Mike Higgins is a Jersey politician who was first sworn in as a Deputy on 8 December 2008. He was re-elected as Deputy in the 2011 elections.
Higgins was educated at the University of London where he received an economics degree. [2]
He was a commissioned officer in the Royal Air Force and Royal Air Force Volunteer Reserve (Training Branch) from 1971 to 1983 and,in 1983,was awarded the Cadet Forces Medal for services to the Air Training Corps. [3]
He has been the organiser of the Jersey International Air Display,a long-running annual event in Jersey,since 1997. [2]

Air Marshal Sir John Patrick Joseph McCauley,KBE,CB was a senior commander in the Royal Australian Air Force (RAAF). He served as Chief of the Air Staff from 1954 to 1957. A Duntroon graduate,McCauley spent four years in the Australian Military Forces before transferring to the RAAF in 1924. He was Director of Training from 1936 to 1938,and commanded engineering and flying training schools for the first eighteen months of World War II. Having been promoted to group captain in 1940,he was posted to Singapore in June 1941 to take charge of all RAAF units defending the area. He earned praise for his efforts in attacking invading Japanese forces before the fall of Singapore,and for his dedication in evacuating his men. After serving as Deputy Chief of the Air Staff in 1942–44,he was appointed to a senior operational role with the Royal Air Force's 2nd Tactical Air Force in Europe,where he saw out the rest of the war.

General William M. Fraser III is a retired United States Air Force officer who served as Commander,United States Transportation Command. He previously served as Commander,Air Combat Command from September 10,2009 to September 30,2011,the 34th Vice Chief of Staff of the Air Force from 9 October 2008 to 27 August 2009,and as Assistant to the Chairman of the Joint Chiefs of Staff from May 2006 to 8 October 2008. As the Assistant to the CJCS,Fraser oversaw matters requiring close personal control by the Chairman,with particular focus on international relations and politico-military concerns. As commander of United States Transportation Command,Fraser was in charge of managing all global air,land and sea transportation. He retired on May 5,2014.

He assumed command on June 9,2009,and retired from service in July 2013. He previously served as director of operations and plans,United States Transportation Command,Scott Air Force Base.
