Himachal Pradesh is a state in the northern part of India. Situated in the Western Himalayas, it is one of the thirteen mountain states and is characterized by an extreme landscape featuring several peaks and extensive river systems. Himachal Pradesh is the northernmost state of India and shares borders with the union territories of Jammu and Kashmir and Ladakh to the north, and the states of Punjab to the west, Haryana to the southwest, Uttarakhand to the southeast and a very narrow border with Uttar Pradesh to the south. The state also shares an international border to the east with the Tibet Autonomous Region in China. Himachal Pradesh is also known as Dev Bhoomi, meaning 'Land of Gods' and Veer Bhoomi which means 'Land of the Brave'.

Earlier, Irani was also the member of the Rajya Sabha from Gujarat from 2011 to 2019 and the National President of the BJP Mahila Morcha from 2010 to 2013. Having a diverse family background, Irani can speak in several Indian languages including Hindi, Bengali, Marathi, Gujarati, and Punjabi; as her paternal family has a Punjabi and Maharashtrian heritage, while her maternal family has a Bengali heritage.
Yamunanagar, is a city and a municipal corporation in Yamunanagar district in the Indian state of Haryana. This town is known for the cluster of plywood units and paper factories. It provides timber to larger industries. The older town is called Jagadhri. The Yamunanagar-Jagadhri railway station (YJUD) services the city. Despite its name, Jagadhri Railway is situated in Yamunanagar. There is also another railway station called Jagadhri Workshop in Yamunanagar.

Bar Council of India (BCI) is a statutory body established under the section 4 of Advocates Act 1961 that regulates the legal practice and legal education in India. Its members are elected from amongst the lawyers in India and as such represents the Indian bar. It prescribes standards of professional conduct, etiquettes and exercises disciplinary jurisdiction over the bar. It also sets standards for legal education and grants recognition to universities whose degree in law will serve as a qualification for students to enroll themselves as advocates upon graduation.
Himachal Pradesh was established in 1948 as a Chief Commissioner's Province within the Union of India. The province comprised the hill districts around Shimla and southern hill areas of the former Punjab region. Himachal became a part C state on 1951 with the implementation of the Constitution of India. Himachal Pradesh became a Union Territory on 1 November 1956. On 18 December 1970 the State of Himachal Pradesh Act was passed by Parliament and the new state came into being on 25 January 1971. Thus Himachal emerged as the eighteenth state of the Indian Union.

Prisons, and their administration, is a state subject covered by item 4 under the State List in the Seventh Schedule of the Constitution of India. The management and administration of prisons falls exclusively in the domain of the State governments, and is governed by the Prisons Act, 1894 and the Prison manuals of the respective state governments. Thus, the states have the primary role, responsibility and authority to change the current prison laws, rules and regulations. The Central Government provides assistance to the states to improve security in prisons, for the repair and renovation of old prisons, medical facilities, development of borstal schools, facilities to women offenders, vocational training, modernization of prison industries, training to prison personnel, and for the creation of high security enclosures.
