A member of the Minnesota Democratic–Farmer–Labor Party (DFL), he represents District 26A, which includes the cities of Winona and Goodview and parts of Winona County in southeastern Minnesota.

Dempsey was an American politician who was a member of the Minnesota House of Representatives who represented the old House districts 23A and 28B, which included all or portions of Brown, Cottonwood, Nicollet and Redwood counties in the south central part of the state.
