The Islamic Supreme Council of Iraq is a Shia Islamist political party in Iraq. It was established in Iran in 1982 by Mohammed Baqir al-Hakim and changed its name to the current Islamic Supreme Council of Iraq in 2007. Its political support comes from Iraq's Shia Muslim community.
The Occupation of Iraq (2003–2011) was characterized by a large United States military deployment on Iraqi territory, beginning with the US-led invasion of the country in March 2003 which overthrew the Ba'ath Party government of Saddam Hussein and ending with the departure of US troops from the country in 2011. Tal Afar is a city in the Nineveh Governorate of northwestern Iraq, located 63 km (39 mi) west of Mosul, 52 km (32 mi) east of Sinjar and 200 km (120 mi) northwest of Kirkuk. Its local inhabitants are exclusively Turkmen.
Governorate council elections were held in Iraq on 30 January 2005, the same day as the elections for the transitional Iraqi National Assembly. Each province has a 41-member council, except for Baghdad, whose council has 51 members.

Khalil Jalil Hamza was the governor of Al-Qādisiyyah province, Iraq. He was assassinated on August 11, 2007, along with the province's police chief Major General Khaled Hassan. He was a member of the Supreme Islamic Iraqi Council (SIIC), the biggest Shia party in Iraq. Al Muthanna governor Mohammed Ali al-Hasani, who was also a member of SIIC, was killed later in the month on August 20, 2007.

Maamoon Sami Rasheed al-Alwani is an Iraqi politician, who served as governor of the Al Anbar province. He was appointed by the Anbar Provincial Council in May 2005, following the death of his predecessor, Raja Nawaf Farhan al-Mahalawi. He was a member of the Abu Alwani clan, part of the Dulaim tribe. His name was found along with the names of other prominent Iraqi Sunni leaders who had been targeted for assassination in a captured al-Qaeda in Iraq (AQI) document.
