National Strategic Computing Initiative

The National Strategic Computing Initiative (NSCI) is a United States initiative calling for the accelerated development of technologies for exascale supercomputers, and funding research into post-semiconductor computing. [1] The initiative was created by an executive order issued by President Barack Obama in July 2015. [1] Ten United States government departments and independent agencies are involved in the initiative. The initiative initially brought together existing programs, with some dedicated funding increases proposed in the Obama administration's 2017 budget request. The initiative's strategic plan was released in July 2016.

Themes

The program has five strategic themes: [2]

At an April 2016 forum, engaging independent software vendors to develop software platforms for HPC was seen as a major hurdle of the initiative, as was attracting a workforce to work on HPC given the dominance of startup companies in attracting talent, and raising awareness of government HPC resources to outside parties. [3]

Justifications for the initiative include the increasing capabilities of China in supercomputing, as well as the increasing relevance of HPC to industry rather than only academic applications. [4]

Agencies

There are three lead agencies: the Department of Energy and Department of Defense will jointly focus on advanced simulation, with Defense also focusing on data analysis, while the National Science Foundation will focus on scientific discovery and workforce development. [1] Energy's involvement will be through the Office of Science and the National Nuclear Security Administration. The FY2017 budget proposal envisions the preexisting Exascale Computing Initiative continuing to deal with research and development for exascale computing, but a new Exascale Computing Program would assume responsibility for development and procurement of actual machines, along the lines of Energy's other scientific instruments such as the Advanced Photon Source the Spallation Neutron Source. [5] The National Science Foundation's involvement would mainly be centered in its Advanced Cyberinfrastructure program, although the Mathematical and Physical Sciences Directorate would co-lead. [6]

There are two foundational research and development agencies: the Intelligence Advanced Research Projects Activity (IARPA) will focus on alternative post-silicon computing paradigms, while the National Institute of Standards and Technology (NIST) will focus on measurement science needed for future computing technologies. [1] IARPA's programs in superconducting computing are aligned with the initiative. [7]

The five deployment agencies, which will be involved in design and testing for projects related to their missions, are NASA, Federal Bureau of Investigation, National Institutes of Health, Department of Homeland Security, and National Oceanic and Atmospheric Administration (NOAA). [1] While NASA and NOAA already have high-performance computing programs, those at the other three deployment agencies would be new.[ citation needed ]

History

The initiative was created by Executive Order 13702, signed by President Barack Obama on July 29, 2015. [1] The initiative had been under development since 2012. The July 2015 executive order formally establishing the program was seen as the result of deadlock and opposition in Congress to the Obama administration's fiscal year 2016 budget request.[ citation needed ] As part of the initiative, a request for information on "Science Drivers Requiring Capable Exascale High Performance Computing" was issued by the National Science Foundation on September 15, 2015. [8] [9] The initiative's Implementation Plan was issued on October 27, 2015, although it was not immediately released to the public to avoid preempting higher-level budgetary planning. [8]

Although the Obama administration's fiscal year 2017 budget request, released in February 2016, included $285 million for the Department of Energy and $33 million for the National Science Foundation through the NSCI, [5] [10] few additional details about the initiative had emerged in the following months. [8] [10] [3] Although there was concern that the initiative might not survive the upcoming elections and change of presidential administration, [3] Office of Science and Technology Policy director John Holdren in May 2016 expressed confidence that it would survive into the next administration regardless of who the next President would be. [11]

The strategic plan was released in July 2016, on the first anniversary of the initiative. [12] It was reported that the perceived delay in implementation was due to its expansiveness across many government agencies and that it was during a contentious election year. Workforce development was cited as a particularly thorny issue during a July 2016 NSCI workshop in Washington, D.C. [13] At the time the initiative was criticized for bringing existing programs, such as the Cancer Breakthroughs 2020, under a new umbrella initiative rather than starting new programs. [13] [14] In late 2016, the first exascale systems were expected to be operational by 2022. [15]

He was previously a senior appointee in the Biden administration from March 2021 to June 2022. He served as deputy assistant to the president for technology and national security, deputy director for national security in the White House Office of Science and Technology Policy and coordinator for technology and national security at the White House National Security Council.

<span class="mw-page-title-main">Intelligence Advanced Research Projects Activity</span> American government agency

The Intelligence Advanced Research Projects Activity (IARPA) is an organization within the Office of the Director of National Intelligence responsible for leading research to overcome difficult challenges relevant to the United States Intelligence Community. IARPA characterizes its mission as follows: "To envision and lead high-risk, high-payoff research that delivers innovative technology for future overwhelming intelligence advantage."

