Matti Maasikas (born 12 June 1967) is an Estonian diplomat. He is the Head of the Delegation of the European Union to Ukraine (since September 2019). [1]
He was born on June 12, 1967 in Tallinn. In 1985 he graduated from the 4th Tallinn High School, and in 1993 from the Faculty of History of the University of Tartu. [2]
From 1993 to 1994 he worked as the executive director of the National Museum of Estonia, and later as a consultant to the Estonian Ministry of Defense.
Since 2001 he has been working as a diplomat at the Estonian Foreign Ministry.
From 2001 to 2005 he was the Ambassador of Estonia to Finland.
From 2005 to 2008 he was Secretary General of the Estonian Ministry of Foreign Affairs. [3]
Since August 2010 he was on the team of advisers to the President of the Commission, Jose Manuel Barroso.
From 2011 to 2016, he was Permanent Representative of Estonia to the European Union. During Estonia's presidency of the Council of Europe, Maasikas was appointed as Estonia's Special Representative to the European Union. [4]
From 2016 to 2019 he was Deputy Minister of Foreign Affairs of Estonia for European Affairs. Matti Maasikas' personal signature is under one of the most important documents for Ukraine: in 2017, during the Estonian presidency of the EU Council, he, as a representative of the presidency, signed a decision to grant trade preferences to Ukraine. From September 2019 he started to head the European Union Delegation to Ukraine, replacing Hugues Mingarelli.
On 7 November 2019, he presented credentials to the President of Ukraine Volodymyr Zelensky. [6]
His father is Uno Maasikas, an Estonian journalist.
Kostyantyn Ivanovich Gryshchenko is a Ukrainian diplomat and politician. Since Ukraine gained independence, Kostyantyn Gryshchenko has served in a succession of senior positions with responsibilities ranging from arms control and regional security to education and public health. He served as Vice Prime Minister of Ukraine (2012–2014), Minister of Foreign Affairs of Ukraine and First Deputy Secretary of the National Security and Defense Council of Ukraine (2008–2010). In addition to his posts in the Ukrainian Government, Kostyantyn Gryshchenko participated in personal capacity in a number of high-profile bodies focused chiefly on various aspects of regional and international security: 1991 –Deputy Chief Inspector for biological weapons of the United Nations Special Commission in Iraq (UNSCOM); 1995–1998 –Member of Council of Founders, Geneva Center for Security Policy; 1999–2003 Member of the Advisory Board on Disarmament Matters to the UN Secretary General ; 2000–2003 –Member, United Nations Monitoring, Verification and Inspection Commission (UNMOVIC) and 2003–2006, Member of the Board of Directors of Transatlantic Partners Against AIDS. Kostyantyn Gryshchenko holds the diplomatic rank of Ambassador Extraordinary and Plenipotentiary.
Tiina Intelmann is an Estonian diplomat; she was the Permanent Representative of Estonia to the United Nations in New York from 2005 to 2011 and was the President of the Assembly of States Parties of the International Criminal Court from December 2011 until December 2014. Since then, she is the Head of the Delegation of the European Union to Liberia. Since 2017 she is the Estonian ambassador to the United Kingdom.

On 28 February 2022, shortly after it was invaded by Russia, Ukraine applied for membership of the European Union (EU). Ukrainian President Volodymyr Zelenskyy requested immediate admission under a "new special procedure", and the presidents of eight EU states called for an accelerated accession process. European Commission president Ursula von der Leyen stated that she supports Ukrainian accession, but that the process would take time. On 1 March 2022, the European Parliament recommended that Ukraine be made an official membership candidate, and on 10 March 2022, the Council of the European Union asked the commission for its opinion on the application. On 8 April 2022, von der Leyen presented Zelenskyy with a legislative questionnaire, which Ukraine responded to on 9 May.
