The National League of Cities (NLC) is an American advocacy organization that represents the country's 19,495 cities, towns, and villages along with 49 state municipal leagues. Created in 1924, it has evolved into a membership organization providing education, research, support, and advocacy to city leaders across America. Based in Washington, D.C., it is considered part of the 'Big Seven', a group of organizations that represent state and local governments in the United States. NLC provides training and other resources to municipal officials, holds conferences, and conducts federal advocacy efforts on behalf of cities, towns and villages.
Today, NLC represents nearly 2,800 member cities as a convening organization, support network, and representative in federal affairs. Leading priorities for the group include the economy, infrastructure, public safety, technology, education, and families.
NLC was first founded as the American Municipal Association in Lawrence, Kansas by a group of ten state municipal leagues seeking greater coordination and representation in national affairs. [1] Over time, the organization's membership expanded to include individual cities of all sizes. [2]
NLC has played a key role in shaping federal urban policy and defining city issues in America. At a 1970 convention that William Ruckelshaus, Administrator of the newly created Environmental Protection Agency, announced an order requiring Cleveland, Detroit, and Atlanta to clean up their inadequately treated sewage discharges into rivers, thereby helping send a message that the young agency meant business. NLC lobbies Congress on multiple issues that directly impact municipalities, including municipal infrastructure, particularly transportation; supporting local energy efficiency and conservation efforts; strengthening and stabilizing the housing market; providing services to support the health and stability of families; and supporting community safety. NLC's core lobbying principles include avoiding unfunded mandates, preserving local authority and protecting the intergovernmental partnership.
Congressional Caucus of Former Local Elected Officials NLC and the National Association of Counties (NACo) formed the Congressional Caucus of Former Local Elected Officials in 2021. The bipartisan caucus brings together members of Congress with prior service in local government to improve intergovernmental partnerships, provide up-to-date information about mutual policy interests to members of Congress and their staffs, and ensure the local government voice is heard in federal decision-making. NLC hosts the annual City Summit conference in a different city held annually in November at which municipal officials participate in workshops, general sessions, networking opportunities and leadership training seminars. NLC's other yearly conference is the Congressional City Conference, held annually in March in Washington, D.C. Thousands of municipal officials discuss NLC’s legislative priorities with Members of Congress and the Administration, share promising practices, discuss policy and participate in leadership training opportunities.
NLC's Center for Municipal Practice is dedicated to addressing key challenges faced by our member municipalities and cities across the country. These challenges include various critical areas, including housing, public safety and justice, transportation, infrastructure, racial equity, sustainability, economic development, emerging technologies, and more. The center offers technical assistance, educational resources, peer learning and grant opportunities, and innovative ideas that empower local leaders to build and sustain vibrant communities.
The Center for Leadership, Education, Advancement and Development is the go-to place for city leaders seeking to improve outcomes for children and families. With expertise in early childhood success, education and expanded learning, promoting a culture of health and wellbeing, youth and young adult connections, LEAD reaches cities of all ages and brings together local leaders to develop strategies via technical assistance projects, peer learning networks, leadership academies, and more.
LEAD encompasses the Institute for Youth, Education, and Families (IYEF), the National League of Cities University (NLCU), and the Local Infrastructure Hub. IYEF was founded in 2000 and focuses on transforming how municipal leaders envision their roles in improving outcomes for all children, youth, and families in their communities. The National League of Cities University is a professional development center for elected officials (mayors and city council members) and municipal staff, with trainings and courses designed to enhance local leaders and staff’s ability to govern, work across sectors, manage systems change, and achieve equitable outcomes. The Local Infrastructure Hub is a national program designed to connect cities and towns with the resources and expert advice they need to access federal infrastructure funding to drive local progress, improve communities, and deliver results for residents.
NLC’s Center for Member and Partner Engagement oversees relationships with more than 2,700 member municipalities of NLC, the 49 state municipal leagues nationwide, and over 50 trusted strategic partners. The Center consists of four distinct services: Member Services and Engagement, Strategic Partnerships, State League Services and Risk Information Sharing Consortium (RISC).
