Main rivers (Welsh : prif afonydd [1] ) are a statutory type of watercourse in England and Wales, usually larger streams and rivers, but also some smaller watercourses. A main river is designated by being marked as such on a main river map, and can include any structure or appliance for controlling or regulating the flow of water in, into or out of a main river. Every other open watercourse in England and Wales is determined by statute as an 'ordinary watercourse'.
The Environment Agency carries out maintenance, improvement or construction work on main rivers to manage flood risk as part of its duties and powers as defined by the Flood and Water Management Act 2010. [2] The Environment Agency's powers to carry out flood defence works apply to main rivers and the sea only; they do not apply to ordinary watercourses. The Environment Agency does not have to maintain or construct new works on main rivers or the sea and it is unlikely to maintain a watercourse to improve its amenity or to stop erosion that does not increase flood risk. [3] Main rivers in England are designated by the Environment Agency; Defra statutory guidance, issued under section 193E of the Water Resources Act 1991, advises that the Environment Agency should classify a watercourse as a main river if it is likely to have flood consequences for significant numbers of people or properties, or if it is likely to contribute to significant flooding across the catchment. Natural Resources Wales decides which rivers are classified as main rivers, and carries out works to manage flood risk in the main river catchments. [5] [6]

The River Rother flows for 35 miles (56 km) through the English counties of East Sussex and Kent. Its source is near Rotherfield in East Sussex, and its mouth is on Rye Bay, part of the English Channel. Prior to 1287, its mouth was further to the east at New Romney, but it changed its course after a great storm blocked its exit to the sea. It was known as the Limen until the sixteenth century. For the final 14 miles (23 km), the river bed is below the high tide level, and Scots Float sluice is used to control levels. It prevents salt water entering the river system at high tides, and retains water in the river during the summer months to ensure the health of the surrounding marsh habitat. Below the sluice, the river is tidal for 3.7 miles (6.0 km).
The River Idle is a river in Nottinghamshire, England whose source is the confluence of the River Maun and River Meden near Markham Moor. The Idle flows north from its source through Retford and Bawtry before entering the River Trent at West Stockwith. Its main tributaries are the River Poulter and the River Ryton. The river is navigable to Bawtry, and there is a statutory right of navigation to Retford. Most of the land surrounding the river is a broad flood plain and the river is important for conservation, with Sites of Special Scientific Interest being designated along its course.
The Environment Agency (EA) is a non-departmental public body, established in 1996 and sponsored by the United Kingdom government's Department for Environment, Food and Rural Affairs, with responsibilities relating to the protection and enhancement of the environment in England.
The Scottish Environment Protection Agency is Scotland's environmental regulator and national flood forecasting, flood warning and strategic flood risk management authority. Its main role is to protect and improve Scotland's environment. SEPA does this by helping business and industry to understand their environmental responsibilities, enabling customers to comply with legislation and good practice and to realise the economic benefits of good environmental practice. One of the ways SEPA does this is through the NetRegs environmental guidance service. It protects communities by regulating activities that can cause harmful pollution and by monitoring the quality of Scotland's air, land and water. The regulations it implements also cover the storage, transport and disposal of radioactive materials.
Environment Agency Wales was a Welsh Government sponsored body that was part of the Environment Agency of England and Wales from 1996 to 2013. Its principal aims were to protect and improve the environment in Wales and to promote sustainable development. On 1 April 2013 the organisation was merged with the Countryside Council for Wales and Forestry Commission Wales into a single environmental body, Natural Resources Wales.
The Water Act 1973 is an act of the Parliament of the United Kingdom that reorganised the water, sewage and river management industry in England and Wales. Water supply and sewage disposal were removed from local authority control, and ten larger regional water authorities were set up, under state control based on the areas of super-sets of river authorities which were also subsumed into the new authorities. Each regional water authority consisted of members appointed by the Secretary of State for the Environment, and by the various local authorities in its area.
Rainworth Water is a watercourse that is a tributary of the River Maun near Rainworth, Nottinghamshire, England. It is characterised by a number of lakes, including that which forms part of the country park at Rufford Abbey. L Lake at Rainworth forms part of the Rainworth Lakes Site of Special Scientific Interest. There are two designated Local Nature Reserves along its length, one of which is also known by the name Rainworth Water. The Rainworth Water LNR is owned and managed by Nottinghamshire County Council.
A flood risk assessment (FRA) is an assessment of the risk of flooding from all flooding mechanisms, the identification of flood mitigation measures and should provide advice on actions to be taken before and during a flood.
