puerto Rico refers to initiatives throughout the history of Puerto Rico aimed at changing the current political status of Puerto Rico to that of a sovereign freely associated state. Locally,the term soberanista refers to someone that seeks to redefine the relationship between Puerto Rico and the United States to that of a compact with full sovereignty. The term is mostly used in reference to those that support a compact of free association or a variation of this formula,commonly known as Estado Libre Asociado (ELA) Soberano,between Puerto Rico and the United States. Members of the independence movement that are willing to pursue alliances with this ideology are occasionally referred to as such,but are mostly known as independentistas. Consequently,soberanismo then became the local name for the free association movement.
Mercedes Otero de Ramos was a Puerto Rican politician and public servant from the Popular Democratic Party (PPD). Otero served as Secretary of the Puerto Rico Department of Corrections and Rehabilitation from 1985 to 1992. After that,she served as member of the Senate of Puerto Rico from 1993 to 2001.
Rafael "Tatito" Hernández Montañez is a Puerto Rican politician affiliated with the Popular Democratic Party (PPD). He is also a Democrat. He has been a member of the Puerto Rico House of Representatives since 2009,representing District 11,which includes the town of Dorado and parts of the towns of Vega Alta and Vega Baja. In the 2020 elections he was re-elected and chosen as speaker of the house in 2021.
During the first two decades of the 21st Century,the concept of a sovereign form of association has experienced its largest growth since it was first proposed. The 2000s marked the first time that an incumbent governor ran on a platform advocating sovereignty,when Aníbal Acevedo Viládid so for the Popular Democratic Party (PPD). The term soberanista was popularized as a consequence,and the ideological breach within the party widened as the conservative wing backed the territorial Commonwealth. During the 2010s,free association recorded its best performance at the polls,finishing as runner-up of the 2012 status referendum. This decade also marked the first time that another party presented supporters of free association in the ballot,with the participation of the Movimiento Unión Soberanista (MUS).
Gubernatorial elections were held on Tuesday,November 5,2024,to elect the governor of Puerto Rico,concurrently with the election of the Resident Commissioner,the Senate,the House of Representatives,and the mayors of the 78 municipalities. This election is historic as it marks the first time since 1952 in which a candidate from the Puerto Rican Independence Party came runner-up in a gubernatorial race,the first time since 1964 in which the incumbent governing party was re-elected after two terms in office,the second time Puerto Rico has elected a female governor,with the first time being in 2000 with Sila María Calderón. This election also saw the Popular Democratic Party lose control of the Legislative Assembly of Puerto Rico and finish third for the first time in its entire history in a gubernatorial election,albeit retaining a majority of mayoral races and its candidate for Resident Commissioner,Pablo Hernández Rivera,won in a landslide.
The 19th Legislative Assembly of Puerto Rico will meet from January 2,2021,to January 1,2025. Members of the 31st House of Representatives of Puerto Rico were elected in the 2020 House of Representatives election,while members of the 27th Senate of Puerto Rico were elected the same day in the Senate election. The Popular Democratic Party does not have an outright majority in the Senate,but controls the chamber. While the PPD had a simple majority of representatives in the 31st House of Representatives from 2021 to 2022,this has ceased to be the case since 4 May 2022.
