The Ministry of Higher Education and Scientific Research (MOHESR) is a ministry of the government in the United Arab Emirates (UAE). [1] Established in 1976, the Ministry has a number of departments, including the Commission for Academic Accreditation (CAA), which provides institutional licensure and degree accreditation CAA for private universities and their academic programmes in the UAE. [2] It houses NAPO (the National Admissions and Placement Office) [3] which provides admissions and placement services for the federal institutions of higher education, including United Arab Emirates University, Higher Colleges of Technology, and Zayed University, as well as the CEPA (Common Educational Proficiency Assessment) which assesses the English and Math skills of MOHESR applicants to higher education. The Ministry handles steps in the certificate attestation process, provides equivalency services for degrees and qualifications received outside of the UAE, and provides government scholarships for UAE nationals who wish to study overseas. University of Sharjah

Rochester Institute of Technology of Dubai

Rochester Institute of Technology of Dubai is a satellite campus of Rochester Institute of Technology, New York, USA, in Dubai, United Arab Emirates. The college is located in the Dubai Silicon Oasis and started offering part-time graduate courses in Fall 2008. In 2009, the university began its full-time graduate program. RIT Dubai's first graduating class was in 2010, with the graduation ceremony taking place in Rochester, NY. In 2010, a full-time undergraduate program was started as part of the university's planned expansion. In the fall of 2011, RIT Dubai moved its campus to a new premises to accommodate the growing student body. By 2019, RIT plans to expand the campus to 1,000,000 square feet (93,000 m2) to provide facilities for 4,000 students.

Provision of education in the UAE began shortly after the establishment of the federation with the inception of the first university in Al Ain, Abu Dhabi, the United Arab Emirates University. Hamdan Bin Mohammed Smart University the first smart university in the United Arab Emirates, was established in 2002. The President of the university is the Crown Prince of Dubai, Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum. Being the first e-learning institute in the U.A.E, its working model has paved the way for the Ministry of Higher Education and Scientific Research (MOHESR), UAE to design standards for accreditation for an e-learning institution. Hamdan Bin Mohammed Smart University (HBMSU) follows in its delivery of learning a blended learning. Specifically, blended learning in HBMSU refers to when different delivery methods are combined to deliver a particular course. These methods may include a mixture of face-to-face classrooms, online classrooms, and self-paced learning.

Commission for Academic Accreditation UAE government agency

The Commission for Academic Accreditation (CAA) is the UAE Federal Government Quality Assurance Agency for Higher Education. Working collaboratively with relevant national and local authorities in the Emirates, the CAA has a key leadership role in securing and developing the quality of higher education in the UAE. As a matter of the highest priority, it sets out to safeguard academic standards, and to assure and enhance the quality of learning opportunities provided for students in UAE's higher education institutions (HEIs). It undertakes licensure of HEIs in the UAE and accreditation of their award-bearing academic programs. In order to be entered in the National Register and receive Federal Recognition any HEIs offering post-secondary education in the UAE must receive institutional licensure and accreditation of their degree, diploma and certificate programs that are of at least one-year study duration. CAA accreditation incorporates recognition of Diploma, Higher Diploma Bachelor's degree, Postgraduate Diploma and Certificate, Master's degree and Doctorate Degree. These Degree ranges from level 5-10 as per National Qualification Framework of UAE.

The Higher Colleges of Technology was established in 1988 and is the largest applied, higher education institution in the United Arab Emirates (UAE). During the 2019–2020 academic year, there were 14,246 female and 6,744 male students enrolled at 16 campuses and six academic divisions throughout the country. More than 67,000 UAE nationals are graduates of the institution.

Common Educational Proficiency Assessment (CEPA) is a set of locally-developed standardized tests used for admissions and placement by three federal institutions of higher education in the United Arab Emirates. The tests are produced by the UAE Ministry of Higher Education and Scientific research as part of the National Admissions and Placement Office (NAPO) and administered in the three federal institutions. Around 17,000 grade 12 Emirati students take the tests each year. There are two CEPA exams. CEPA-English tests basic English proficiency, and CEPA-Math measures basic math skills. Both exams are administered in two formats: paper-based and computer-based.
