In 2006, Bitar graduated from the School of Foreign Service at Georgetown University, where he was on the executive board of the school's Students for Justice in Palestine. [1] [2] Bitar has a Master's degree from Oxford University, where he was a Marshall Scholar. He studied at Georgetown Law School. [3] He has written about political organizing among Palestinian refugees. [4] His family is of Palestinian origin. [5]
Bitar worked at the United Nations High Commissioner for Refugees (UNHCR) in Malaysia and the United Nations Relief and Works Agency (UNRWA) in Jerusalem. [2]

[7] During the Obama Administration, Bitar worked at the National Security Council (NSC) as Director for Israel and Palestinian Affairs from 2013 to 2015. In 2017, Bitar joined the House Intelligence Committee as general counsel for the Democrats, where he played a role in the first impeachment of Donald Trump. [7] He was also legal counsel to U.S. Representative Adam Schiff. [8]
At the beginning of the Biden Administration in January 2021, Bitar was appointed Special Assistant to the President and Senior Director for Intelligence Programs at the NSC, succeeding Michael Ellis. [9] [7] His appointment was praised by Rob Malley and Ziad Asali of the pro-Palestinian group American Task Force on Palestine. [5]
In January 2024, National Security Advisor Jake Sullivan moved Bitar into a new role at the NSC as Deputy Assistant to the President and coordinator for intelligence and defense policy. Derek J. Harvey is a retired US Army Colonel who previously served on the staff of Congressman Devin Nunes, ranking member of the House Permanent Select Committee on Intelligence. Harvey is a former National Security Council (NSC) staffer in President Donald Trump's administration and was the first director of the Afghanistan-Pakistan Center of Excellence at U.S. Central Command (CENTCOM), having been selected by General David Petraeus in 2009 to lead the new organization. Harvey was the previous senior analytical specialist for Iraq to Petraeus, then Commander, Multi-National Forces-Iraq. After being fired from both USCENTCOM and the NSC, he became a top aide to Republican congressman Devin Nunes on the House Intelligence Committee in September 2017. While in this role, Harvey worked to leak the name of the Ukraine whistle-blower, causing concern about their safety and legal protections of whistle-blowers. In 2022, Derek Harvey was elected to serve a four year term on the Board of County Commissioners in Washington County, Maryland. His term expires in 2026.

Trump was accused of withholding military aid as a means of pressuring newly elected president of Ukraine Volodymyr Zelensky to pursue investigations of Joe Biden and his son Hunter and to investigate a conspiracy theory that Ukraine, not Russia, was behind interference in the 2016 presidential election. More than a week after Trump had put a hold on the previously approved aid, he made these requests in a July 25 phone call with the Ukrainian president, which the whistleblower said was intended to help Trump's reelection bid.