Member Services and Engagement actively strives to recruit new members while collectively strengthening the representation of cities, towns, and villages throughout the country. They also engage current member municipalities through NLC's six constituency groups, seven member councils, and seven committees.
Strategic Partnerships facilitates connections between NLC's strategic partners and local leaders, fostering collaborations to make America’s cities smarter, more responsive, and economically vibrant. They bring private sector perspectives and solutions to issues facing cities, support NLC’s mission to strengthen local communities across the country and promote the exchange of ideas between corporate and local leaders.
State League Services supports NLC's founding members, the state municipal leagues, who are essential partners in strengthening local leadership, influencing federal policy, and driving innovative solutions.
NLC RISC provides resources and education around property, liability, workers’ compensation, unemployment, and/or employee benefit programs to their 16,000+ member cities, towns, counties and other local government entities.
The National League of Cities oversees a range of publications including the blog CitiesSpeak, the newsletter The Weekly (formerly Nation's Cities Weekly), and several social media channels. NLC also produces original research on topics such as technology, education, municipal finance, public safety, and mayoral priorities, and more.
The National League of Cities is overseen by a board of directors, which elects a president, vice president, and second vice president in annual elections. Each president serves a one-year term, typically choosing to focus on a single program or advocacy priority such as economic mobility or public safety. NLC's current president is Sharon Weston Broome, mayor-president of Baton Rouge, Louisiana. [5]

Graciela "Grace" Napolitano is an American Democratic Party politician who has represented California's San Gabriel Valley and other parts of Los Angeles County in the United States House of Representatives since 1999. Her district is currently numbered California's 31st district. She previously served in the California State Assembly and the Norwalk City Council. At the age of 87, Napolitano is the oldest sitting member in the House of Representatives.
Roxanne Qualls is an American politician who served as the 66th mayor of Cincinnati, Ohio. She also served a two-year term on the Cincinnati City Council prior to her service as mayor, having been elected in 1993. On August 8, 2007, the Charter Committee announced her appointment to fill the unexpired term of council member Jim Tarbell. Qualls was elected to a two-year term on Cincinnati City Council in November 2007, and again in 2009 and 2011. She served as Vice Mayor, the chair of the Budget and Finance Committee, chair of the Livable Communities Committee and chair of the Subcommittee on Major Transportation and Infrastructure Projects.
The Federation of Canadian Municipalities is an advocacy group representing over 2000 Canadian municipalities. It is an organization with no formal power but significant ability to influence debate and policy, as it is a main national lobby group of mayors, councillors and other elected municipal officials. It negotiates with the Government of Canada's departments and agencies on behalf of municipalities, and provides fund administration services for the Government of Canada's departments and agencies.
Mitchell Joseph Landrieu is an American lawyer and politician who served as Mayor of New Orleans from 2010 to 2018. A member of the Democratic Party, he previously served as Lieutenant Governor of Louisiana from 2004 to 2010.

The United States Conference of Mayors (USCM) is the official non-partisan organization of cities with populations of 30,000 or more. The cities are each represented by their mayors or other chief elected officials. The organization was founded in light of the Great Depression and was formed under Herbert Hoover until its original charter was signed at the Mayflower Hotel in Washington, D.C., on the eve of the inauguration of Franklin D. Roosevelt.
The Joint Ocean Commission Initiative is a bipartisan, collaborative group in the United States that aims to "accelerate the pace of change that results in meaningful ocean policy reform." The Joint Initiative was established by the members of two major U.S.-based oceans commissions: the Pew Oceans Commission and the United States Commission on Ocean Policy. It was originally co-chaired by former White House Chief of Staff Leon Panetta and former Chief of Naval Operations Admiral James D. Watkins, chairs of the Pew and U.S. Ocean Commissions, respectively. Currently, the Joint Initiative is led by a Leadership Council, which is co-chaired by Christine Todd Whitman, former EPA Administrator under President George W. Bush and former governor of New Jersey, and Norman Y. Mineta, Secretary of Commerce under President Bill Clinton and Secretary of Transportation under President George W. Bush.