An internal drainage board (IDB) is a type of operating authority which is established in areas of special drainage need in England and Wales with permissive powers to undertake work to secure clean water drainage and water level management within drainage districts. The area of an IDB is not determined by county or metropolitan council boundaries, but by water catchment areas within a given region. IDBs are geographically concentrated in the Broads, Fens in East Anglia and Lincolnshire, Somerset Levels and Yorkshire.
The Association of Drainage Authorities (ADA) is a membership body for internal drainage boards and other stakeholders in water level management in the United Kingdom.
An ordinary watercourse is one of the two types of watercourse in statutory language in England and Wales.
Public water supply and sanitation in England and Wales has been characterised by universal access and generally good service quality. In both England and Wales, water companies became privatised in 1989, although Dwr Cymru operates as a not-for-profit organisation. Whilst independent assessments place the cost of water provision in Wales and England as higher than most major countries in the EU between 1989 and 2005, the government body responsible for water regulation, together with the water companies, have claimed improvements in service quality during that period.
The Water Resources Act 1991 (WRA) is an Act of the Parliament of the United Kingdom that regulates water resources, water quality and pollution, and flood defence. Part II of the Act provides the general structure for the management of water resources. Part III explains the standards expected for controlled waters; and what is considered to be water pollution. Part IV provides information on mitigation through flood defence.
A regional water authority, commonly known as a water board, was one of a group of public bodies that came into existence in England and Wales in April 1974, as a result of the Water Act 1973 coming into force. This brought together in ten regional units a diverse range of bodies involved in water treatment and supply, sewage disposal, land drainage, river pollution and fisheries. They lasted until 1989, when the water industry was privatised and the water supply and sewerage and sewage disposal parts became companies and the regulatory arm formed the National Rivers Authority. Regional water authorities were also part of the Scottish water industry when three bodies covering the North, West and East of Scotland were created in 1996, to take over responsibilities for water supply and sewage treatment from the regional councils, but they only lasted until 2002, when they were replaced by the publicly owned Scottish Water.
Natural Resources Wales is a Welsh Government sponsored body, which became operational from 1 April 2013, when it took over the management of the natural resources of Wales. It was formed from a merger of the Countryside Council for Wales, Environment Agency Wales, and the Forestry Commission Wales, and also assumed some other roles formerly performed by the Welsh Government.
Catchment Sensitive Farming (CSF) is an English farm advice programme funded by the UK Government. It works with farmers, communities, and organisations across England to improve the quality of water, air, and sustainable water management. Since the programme’s creation it has reduced agricultural pollutant losses by 4–12% across target areas in England. CSF is led by Natural England in partnership with Department for Environment, Food and Rural Affairs and the Environment Agency.
Holderness Drain is the main feature of a Land Drainage scheme for the area of Holderness to the east of the River Hull in the East Riding of Yorkshire, England. Construction began in 1764, and several notable civil engineers were involved with the scheme over the years. Despite the high costs of the initial scheme, it was not particularly successful, because of the refusal of the ship owners of Hull to allow an outlet at Marfleet. They insisted that the water be discharged into the River Hull to keep the channel free of silt. Following a period of agricultural depression and the building of new docks in the early 1800s, an outlet at Marfleet was finally authorised in 1832. A high level system still fed upland water to the Hull, but the low level system discharged into the Humber, where levels were considerably lower. Following the success of steam pumping on the Beverley and Barmston Drain, the trustees looked at such a possibility for the Holderness Drain, but the development of the Alexandra Dock in the 1880s and then the King George V Dock in 1913 provided a solution, as the docks were topped up with water pumped from the drain, to lessen the ingress of silt-laden water.
The Water Act 1989 is an Act of the Parliament of the United Kingdom that reorganised the bodies responsible for all aspects of water within England and Wales. Whereas previous legislation, particularly the Water Act 1973, had focused on providing a single unifying body with responsibility for all water-related functions within a river basin or series of river basins, this legislation divided those functions up again, with water supply, sewerage and sewage disposal being controlled by private companies, and the river management, land drainage and pollution functions becoming the responsibility of the National Rivers Authority.
The Flood and Water Management Act 2010 (c.29) is a UK Act of Parliament relating to the management of the risk concerning flooding and coastal erosion. The Act aims to reduce the flood risk associated with extreme weather, compounded by climate change. It created the role of Lead Local Flood Authority, which is the local government authority responsible for managing flood risk in the local government area. The Act gave new powers to local authorities, the Environment Agency, The Welsh Ministers and water companies.
A Water Protection Zone is a statutory regulation imposed under Schedule 11 to the Water Resources Act 1991. The power was subsequently subsumed into The Water Resources Act (Amendment) Regulations 2009.
