Melvin Carter, known as the College Terrace Rapist, is an American serial rapist who confessed to at least 100 rapes of women between 1971 and 1980. [2]

Early life

Carter was born in Colorado. While intellectually gifted, he had limited social and emotional skills, and would later describe his mother as domineering. He was a successful student at the School of Mines.

He began to stalk women in public parks, coming up behind them and groping their breasts. Later he used ether to render his victims unconscious, groping them after they were unconscious. During this period he also spent one night in jail for voyeurism. After graduating, he moved to California where he secured a job in the Bay Area as a computer engineer. [3]

College Terrace attacks

Although Carter had occasionally dated women, he was never intimate with any of his dates. [2] He became known as the College Terrace Rapist because he chose that area for many of his attacks. College Terrace is an area of about 24 blocks immediately adjacent to Escondido Village in Stanford University. Carter would first determine whether a potential victim lived alone. If she did, he would break into her residence during the day when she was at work to determine the layout so he could later move around at night. After leaving a window open, he would return at night to rape the woman. [3] Eleven women living in College Terrace were raped at knifepoint by Carter between 1971 and 1980 and reported their attacks to police, [4] and it is estimated that up to 20 to 25 single women in the neighborhood were raped by Carter when one includes assaults not reported to authorities. [5] One of the rape victims, a 32-year-old lawyer named Susan, wrote about her experience for a creative writing class. She said that she did not know if being raped would be her last moment alive, and she decided to be very calm and centered. [4]

Other attacks

Carter also attacked women in San Francisco, Davis, Berkeley and other California cities. However, he became known as the College Terrace Rapist by first being identified as a serial rapist there and eventually being arrested in Palo Alto. [4]

Arrest, conviction and sentence

The attacks occurred about once per year through 1976, which was not frequently enough for residents and police to realize that all the attacks were perpetrated by one serial rapist. In July 1979, when the second rape of the year happened, the attacks were attributed to a serial rapist for the first time. [4] By the time the fourth rape of 1979 happened, the community came together to fight back. A major manhunt was undertaken by the police with the support and urging of the community. The 300 white males living in and around the area were questioned as to possibly being the rapist. Flyers were distributed to the 30 single women living in the neighborhood warning them of the rapist. [5] Details such as the size of women's breasts preferred by the rapist were revealed to the residents. [6] One, Susan, was raped the night after seeing the flyer. [5]

A decoy house was established in one residence, staffed by a female undercover officer who left her doors and windows open in an attempt to lure in the rapist. A different ploy by an officer, John Costa, ultimately led to solving the case. Costa suspected that the rapist knew that undercover officers were in the area, and was as a result intentionally lying low. Costa pretended to be called away from the area, leaving loudly with lights flashing. This caused the rapist to drop his guard, and when Costa returned more quietly, he immediately found and questioned Carter. Eventually enough evidence was found to arrest Carter. [5]

After this arrest in 1980, Carter was charged with 23 crimes including multiple counts of rape. [2] He was not charged with many of the rapes because the statute of limitations had expired. As a result of this case, the statute of limitations for rape in California was raised from three years to six. [4] He was sentenced to 25 years and released in 1994 after serving about half his sentence. His release was highly controversial. [2]

After his parole ended in 1997, he left California. [7] In 2018, he was jailed again in Livingston County, New York after being accused of failing to register as a sex offender as required by his earlier convictions. [8]

Impact

Carter's case led directly to an increase in the statute of limitations for rape in California. The new law was authored by Assemblyman Byron Sher and was praised by law enforcement officials throughout the Bay Area. The previous statute of limitations – three years – had often been ineffective in prosecuting serial rapists because often by the time all leads could be fully explored, the time limit would have nearly expired. Six years was considered a more appropriate limit because there was precedent for that in other states – and that is about the limit beyond which witnesses' testimony might become unreliable. [9]

College Terrace is a neighborhood in the city of Palo Alto, California, adjacent to Stanford University.

Antoni Imiela was a German-born convicted serial rapist who grew up in County Durham, England. He was found guilty of the rape of nine women and girls, and the indecent assault, and attempted rape, of a 10-year-old girl whom he repeatedly punched and throttled. The crimes took place in Surrey, Kent, Berkshire, London, Hertfordshire and Birmingham, and the press dubbed the offender the M25 Rapist after the M25 motorway that passes in the vicinity of all those areas except Birmingham. He died in HM Prison Wakefield on 8 March 2018.

