The Maritime Secretary of Pakistan, also referred to as Ports and Shipping Secretary, is the Federal Secretary for the Ministry of Maritime Affairs. The position holder is a BPS-22 grade officer, usually belonging to the Pakistan Administrative Service. The Maritime Secretary is considered to be a coveted slot in the Government of Pakistan, with major organisations such as the Pakistan National Shipping Corporation (PNSC), Karachi Port Trust (KPT), Port Qasim Authority (PQA) and Gwadar Port Authority (GPA) as well as the country's deep sea fishing between the territorial waters base line and the outermost limits of the exclusive economic zone falling under the Secretary's purview. The current Maritime Secretary is Zafar Ali Shah. Previous maritime secretaries include Rizwan Ahmed, Mumtaz Ali Shah, Fazalur Rehman and Babar Yaqoob Fateh Muhammad. [2]

The Port Muhammad Bin Qasim, or Qasim Port Authority, also known as Port Qasim, is a deep-water seaport in Karachi, Sindh, Pakistan, on the coastline of the Arabian Sea under the administrative control of the Secretary to the Government of Pakistan for Maritime Affairs. It is Pakistan's second busiest port, handling about 35% of the nation's cargo. Port Qasim and Karachi Port, the busiest port of the country, together handle almost 90% of all external trade of Pakistan. The remaining maritime trade is routed through Gwadar Port.
The Gwadar Port is situated on the Arabian Sea at Gwadar in Balochistan province of Pakistan and is under the administrative control of the Maritime Secretary of Pakistan and operational control of the China Overseas Port Holding Company. The port features prominently in the China–Pakistan Economic Corridor (CPEC) and is considered to be a link between the Belt and Road Initiative and the Maritime Silk Road projects. It is about 120 kilometres (75 mi) southwest of Turbat, and 170 kilometres (110 mi) to the east of Chabahar Port.

The agency is headquartered at the colonial-era Karachi Port Trust Building.

It is a Seafarers Training Academy, working under Federal Ministry of Maritime Affairs, Government of Pakistan as an autonomous department. It is affiliated with NED University of Engineering and Technology and is also recognised by Higher Education Commission, Pakistan. Pakistan Marine academy covers an area of around 136 acres on the water front in Karachi Harbor, Hawksbay Road.

The corporation is principally engaged in the business of shipping, including charter of vessels, transportation of cargo and providing commercial, technical, administrative, financial and other services to its subsidiaries and third parties.
The Government Shipping Office is an agency in the Government of Pakistan that registers and manages sailors in the Pakistan Merchant Navy. The Government Shipping Office was first established in 1923 under the Merchant Shipping Act. It was a subordinate office of the then-Ministry of Communications, now reorganised as the Ministry of Ports and Shipping, under the administrative control of Ports and Shipping Wing, Karachi.
Mercantile Marine Department, Pakistan is an attached department of Ports and Shipping Wing, Karachi under the Ministry of Ports and Shipping, Government of Pakistan. The department was established in 1930 under the Merchant Shipping Act, 1923, which was repealed and replaced with Merchant Shipping Ordinance No. L II of 2001 in 2001. The department is headed by the Principal Officer who is also Registrar of Ships and Superintendent of Light Houses in Pakistan.
Agha Jan Akhtar is a retired officer of the Pakistan Administrative Service who served in BPS-21 grade as the Chairman of the Port Qasim Authority under the Ministry of Maritime Affairs from 2013 to 2017. The Pakistan Merchant Shipping Ordinance 2001 has replaced the Merchant Shipping Act of 1923. This replacement was made in 2001 to deal with the constantly changing and modern shipping industry. The purpose of the Pakistan Merchant Shipping Ordinance 2001 is to provide a framework and rules under which the Government Authorities will function in dealing with matters related to the shipping industry. Rizwan Ahmed is a former grade 22 officer of the Pakistan Administrative Service who served at the highest civil service office of Federal Secretary to the Government of Pakistan. He is currently a Member of Sindh Public Service Commission for a four-year term. Rizwan did his two-year Masters in Public Administration from Harvard University and holds the rare distinction of having served as the chief executive of four state-owned organisations under the Government of Pakistan, the most by any individual in history at the federal level.

Baloch belonged to the Pakistan Administrative Service and was promoted to the rank of Federal Secretary in October 2017. After retirement from active civil service as one of the senior-most federal secretaries in the country, Baloch was appointed as the executive director to World Bank.
Iqbal Hussain Durrani is a retired Pakistani civil servant who served in BPS-22 grade as the National Security Secretary of Pakistan. Durrani belongs to the Pakistan Administrative Service and is the son-in-law of former Chief Minister of Sindh, Qaim Ali Shah. History was made when Prime Minister Imran Khan in 2019 promoted both Durrani as well as his wife, Pakistan Administrative Service officer Naheed Shah Durrani, to grade 22; as it was the first time in the country's bureaucratic history that both husband and wife were promoted together to the elite rank of Federal Secretary.
Mumtaz Ali Shah is a retired Pakistani civil servant who served in BPS-22 grade as the Maritime Secretary of Pakistan and Chief Secretary Sindh. Hailing from Sindh, Shah joined the Pakistan Administrative Service after passing the Central Superior Service examination in 1984.
