Its episcopal see is at the Metropolitan Cathedral of St. Elizabeth of Hungary, also the National Shrine of Our Lady of Candles, as its seat. The metropolitan archdiocese covers the provinces of Iloilo, Guimaras, Antique, and Negros Occidental. Its titular patron saint is Elizabeth of Hungary, whose feast is celebrated on November 17.

The pope nominated him Coadjutor Bishop in the Diocese of Sorsogon on July 25, 2002. On April 17, 2003,, he succeeded as Bishop of Sorsogon. He also served as chairman and president of the Philippine Bible Society in 2008. In 2016, Bishop Bastes initiated the launch of a campaign in a bid to allot 20% of government resources to an anti-poverty fund or Serendipity fund, according to the CBCP. He retired as Bishop of Sorsogon on October 15, 2019, and Rev. Fr. Jose Alan Dialogo succeeded him as Bishop of Sorsogon.