Altemio C. Sanchez, also known as the Bike Path Rapist, was a Puerto Rican serial killer who is known to have raped and murdered at least three women, and raped at least 9 to 15 girls and women in and around Buffalo, New York, during a 31-year span from 1975, though perhaps earlier, to 2006. He was apprehended in 2007 through DNA evidence and sentenced to 75 years-to-life, serving 16 years before dying from apparent suicide in 2023.

Paul Douglas Callow is a Canadian serial rapist who was convicted of raping several women in the Toronto area in the mid-1980s. Because of his method of attack and the fact that his identity was unknown, he was called the Balcony Rapist by the popular media.

David Joseph Carpenter, also known as The Trailside Killer, is an American serial killer and serial rapist known for stalking and murdering a variety of individuals on hiking trails in state parks near San Francisco, California. He attacked at least ten individuals and was convicted in seven murders and was confirmed to be the killer in an eighth murder; Carpenter is also suspected in two additional killings. Two victims, Steven Haertle and Lois Rinna, mother of television personality Lisa Rinna, survived. Carpenter used a .38 caliber handgun in all but one of the killings. A .44 caliber handgun was used in the killing of Edda Kane on Mount Tamalpais.

Byron D. Sher is an American Democratic politician. He served in the California State Senate from 1996 to 2004, prior to which, he served in the California State Assembly between 1980 and 1996. Sher was also a longtime professor at Stanford Law School. He served as the California Senate Rules Committee appointee to the Tahoe Regional Planning Agency from 2009 to 2012.

Gulnaz is an Afghan woman and rape victim. She was raped by her cousin's husband in 2009 and became pregnant. She was then charged with zina, a crime in Afghanistan. She was initially sentenced to two years in jail, which was later raised to twelve, and she gave birth to a daughter in jail.

Peter Samuel Cook was a British serial rapist who attacked women in Cambridge, England and so became known in the press as the Cambridge Rapist. He attacked women after breaking into their bedsits and flats. He was active between October 1974 and April 1975, and was also called the 'hooded rapist' because of a distinctive leather mask he wore whilst carrying out his crimes. The mask was reported to be "stitched from an old leather shopping bag. The zipper-mouthed mask had the word 'rapist' painted in white across the forehead".

People v. Turner, formally The People of the State of California v. Brock Allen Turner (2015), was a criminal case in which Brock Allen Turner was convicted by jury trial of three counts of felony sexual assault.

After a sexual assault or rape, victims are often subjected to scrutiny and, in some cases, mistreatment. Victims undergo medical examinations and are interviewed by police. If there is a criminal trial, victims suffer a loss of privacy, and their credibility may be challenged. Victims may also become the target of slut-shaming, abuse, social stigmatization, sexual slurs and cyberbullying. These factors, contributing to a rape culture, are among some of the reasons that may contribute up to 80% of all rapes going unreported in the U.S, according to a 2016 study done by the U.S. Department of Justice.

Rotherham shoe rapist is a media epithet given to convicted British serial rapist James Desmond Lloyd from Rotherham, a metropolitan borough of South Yorkshire, England. After attacking his victims, Lloyd stole their footwear and jewellery to keep as trophies. Lloyd was known to be active between 1983 and 1986 when his offending suddenly stopped. He was arrested in 2006 after a familial DNA profile linked him to the crimes. He pleaded guilty to four rapes and two attempted rapes, and was sentenced to fifteen years in prison.

John Arthur Getreu was an American serial killer who was convicted of one murder during 1963 in West Germany and convicted of two more that took place in 1973 and 1974 in the United States. He was sentenced to life imprisonment for the latter murders, and died at the California Health Care Facility while serving his sentence. He was identified through genetic genealogy by CeCe Moore in 2018.

Reynhard Tambos Maruli Tua Sinaga is an Indonesian sex offender who was convicted of 159 sex offences, including 136 rapes of young men committed in Manchester, England, between 2015 and 2017, where he was living as a student. He was found guilty of drugging and sexually assaulting 48 men during this period, 44 of whom he raped, some repeatedly, although the police believe he was offending for years beforehand. Sinaga was prosecuted in four trials between 2018 and 2020 and was given concurrent life sentences with a minimum term of 30 years; raised to 40 years in December 2020 by the Court of Appeal. The Crown Prosecution Service described Sinaga as being the most prolific rapist in British legal history.

Marcelo Mario Sajen, known as El Turco, was an Argentine serial rapist. He raped at least 93 women between 1985 and 2004 in Córdoba, Argentina, but was suspected of attacking around double or triple the reported amount. To avoid arrest, he committed suicide by shooting himself in the head on December 30, 2004.
