The National Information Technology Board (NITB) is a government agency under the Ministry of Information Technology and Telecommunication in Pakistan. It was established to improve communication and operational efficiency within government organizations.

History

NITB was initially formed as an attached department of the Ministry of Information Technology and Telecommunication. [1] However, after the passage of the National Information Technology Board Act, of 2022, its status was changed to an autonomous body. [1] [2] [3]

The National Information Technology Board Act, 2022 was enacted to provide for the establishment of the NITB. [3] The Act was approved by the President of Pakistan Arif Alvi under Article 75 of the Constitution of Pakistan. [4] This Act covers the establishment of the Board, its composition, the appointment of the CEO, meetings of the Board, powers and functions of the Board and other related matters. [1]

Role and functions

NITB is responsible for implementing e-governance across the country as per the vision and policy of the Federal Government. Its objective is to serve the public in a more efficient and effective manner through the provision of e-governance software applications to advisories, consultancies, and federal ministries and divisions. [1] [3] NITB has developed and launched more than 31 portals and more than 15 mobile applications in the last four years. [5]

Beep Pakistan

NITB launched Pakistan's first communication application "Beep Pakistan" under the leadership of Federal Minister for IT and Telecommunication Syed Aminul Haque. This application is intended to be a homegrown alternative to WhatsApp and aims for secure and efficient digital communication between government officials and employees. [6] [7]

Controversies

Some controversies have emerged regarding NITB's tendering process for skilled IT-HR outsourcing8. Some participating firms raised questions against the process, alleging that the selection criteria were specifically designed to favor one of the potential bidders. [8]

The Ministry of Information & BroadcastingWazarat-e- it-tila-aat o nashriyat is a Cabinet-level ministry of Government of Pakistan, responsible to release government information, media galleries, public domain and government unclassified non-scientific data to the public and international communities. The MoIB has jurisdiction for administrating the rules and regulations and laws relating to information, broadcasting and the press media in Pakistan.

Information technology in Pakistan is a growing industry that has the potential to expand more in the future. Matters relating to the IT industry are overseen by the Ministry of Information Technology of the Government of Pakistan. The IT industry is regarded as a successful sector of Pakistan economically, even during financial crisis. The first IT policy and implementation strategy was approved under the leadership of Atta-ur-Rahman, the Federal Minister of Science and Technology in August 2000 which laid the foundations of the development of this sector. The emphasis was placed on quality IT education in universities rather than numbers during this period. The quality measures introduced by Atta-ur-Rahman as Chairman of Higher Education Commission during 2002-2008 included:1) All PhD thesis were evaluated by eminent foreign scientists,2) All PhD thesis and research papers were checked for plagiarism 3) Some 11,000 students were sent abroad to leading universities for PhD level training and absorbed on their return, 4) Appointments at faculty positions were linked to international stature of the applicants as judged from their international publications, patents and citations, and (5) Quality Enhancement Cells were established in all universities for the first time in the history of the country. Thereafter two policies were launched by the Ministry of IT under the leadership of Anusha Rahman Khan, Federal Minister for IT and Telecom (2013-2018). The Telecom Policy was announced in December 2015, and later National Digital Pakistan Policy that was approved by the cabinet in May 2018. In 2001, a 15 year tax holiday was approved to promote the IT industry which has the grown from $30 million to over $3 billion during the last 16 years. A nationwide programme to train teachers was initiated by Intel in March 2002 in Pakistan on the request of Atta-ur-Rahman which has resulted in the training of 220,000 teachers across 70 districts at no cost to the government. The government of Pakistan has given incentives to IT investors in the country during the last decade, this resulted in the development of the IT sector. From 2003 to 2005, the country's IT exports saw a rise of about fifty percent and amounted a total of about 48.5 million USD. The World Economic Forum, assessing the development of Information and Communication Technology in the country ranked Pakistan 111th among 144 countries in the Global Information Technology report of 2014. In an analysis of scientific research productivity of Pakistan, in comparison to Brazil, Russia, India and China, Thomson Reuters has applauded the developments that have taken place as a result of the reforms introduced by Atta-ur-Rahman, since Pakistan has emerged as the country with the highest increase in the percentage of highly cited papers in comparison to the "BRIC" countries. Atta-ur-Rahman is Co-Chairman of the Prime Ministers Task Force on Information Technology and Telecommunications. As a result of the measures introduced on the recommendation of the Task Force, there has been a sharp increase in software exports of Pakistan.

Electronic Government Directorate of Pakistan was established October 2002. The directorate was created by the Ministry of Information Technology. In 2014 Directorate was merged with Pakistan Computer Bureau to form National Information Technology Board.

<span class="mw-page-title-main">Anusha Rahman</span> Pakistani politician

Anusha Rahman Ahmad Khan is a Pakistani politician who served as Federal Minister for Information Technology and Telecommunication, in Abbasi cabinet from April 2018 to May 2018. Previously she served as the Minister of State for Information Technology and Telecommunication of Pakistan from June 2013 to July 2017 in the third Sharif ministry and again from August 2017 to April 2018 in the Abbasi ministry. She had been a member of the National Assembly of Pakistan from 2008 to May 2018 representing the Pakistan Muslim League (N).

Ignite National Technology Fund or simply Ignite is a non-profit company owned by the Government of Pakistan and administered by the Ministry of Information Technology and Telecommunication. It provides grants to startups and innovate projects, operates incubators and digital skills training programs through private sector partners, commissions studies that inform public sector policy and undertakes outreach to evangelize innovation and to spread awareness about its programs amongst industry, academia, media and policy makers. Ignite was established in 2007 and is funded by mobile telecom operators, landline telecom operators and internet service providers, ISP, in Pakistan by Government mandate.

Syed Aminul Haque is a Pakistani politician who had been a member of the National Assembly of Pakistan from August 2018 till August 2023. He served as the Federal Minister of Information Technology and Telecommunication after resignation of MQM(P) Chief Khalid Maqbool Siddiqui.

The Pakistan Privatization Commission is a government agency in Pakistan under the Ministry of Privatization that is responsible for implementing the government's privatization program. The commission is tasked with the open and transparent privatization of federal government assets such as its stake in banks, industrial units, public utilities, oil, gas, transport companies and infrastructure service providers.

Pakistan Computer Emergency Response Team (PakCERT) is a national initiative aimed at strengthening cyber security in Pakistan. PakCERT was established to counter the growing cyber threats and hacking attempts targeting various public sector entities.