The American Trucking Associations (ATA), founded in 1933, is the largest national trade association for the trucking industry. ATA represents more than 37,000 members covering every type of motor carrier in the United States through a federation of other trucking groups, industry-related conferences, and its 50 affiliated state trucking associations. Former Governor of Kansas Bill Graves was replaced by Chris Spear as the ATA's president and CEO in July 2016.
The Afterschool Alliance is a nonpartisan, nonprofit organization in the United States whose mission is "to ensure that all children have access to affordable, quality afterschool programs." It uses communications and advocacy strategies to increase public and private investments in afterschool programs. The Alliance serves as both a central resource center for afterschool programs, as well as a public advocate. The Afterschool Alliance has more than 25,000 afterschool program partners and its publications reach more than 65,000 interested individuals every month.
The United States has a history of citizen, nonprofit, and other non-partisan groups advocating good government that reaches back to the late-19th-century municipal-level Progressive Movement and the development of governmental professional associations in the early part of the 20th century, such as the American Public Human Services Association and the International City/County Management Association. Many of these groups had their genesis at the Public Administration Center at 1313 East 60th Street, at the University of Chicago.
John Ream Curtis is an American politician who is the United States senator-elect from Utah. A member of the Republican Party, Curtis has served as the U.S. representative for Utah's 3rd congressional district since 2017 and previously served as the 44th mayor of Provo, Utah, from 2010 to 2017.
The Michigan Municipal League is a nonprofit association of municipalities and municipal leaders in the State of Michigan. The group banded in 1899 under the motto “Cooperation solves any problem” to reflect the organizers’ combined purposes: exchange of information, shared learning, development of unified policies on matters of municipal concern, and to form a collective voice on matters including home rule for local government.
Bill Finch is an American retired politician who served as mayor of Bridgeport, Connecticut for eight years after previously serving in the Connecticut Senate for seven years. As mayor, he was known for his strong environmentally friendly policies and his tax reform efforts, both of which received local and national praise. He was defeated for re-election as mayor in 2015 by former mayor and convicted felon Joe Ganim. Finch has since moved on to the private sector and rejected the idea of running for mayor again.
Robert Julio Garcia is a Peruvian American politician and educator serving as the U.S. representative for California's 42nd congressional district since 2023. A member of the Democratic Party, he served as the 28th mayor of Long Beach, California from 2014 to 2022. He was both the city's youngest and first elected openly LGBT mayor, as well as the first Latino to hold the office. He is the second person of color to be mayor of Long Beach, after Republican Eunice Sato, a Japanese-American who served from 1980 to 1982. A former member of the Long Beach City Council, he was vice mayor from 2012 to 2014.
The 2015 Progressive Conservative Party of Ontario leadership election was held on May 9, 2015, as a result of the resignation of Ontario Progressive Conservative leader Tim Hudak following the provincial election on June 12, 2014, his second loss in a row as party leader. Patrick Brown won the leadership with 61.8% of votes allocated, defeating Christine Elliott who had 38.2%.

The Hispanic Federation (HF) is a U.S based non-governmental organization focused on supporting Hispanic communities through local, state, and national advocacy. The Federation was founded in New York City in 1990 by a small group of Latino leaders, establishing initiatives to advocate for the interests of the Hispanic community and has expanded to establish programs, and policies in 16 states. The organization's objective is to empower and advance the Hispanic community primarily through service pillars, membership services, advocacy, and community programs. The Federation has formed relationships with a network of 100 Latino grassroots nonprofits, as well as collaborating with organizations, government officials, and private sector partners to enact systemic change related to a variety of socioeconomic issues for Hispanic communities. The Federation has gained national recognition for its work in areas of education, health, immigration, economic empowerment, civic engagement, environment, and organizational development to strengthening Latino institutions to ultimately increase the quality of life within Hispanic communities.
The 2023 Houston mayoral election was held on November 7, 2023, with a runoff on December 9 because no candidate won a majority of the vote in the first round. It was held to elect the mayor of Houston, Texas. Incumbent Democratic mayor Sylvester Turner was term-limited and could not seek re-election to a third term in office. Municipal elections in Texas are officially nonpartisan.