<span class="mw-page-title-main">PERCS</span>

PERCS is IBM's answer to DARPA's High Productivity Computing Systems (HPCS) initiative. The program resulted in commercial development and deployment of the Power 775, a supercomputer design with extremely high performance ratios in fabric and memory bandwidth, as well as very high performance density and power efficiency.

Exascale computing refers to computing systems capable of calculating at least "1018 IEEE 754 Double Precision (64-bit) operations (multiplications and/or additions) per second (exaFLOPS)"; it is a measure of supercomputer performance.

The Ken Kennedy Award, established in 2009 by the Association for Computing Machinery and the IEEE Computer Society in memory of Ken Kennedy, is awarded annually and recognizes substantial contributions to programmability and productivity in computing and substantial community service or mentoring contributions. The award includes a $5,000 honorarium and the award recipient will be announced at the ACM - IEEE Supercomputing Conference.

Dr. Subhash Saini is a senior computer scientist at NASA. He is a member of the Ames Research and Technology Council.

<span class="mw-page-title-main">Supercomputing in Europe</span> Overview of supercomputing in Europe

Several centers for supercomputing exist across Europe, and distributed access to them is coordinated by European initiatives to facilitate high-performance computing. One such initiative, the HPC Europa project, fits within the Distributed European Infrastructure for Supercomputing Applications (DEISA), which was formed in 2002 as a consortium of eleven supercomputing centers from seven European countries. Operating within the CORDIS framework, HPC Europa aims to provide access to supercomputers across Europe.

The Multiprogram Research Facility is a facility at the Oak Ridge National Laboratory in Oak Ridge, Tennessee. It is used by the U.S. National Security Agency (NSA) to design and build supercomputers for cryptanalysis and other classified projects. It houses the classified component program of the High Productivity Computing Systems (HPCS) project sponsored by the Defense Advanced Research Projects Agency (DARPA).

Omni-Path Architecture (OPA) is a high-performance communication architecture developed by Intel. It aims for low communication latency, low power consumption and a high throughput. It directly competes with InfiniBand. Intel planned to develop technology based on this architecture for exascale computing. The current owner of Omni-Path is Cornelis Networks.

<span class="mw-page-title-main">IEEE Rebooting Computing</span> Initiative to rethink the concept of computing

The Task Force on Rebooting Computing (TFRC), housed within IEEE Computer Society, is the new home for the IEEE Rebooting Computing Initiative. Founded in 2013 by the IEEE Future Directions Committee, Rebooting Computing has provided an international, interdisciplinary environment where experts from a wide variety of computer-related fields can come together to explore novel approaches to future computing. IEEE Rebooting Computing began as a global initiative launched by IEEE that proposes to rethink the concept of computing through a holistic look at all aspects of computing, from the device itself to the user interface. As part of its work, IEEE Rebooting Computing provides access to various resources like conferences and educational events, feature and scholarly articles, reports, and videos.

The European High-Performance Computing Joint Undertaking is a public-private partnership in High Performance Computing (HPC), enabling the pooling of European Union–level resources with the resources of participating EU Member States and participating associated states of the Horizon Europe and Digital Europe programmes, as well as private stakeholders. The Joint Undertaking has the twin stated aims of developing a pan-European supercomputing infrastructure, and supporting research and innovation activities. Located in Luxembourg City, Luxembourg, the Joint Undertaking started operating in November 2018 under the control of the European Commission and became autonomous in 2020.

<span class="mw-page-title-main">Ilkay Altintas</span> Turkish-American data and computer scientist (born 1977)

Ilkay Altintas is a Turkish-American data and computer scientist, and researcher in the domain of supercomputing and high-performance computing applications. Since 2015, Altintas has served as chief data science officer of the San Diego Supercomputer Center (SDSC), at the University of California, San Diego (UCSD), where she has also served as founder and director of the Workflows for Data Science Center of Excellence (WorDS) since 2014, as well as founder and director of the WIFIRE lab. Altintas is also the co-initiator of the Kepler scientific workflow system, an open-source platform that endows research scientists with the ability to readily collaborate, share, and design scientific workflows.

<span class="mw-page-title-main">Aurora (supercomputer)</span> US DOE supercomputer by Intel and Cray

Aurora is an exascale supercomputer that was sponsored by the United States Department of Energy (DOE) and designed by Intel and Cray for the Argonne National Laboratory. It has been the second fastest supercomputer in the world since 2023. It is expected that after optimizing its performance it will exceed 2 ExaFLOPS, making it the fastest computer ever.
