The Minnesota Pipe Line (or MPL) is a crude oil pipeline that runs from Clearbrook, Minnesota southward to the Twin Cities. [1] Construction began in 2007 after the State of Minnesota approved the building permit, [2] and ended in 2008; it is owned by Minnesota Pipe Line Company, LLC (MPL) and is operated by Koch Pipeline Company, a wholly owned, indirect subsidiary of Koch Industries. [3]

The original proposed route ran through an organic farm; the owners of the farm negotiated with MPL, as a result of which MPL agreed to route the pipeline around the farm and more generally "to implement what they believe was the first organic agriculture mitigation plan in the country applicable to pipeline infrastructure. This agreement was made part of the record of the MinnCan pipeline routing proceeding." [4] :32–22

The pipeline is largely fed by the Enbridge Pipeline System that carries crude from Alberta, Canada. [1] :3 It splits into two parts at a junction in Cottage Grove, Minnesota. One branch serves the Pine Bend Refinery owned by Flint Hills Resources (another Koch subsidiary) in Rosemount. The other portion of the line runs to Northern Tier Energy's St. Paul Park Refinery in St. Paul Park, Minnesota. [3] There is a connection at the Pine Bend Refinery to the Wood River Pipeline, which currently carries crude oil from the St. Louis, Missouri area to Minnesota. [1]

In 2008 Minnesota Pipe Line completed a parallel 24-inch (610 mm) line to expand the pipeline capacity from Clearbrook to the Twin Cities by 165,000 barrels per day (26,200 m3/d) with ultimate potential expansion to 350,000 barrels per day (56,000 m3/d). [1] :3–4

The Enbridge Pipeline System is an oil pipeline system which transports crude oil and dilbit from Canada to the United States. The system exceeds 5,000 kilometres (3,100 mi) in length including multiple paths. More than 3,000 kilometres (1,900 mi) of the system is in the United States while the rest is in Canada and serves the Athabasca oil sands production facilities. Main parts of the system are 2,306-kilometre-long (1,433 mi) Canadian Mainline and 3,057-kilometre-long (1,900 mi) Lakehead System. On average, it delivers 1.4 million barrels per day of crude oil and other products to the major oil refineries in the American Midwest and the Canadian province of Ontario. The Canadian portion is owned by Enbridge, while the U.S. portion is partly owned by that company through Enbridge Energy Partners, LP, formerly known as Lakehead Pipe Line Partners and Lakehead Pipe Line Company.

The North Dakota Pipeline Company (NDPL) system is a 950-mile (1530 km) crude oil pipeline system that collects oil from fields in the Williston Basin in Montana and North Dakota transports it eastward to other pipeline systems that carry oil to refineries in the Midwest.

The Pine Bend Refinery is the largest oil refinery in Minnesota, located in the Twin Cities suburbs of Rosemount and Inver Grove Heights next to southern split of U.S. Highway 52 and Minnesota State Highway 55. The refinery is notable for being the largest in the United States to be located in a state without any oil wells. Overall, it ranked 14th in the country as of 2012 by production, with a nameplate capacity of 320,000 barrels (51,000 m3) per day. The facility is owned by Flint Hills Resources (FHR), a subsidiary of Koch Industries.

Canada has the third largest oil reserves in the world and is the world's fourth largest oil producer and fourth largest oil exporter. The Ünye–Ceyhan pipeline, commonly known with its former name, the Samsun–Ceyhan pipeline, was a planned crude oil pipeline traversing Turkey from the Black Sea to the Mediterranean oil terminal in Ceyhan. The aim of the project was to provide an alternative route for Russian and Kazakhstani oil and to ease the traffic burden in the Bosporus and the Dardanelles. The project was halted in 2010. The Wood River Refinery is an oil refinery located in Roxana, Illinois, approximately 15 miles (24 km) north of St. Louis, Missouri, on the east side of the Mississippi River. The refinery is currently owned by Phillips 66 and Cenovus Energy and operated by the joint-venture company WRB Refining, LLC (WRB). WRB was formed on 1 July 2007, with Encana taking a 49% interest in Wood River and also Phillips 66's Borger refinery. Encana subsequently spun off oil sands producer Cenovus and ConocoPhillips spun off Phillips 66. In return for a 49% stake in the refinery, ConocoPhillips gained a joint interest in two Alberta oil sands (bitumen) heavy oil projects: Christina Lake (Alberta) and Foster Creek. ConocoPhillips’ interest was sold to Cenovus in May 2017, leaving Cenovus as the sole owner of the assets.

Western Canadian Select (WCS) is a heavy sour blend of crude oil that is one of North America's largest heavy crude oil streams and, historically, its cheapest. It was established in December 2004 as a new heavy oil stream by EnCana, Canadian Natural Resources, Petro-Canada and Talisman Energy. It is composed mostly of bitumen blended with sweet synthetic and condensate diluents and 21 existing streams of both conventional and unconventional Alberta heavy crude oils at the large Husky Midstream General Partnership terminal in Hardisty, Alberta. Western Canadian Select—the benchmark for heavy, acidic crudes—is one of many petroleum products from the Western Canadian Sedimentary Basin oil sands.
