Terrorism in Russia has a long history starting from the time of the Russian Empire. Terrorism, in the modern sense, means violence against civilians to achieve political or ideological objectives by creating extreme fear.
On February 13, 2004, Zelimkhan Yandarbiyev was assassinated when a bomb ripped through his SUV in the Qatari capital, Doha. Yandarbiyev was fatally wounded and died on the way to the hospital, while his 13-year-old son Daud was seriously injured and arrived in critical condition. According to some reports, two of his bodyguards were killed as well.
The Lame Horse fire occurred on 5 December 2009, around 01:00 local time in the nightclub Khromaya Loshad at 9 Kuybyshev Street, Perm, Russia. The fire started when sparks from pyrotechnics ignited the low ceiling and its willow twig covering. The fire quickly spread to the walls and damaged the building's electrical wiring, causing the lights to fail. This is a dual fireworks accident and nightclub fire.
Yuriy Mikhailovich Chervochkin was a Russian opposition activist. He was murdered at the age of 22. His case shook Russian opposition because he was attacked two days before Dissenters' March and some observers remained convinced that perpetrators of the crime were members of Russian Militsiya.
On February 3, 2014, 15-year-old high school student Sergey Gordeyev opened fire at School No. 263 in Otradnoye District, Moscow, Russia, killing a teacher. Gordeyev then took 29 students hostage, killed one police officer, and injured another. Later on, he surrendered to the authorities. It is the second reported school shooting in Russia's modern history.
On 18 March 2014, a Ukrainian soldier and a Russian Cossack paramilitary were killed in the first case of bloodshed during the Russo-Ukrainian War and the annexation of Crimea by the Russian Federation.
Sergei Dolgov, also transliterated as Sergey or Serhiy,, was a Ukrainian journalist from Russia who served as editor for the Vestnik Pryazovya and Khochu v SSSR in Mariupol, Ukraine before he went missing. He was notorious for promoting neo-Sovietism and criticism of the state of Ukraine in contrast to what it was when it was part of the Soviet Union. Many press organisms suspect that his disappearance is in fact a murder.
The Ivashevka massacre involved the murder of six members of a family and the critical wounding of a seventh on the night of 24 April 2016 in the village of Ivashevka, Syzransky District, Samara Oblast.
The Kerch Polytechnic College massacre was a school shooting and bomb attack that occurred in Kerch, Crimea, on 17 October 2018, when 18-year-old student Vladislav Roslyakov killed 20 people and wounded 67 others before subsequently committing suicide. It was the deadliest school shooting in the former Soviet Union since the 2004 Beslan school siege.

The People's Militia named after Minin and Pozharsky, also known as People's Militia of Kvachkov was an unregistered Russian public organization. In February 2015, it was recognized as a terrorist organization by a court decision.
The Union of Slavic Forces of Russia, also known as Home in the USSR, Union of Soviet Socialist Republics, Citizens of the USSR, Government of the USSR, Soviet Citizens, Witnesses of the USSR, necro-communists, and necromancers, is an informal social movement in Russia whose supporters believe that the Soviet Union as a sovereign state and a subject of international relations continues to exist, consider themselves its citizens, and do not recognize the Russian Federation, observe its laws, or obey government authorities. The movement's ideological component is belief in, and promulgation of, conspiracy theories, anti-Semitism, and neo-paganism. The COVID-19 pandemic encouraged the movement to adopt QAnon beliefs. According to the Russian Federal Security Service (FSB), it had 150,000 followers in 2018. In 2019, the Supreme Court of the Komi Republic identified the Union of Slavic Forces of Russia as an extremist organization.
On 11 May 2021, a school shooting and bomb attack occurred in Kazan, Tatarstan, in the western part of Russia. Nine people were murdered, all of them by gunfire, and 23 others were injured. The 19-year-old shooter, Ilnaz Galyaviev, was identified as a former student. He pleaded guilty to the murder of two or more persons on 12 May and was sentenced to life imprisonment in April 2023.
On 20 September 2021, a mass shooting occurred at Perm State University, in the city of Perm, Perm Krai, Russia. Six people were killed and 47 others were injured. The attacker, identified as 18-year-old Timur Bekmansurov, was arrested after being wounded by police.
On 28 September 2021, Andrei Zeltser, a Belarusian IT worker, was killed in Minsk by members of the State Security Committee of the Republic of Belarus who conducted a raid on his apartment. After a door breaching, a shootout took place, in which Zeltser fatally shot Dmitry Fedosyuk, a KGB agent from the Alpha Group unit. Zeltser was subsequently killed by the KGB. Zeltser was subsequently called a "terrorist" by the government. According to the state-owned Belarusian Telegraph Agency, "members of an extremist group with ties to the opposition, supposedly, lived in the apartment", referring to Zeltser, 31, and his wife, who was arrested.
Alexander Nikolayevich Ushkalo is a Kyrgyzstani-Russian serial killer and thief who killed six people in robberies committed across three Russian regions from 1998 to 1999. Found not guilty by reason of insanity due to his schizophrenia, he was detained at a psychiatric facility, where he presumably remains to this day.
