Talukder did his BSc at the University of Chittagong. [6] He has a master's in defence studies from the National University, Bangladesh. [6]
Talukder received his commission in Bangladesh Army on 21 December 1984 in the infantry corp. [6]
In 2009, Talukder was the director (operations) of Bangladesh Rifles after the Bangladesh Rifles mutiny. [7] [8] He was responsible for tracking down mutineers. [7]
Talukder was the commandant of Bangladesh Military Academy. [9] He received Prime Minister Sheikh Hasina for the 75th BMA Long Course at Bangladesh Military Academy. [10]

In July 2019, Talukder was appointed the high commissioner of Bangladesh to Kenya. [6]
After the fall of the Sheikh Hasina led Awami League government, Talukder was made a member of an investigation committee into the Bangladesh Rifles mutiny led by Major General ALM Fazlur Rahman. [12] He is the vice-president of Old Rajshahi Cadets Association and donated protestors injured in protests against Shiekh Hasina on behalf on the foundation. [13]

Abu Saleh Mohammad NasimBir Bikrom is a former Chief of Army Staff of the Bangladesh Army. In 1996, he attempted a military coup of the caretaker government which was preparing for general elections. After failure of the coup in 1996, he was arrested, placed under house arrest, and subsequently dismissed from service. That year, the Awami League was elected to power in the government. It reverted Nasim's dismissal from the military and later provided him with an honorable discharge.
The Bangladesh Rifles revolt was a mutiny staged on 25 and 26 February 2009 in Dhaka by a section of the Bangladesh Rifles (BDR), a paramilitary force mainly tasked with guarding the borders of Bangladesh. The rebelling BDR soldiers took over the BDR headquarters in Pilkhana, killing BDR director-general Shakil Ahmed along with 56 other army officers and 17 civilians. They also fired on civilians, held many of their officers and their families hostage, vandalised property and looted valuables. By the second day, unrest had spread to 12 other towns and cities. The mutiny ended as the mutineers surrendered their arms and released the hostages after a series of staged discussions and negotiations with the government.

Colonel Mujibul Haque who was killed in the mutiny was in charge of the operation. The mutineers demanded their share of the profits from the operation.
