Marc Otte

Marc Otte (born 26 April 1947 in Brussels) is a Belgian diplomat who was the European Union's Special Representative to the Middle East peace process from 14 July 2003 until 28 February 2011. He currently serves as Director General of the Egmont Institute.

Education and early career

Otte holds an MA in Political and Social Sciences, from the University of Leuven, 1969, and did post-graduate work at the university's Institute for Developing Countries. Afterwards he taught in the Democratic Republic of the Congo, where he later served in the embassy. [1]

Career in diplomacy

Over the following few decades Otte held various positions in the Belgian Foreign service, including consul general in Los Angeles (1988–1992) and ambassador to Israel (1992–96). [2]

As of 1 March 2011, Otte's duties as EU envoy to the Middle East Quartet were covered temporarily by Helga Schmid, then deputy secretary general for political affairs of the European diplomatic service. [3] On 23 January 2012 Andreas Reinicke was appointed as the new European Union's Special Representative for the Middle East Peace process. [4]

In February 2020, Otte joined around fifty former European prime ministers and foreign ministers in signing an open letter published by British newspaper The Guardian to condemn U.S. President Donald Trump’s Middle East peace plan, saying it would create an apartheid-like situation in occupied Palestinian territory. [5]

Quartet on the Middle East Inter-governmental body mediating the Israeli–Palestinian peace process

The Quartet on the Middle East or Middle East Quartet, sometimes called the Diplomatic Quartet or Madrid Quartet or simply the Quartet, is a foursome of nations and international and supranational entities involved in mediating the Israeli–Palestinian peace process. The Quartet comprises the United Nations, the United States, the European Union, and Russia. The group was established in Madrid in 2002, recalling Madrid Conference of 1991, as a result of the escalating conflict in the Middle East.

The European Union Special Representatives (EUSR) are emissaries of the European Union with specific tasks abroad. While the EU's ambassadors are responsible for affairs with a single country, Special Representatives tackle specific issues, conflict areas or regions of countries. They answer directly to the High Representative of the Union for Foreign Affairs and Security Policy, currently Josep Borrell.

Andreas Reinicke is a German diplomat and currently the German Ambassador to Tunisia. He has been the European Union Special Representative for the Middle East Peace Process. Alberto Oggero, an Italian diplomat, served as his deputy until 31 December 2013. Reinicke was appointed by the Council of the European Union on 23 January 2012, and his mandate was repealed on 1 January 2014, following proposals to the Political and Security Committee (PSC) by High Representative of EU for Common Foreign Affairs and Security Policy, Catherine Ashton.

Bernardino León Spanish diplomat and politician

Bernardino León Gross is a Spanish diplomat and politician and former United Nations Special Representative and Head of the United Nations Support Mission in Libya. Prior to this appointment by United Nations Secretary-General Ban Ki-moon, he served as the European Union Special Representative (EUSR) for the Southern Mediterranean. León is a former Secretary General at the office of the Spanish Prime Minister, Sherpa for the G20 and Spanish Secretary of State for Foreign Affairs. Hanan Ashrawi Palestinian legislator/activist/scholar

Hanan Daoud Mikhael Ashrawi is a Palestinian politician, legislator, activist, and scholar who served as a member of the Leadership Committee and as an official spokesperson of the Palestinian delegation to the Middle East peace process, beginning with the Madrid Peace Conference of 1991. In 1996, Ashrawi was appointed as the Palestinian Authority Minister of Higher Education and Research. Prior to that, she was Dean of the Faculty of Arts at Birzeit University and head of its Legal Aid Committee since the mid-1970s.

Federica Mogherini Italian politician (born 1973)

Federica Mogherini is an Italian politician who served as High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the European Commission from 2014 to 2019. She previously served as Italy's Minister for Foreign Affairs and International Cooperation from February 2014 to October 2014, in the centre-left Renzi Cabinet. She was a Member of the Chamber of Deputies (MP) from 2008 to 2014. In 2020 she was appointed rector of the College of Europe, a post-graduate university for European studies in Bruges (Belgium) and Natolin (Poland).

Marta Dassù Italian politician

Marta Dassù is an Italian politician who served as Deputy Minister of Foreign Affairs in the government of Mario Monti from 2011 to 2014. She serves as Senior Director of European Affairs at the Aspen Institute and Editor-in-Chief of Aspen Institute Italia's journal, Aspenia. She is a regular contributor to the Italian newspaper La Stampa.
