Nabilah Naggayi Sempala is a Ugandan politician. She is the incumbent Member of Parliament representing the Kampala Women Parliamentary Constituency in the 10th Ugandan Parliament (2016 to 2021). [1]

Background and education

Nabilah Naggayi was born in Uganda in April 1972. She attended Kibuli Demonstration School for her primary education before she transferred to Kibuli Secondary School for her O-Level studies. She then completed her A-Level education at Mengo Senior School, graduating from there with a High School Diploma in 1992. [1] [2]

In 1994, Naggayi graduated with a Diploma in Translation from Saarland University, in Saarbrücken, Germany. In 1996, she went off to obtain a Bachelor of Arts degree from Makerere University, the oldest and largest public university in Uganda. Her degree of Master of Arts in Public Administration, was awarded by Makerere University in 2011. [1]

Career

Naggayi began her political career as a Councilor in Wakiso District Local Government in 2001, serving in that capacity until 2005. She, with others, including Muhammad Nsereko, the incumbent member of Parliament for Kampala Central Division, established the Social Democratic Party (SDP). She actively campaigned for the re-opening of the political space to multi-party democracy during the 2005 referendum. It was not until the run-up to the 2006 general elections, that she formally joined the Forum for Democratic Change (FDC) political party. [3]

In 2006, at the age of 35, she unseated Margaret Nantongo Zziwa of the National Resistance Movement (NRM) political party, to capture the Women Representative's seat for Kampala in the 8th parliament (2006 to 2011). [2]

During the 2011 parliamentary elections, she received 222,724 votes compared to the 164,378 votes her closest challenger, Margaret Zziwa of the NRM received. [3] During 2013, a group of lawyers sued her, the Attorney General of Uganda and the Electoral Commission of Uganda, on a technicality, since the Central Government of Uganda had taken over the management of Kampala on 28 December 2010, and the city had ceased to be regarded as a district. [4]

In 2016 Naggayi faced off with five other contestants, including the incumbent Minister of State for Youth and Children's Affairs, Florence Nakiwala Kiyingi. However Naggayi won handily. [5] During the debate to remove presidential age limits from the Uganda Constitution, Naggayi was one of the opposition members of parliament who were forcibly removed from the house chamber by security forces, on 27 September 2017, although she had not been suspended by the Speaker. [6]

She stood for the position of Lord Mayor for the 2021-2026 elections and lost to Erias Lukwago. [7]

Margaret Nantongo Zziwa is a Ugandan politician and legislator. She served as the Speaker of the 3rd East African Legislative Assembly (EALA) in Arusha, Tanzania. She was elected to serve in that capacity in June 2012. She was impeached and voted out of office on 17 December 2014, on the basis of misconduct and abuse of office, but was later awarded compensation for illegal removal.

Phillip Wafula Oguttu is a Ugandan journalist and politician. He is a former Leader of Opposition in the Ugandan Parliament. He was appointed to that position on 31 January 2014, replacing Nandala Mafabi, and held it until June 2016 when he handed over the position to Winnie Kiiza.

She was appointed to that position on 6 June 2016 to 6 June 2021 She is also the Federation of Uganda Football Associations third Vice-President, the first woman to hold that position in Uganda. Sarah Kanyike is a Ugandan politician, wo was appointed State Minister for the Elderly and the Disabled on 24 July 2020. Before that, she was the Deputy Lord Mayor of the city of Kampala, Uganda, the capital and largest metropolitan area in the country. She was appointed to that position on 16 June 2016. While serving as Deputy Lord Mayor, she concurrently represented Makindye East in the Kampala Capital City Authority Council.

Rosemary Bikaako Tumusiime is a Ugandan marketing professional, public administrator, feminist and politician. She is the elected Member of Parliament for Entebbe Municipality and is a representative for NRM, the ruling political party in Uganda. She is the first female representative for the constituency in over three decades and succeeded Muhammad Kawuma who served for two consecutive terms from 2006 to 2016. In the 10th Parliament, she serves as a member of the Committee on Equal Opportunities and the Committee on Presidential Affairs. She is also a member of the NRM Parliamentary Caucus, the Buganda Parliamentary Caucusand the treasurer of the Network for African Women Ministers and Parliamentarians (NAWMP).

Kassiano Ezati Wadri is a Ugandan social worker and politician. He is the incumbent independent Member of Parliament, representing Arua Municipality in the 10th Parliament, effective 29 August 2018. The seat fell vacant when Ibrahim Abiriga of the National Resistance Movement (NRM), was assassinated in June 2018.

She also serves as the elected Local Council 5 (LCV) Woman Councillor, representing Makerere University at Kampala Capital City Authority, the governing body of Kampala, the capital and largest city of Uganda. She was elected to her present position in 2016.

Victoria Rusoke Businge also known as Rusoke Victoria Businge is a Ugandan politician and teacher. Victoria served as the district Women's Representative of Kabarole District in the ninth Parliament of Uganda. She was re-elected as the member of the eleventh parliament of Uganda in the 2021 January elections. She is affiliated to the National Resistance Movement. In 2018, she was appointed and sworn in as the new member of the Uganda Human Rights Commission (UHRC) by the Chief Justice, Hon. Justice Bart M. Katureebe at the Judiciary headquarters in Kampala.
