The Network Operations Command (Italian : Comando per le Operazioni in Rete, COR) is an Italian cyberwarfare Joint military unit. Until its merger with the Comando C4 Difesa in 2020, it was called Joint Cybernetic Operations Command (Italian : Comando Interforze Operazioni Cibernetiche, CIOC)
The project of an Italian cyber command, modelled on the United States Cyber Command was envisaged in the 2015 Defence White Paper. [2] The Joint Cybernetic Operations Command, established on 30 September 2017, [1] is intended to achieve initial operational capability by the end of 2018 [1] and full operational capability by 2019. [3] In 2020 CIOC was merged with Comando C4 Difesa and redenominated COR.
The Network Operations Command has tasks in the areas of information security, computer network operations, cyber warfare and cyber security. It is designed to be a force provider. [4]
According to the former CIOC Commander, Air Force Brigadier General Francesco Vestito, the Command has two operational focus: cyber-defence and cyber network-defence. The cyber defence is related to the static defence and protection of the network, carried out in cooperation with the rest Italian military, in order to ensure the integrity of the network and the availability of the data flows. The cyber network-defence is related to the ability to carry out the vulnerability assessment and penetration test, in order to provide a quick intervention. [1]
The Network Operations Command supports and protects military operations, conducts offensive operations, and functions as a coordinating body between the Italian Armed Forces and other Italian cyber security institutions.
According to Defence Undersecretary Gioacchino Alfano, the Command is intended to operate mainly in joint, inter-agency and NATO contexts, as well as in coordination with university and economic worlds. [5]
With regard to the domestic cyber security organization, the Department of Information Security has the leadership, via the Deputy Director responsible for cyber security; [1] the operational arms are the Joint Cybernetic Operations Command and the State Police CNAIPIC (Centro Anticrimine Informatico per la Protezione delle Infrastrutture Critiche, Critical Facilities Anti-Informatic Crime Protection Centre), [1] as well as the national CERT. [2] Some other Ministries are linked to the national CERT through their own cyber infrastructures.
The Command is directly dependent on the Chief of the Defence Staff of the Italian Armed Forces; in particular, it depends on the Deputy Commander for Operations. [4]

The Command is to recruit also personnel not part of the military. [9]
The operational unit handles the Cyber Operational Cells, which are the actual operational pawns; those cells are tasked to operate on the field under the field commander, who may employ them in order to achieve his or her operational goals. [4]
The Command was located near the military intelligence service Centro Intelligence Interforze in Castel Malnome near Rome, not far from Leonardo da Vinci–Fiumicino Airport. It is now located near the Forte Trionfale in Rome.
The Italian Special Forces include special forces units from several branches of the Italian Armed Forces: the Esercito Italiano (Army), the Marina Militare (Navy), the Aeronautica Militare and the Arma dei Carabinieri (Gendarmerie).
The 17th Raiders Wing is the Italian Air Force special forces unit. It is the youngest special force created in Italy. It is based in Furbara, near Rome and part of the Comando interforze per le Operazioni delle Forze Speciali. Until 8 April 2008 the unit was named Reparto Incursori Aeronautica Militare but with the expansion and evolution of the unit's assignments and its size, the name was changed to "17° Stormo Incursori".
The 3rd Special Operations Helicopter Regiment "Aldebaran" is an Italian Army regiment based at Viterbo Airport in Lazio. The regiment is part of the army aviation and assigned to the Airmobile Brigade "Friuli". The regiment supports the special forces and ranger regiments of the Army Special Forces Command.

The Army Special Forces Command in Pisa is a brigade-level command of the Italian Army, which is responsible for the training, preparation, doctrinal and procedural development, and the materiel acquisition of the army's special forces and special operation forces. Operationally the units of the Army Special Forces Command fall under the Joint Special Forces Operations Command. The command was activated on 19 September 2014 in Pisa.
The Engineer Command in Rome-Cecchignola commands the specialized engineer regiments of the Italian Army and it is tasked with training of all officers and troops destined for engineer units, as well as with both doctrinal and operational tasks.
The 32nd Signal Regiment is a national support signals regiment of the Italian Army based in Padua in Veneto and Turin in Piedmont. The unit was formed in 1953 as an operational signal battalion and assigned to the Signal Command of the Command Designated "3rd Army". In 1972, the Command Designated "3rd Army" was disbanded and the battalion was assigned to the V Territorial Military Command. In 1975, the battalion was transferred to the 5th Army Corps and named for the Valles Pass. The same year the battalion received its own flag. In 1992, the battalion was reorganized as a national support signal battalion and took over the tasks and personnel of the disbanded 42nd Signal Battalion "Pordoi". The same year the battalion lost its autonomy and entered the newly formed 32nd Signal Regiment. In 1998, the regiment received the Signal Battalion "Frejus" from the disbanded 41st Signal Regiment. Today the regiment is assigned to the army's Signal Command and operates the army's telecommunications network in Northern Italy. The regiment's anniversary falls, as for all signal units, on 20 June 1918, the day the Austro-Hungarian Army began its retreat across the Piave river during the Second Battle of the Piave River.

Comando Supremo was the highest command echelon of the Italian Armed Forces between June 1941 and May 1945. The Joint Operations Headquarters is the Italian joint operational command directly reporting to the Chief of the Defence Staff. This command exercises the planning, coordination and direction of the military operations of the Italian armed forces, and on joint and multinational exercises and all activities connected to them. Through the COVI, the Chief of the Defence Staff is able to exercise his functions as Operational Commander of the Armed Forces.
The Joint Special Forces Operations Headquarters is the joint command of the Italian Armed Forces charged with overseeing the various special operations units of the Italian Armed Forces. The command is part of the Joint Operations Command and is validated as NATO Component Command. COFS is headquartered at Centocelle Airport in Rome, Italy.
The 9th Cybernetic Security Regiment "Rombo" is a cyber warfare unit of the Italian Army based in Cecchignola in Rome. The regiment is part of the Signal Arm and assigned to the Tactical Intelligence Brigade. The regiment is tasked with performing cyber operations related to the defence of the Italian Army's IT networks and Command-and-Control systems, and with the protection of critical infrastructures, platforms and weapon systems.
