Miguel de Oliveira Pires da Costa Matos (born 29 May 1994) is a Portuguese politician. He served as Secretary General of Socialist Youth. [1] He became a member of the Portuguese Parliament for the Socialist Party in 2019. [2] At 26,he was the youngest to become a member of Parliament. [3]
He earned a degree in philosophy,politics and economics from the University of Warwick and a Master's degree in economics from NOVA University Lisbon. [2]
At Warwick,he was elected twice as Undergraduate Student Representative for the Faculty of Social Sciences. [4]
He collaborated in the drafting of the Socialist Party Electoral Program for the 2009 legislative election. [4] He worked as an economic assistant in the Prime Minister's Office from September 2017 to October 2019. [5]
He became President of the Lisbon Urban Area Federation of Socialist Youth in 2017 and is a mayor in the Parish Assembly of the Union of Parishes of Carcavelos and Parede and the Municipal Assembly of Cascais. [4]
He was elected to the Portuguese Parliament in 2019 as a member of the Socialist Party in the Lisbon constituency. He is a member of the Budget and Finance Committee and the Environment Committee. [2] [6]

Local elections in Portugal were held on 26 September 2021. The election consisted of three separate elections in the 308 Portuguese municipalities:the election for the Municipal Chamber,whose winner is automatically elected mayor,similar to first-past-the-post (FPTP);another election for the Municipal Assembly;and an election for the Parish Assembly,whose winner is elected parish president. This last one was held separately in the more than 3,000 parishes around the country. The 2022 Portuguese Social Democratic Party leadership election was held on 28 May 2022. If no candidate achieved more than 50% of the votes in the first round,a second round would be held between the two most voted candidates in the first round on 4 June 2022,however,as only two candidates were on the ballot,Luís Montenegro and Jorge Moreira da Silva,a second round was not necessary. Nearly 45,000 party members,out of more than 85,000 active members,were registered to vote.

Santos previously held positions in the Portuguese Government under António Costa,first as Secretary of State for Parliamentary Affairs,from November 2015 to February 2019,and afterwards as Minister of Infrastructure and Housing,from February 2019 to December 2022.

The leadership ballot was called after Prime Minister and Socialist Party Secretary-General António Costa resigned from office on 7 November 2023. The winner of this election led the Socialist Party into the 2024 legislative election.
