A coast guard or coastguard is a maritime security organization of a particular country. The term embraces wide range of responsibilities in different countries, from being a heavily armed military force with customs and security duties to being a volunteer organization tasked with search and rescue without law enforcement authority. In most countries, a typical coast guard's functions are distinct from those of the navy and the transit police, while in certain countries they have similarities to both.

The purpose of the Pakistan Merchant Shipping Ordinance 2001 is to provide a framework and rules under which the Government Authorities will function in dealing with matters related to the shipping industry. Rizwan Ahmed is the current Member of Sindh Public Service Commission and a former grade 22 officer of the Pakistan Administrative Service who served at the highest civil service office of Federal Secretary. He did his two-year Masters in Public Administration from Harvard University and joined the civil service in 1988. Rizwan holds the rare distinction of having served as the chief executive of four state-owned companies under the Government of Pakistan, the most by any individual at the federal level. He was promoted to the country's top bureaucratic rank of grade 22 in 2017.
