An NHS foundation trust is a semi-autonomous organisational unit within the National Health Service in England. They have a degree of independence from the Department of Health and Social Care. As of March 2019 there were 151 foundation trusts.

The hospital is managed by University Hospitals of North Midlands NHS Trust. County Hospital's Accident and Emergency unit is the only such facility in Stafford. Wards at County Hospital are numbered, with the exception of specialist units. The hospital changed its name on 1 November 2014 from Stafford Hospital to County Hospital as part of the dissolution of the Mid Staffordshire NHS Trust.
In July 2018 Burton Hospitals NHS Foundation Trust was part of a merger with Derby Hospitals NHS Foundation Trust, which created the University Hospitals of Derby and Burton NHS Foundation Trust and Burton Hospitals NHS Foundation Trust ceased to exist.

It runs Royal Stoke University Hospital, formerly run by the University Hospital of North Staffordshire NHS Trust and the County Hospital. It was formed after the dissolution of Mid Staffordshire NHS Foundation Trust. The trust is currently under the leadership of chair David Wakefield and chief executive Tracy Bullock.

Healthcare in Derbyshire was the responsibility of five clinical commissioning groups covering North Derbyshire, Southern Derbyshire, Erewash, Hardwick, and Tameside and Glossop. North Derbyshire, Southern Derbyshire, Erewash and Hardwick announced in November 2018 that they planned to merge.
