The Mexican Empire was a constitutional monarchy and the first independent government of Mexico. It was also the only former viceroyalty of the Spanish Empire to establish a monarchy after gaining independence. The empire existed from 1821 to 1823, making it one of the few modern-era independent monarchies in the Americas. To distinguish it from the later Second Mexican Empire (1864–1867) under Emperor Maximilian, this historical period is commonly referred to as the First Mexican Empire. The empire was led by former Royal Spanish military officer Agustín de Iturbide, who ruled as Agustín I.

Santiago Tuxtla is a small city and municipality in the Mexican state of Veracruz. The area was originally part of lands granted to Hernán Cortés by the Spanish Crown in 1531. The city was founded in 1525, but it did not gain municipal status until 1932. Today, the municipality is poor and agricultural, but is home to several unique traditions such as the Santiago Tuxtla Fair and the Acarreo de Niño Dios, when images of the Child Jesus are carried in procession several times during the Christmas season. It is also home to the Museo Regional Tuxteco which houses much of the area's Olmec artifacts, including a number of colossal heads and other monumental stone works. The city's main plaza hosts the largest Olmec colossal head in Mexico, thus making it famous.

She began her political career as National Councilor for Convergence in 2001, holding that position in a state capacity in 2002. She was general secretary of the Executive Commission of Convergence in Chihuahua in 2003. And from 2005 to 2008, she was President of the Municipal Committee of Convergence in Ciudad Juárez. In 2009 she was a union representative of the national union of education workers. In 2011 the partico changed his name to Movimento Ciudadano. As of 2013 she served as Deputy of the LXII Legislature of the Mexican Congress representing Chihuahua. In 2016, she was appointed director of education during the government of Mayor Armando Cabada. In 2021 she participates as a candidate for councilor of the city council of Juarez but loses the election.
Noemí Zoila Guzmán Lagunes is a Mexican politician affiliated with the Institutional Revolutionary Party (PRI). She represented the ninth electoral district of Veracruz as a deputy to the 63rd Congress (2015–2018), her third term as a federal deputy and fifth overall.
