Northern Dimension Environmental Partnership (NDEP) tackles special issues arising from the northern environment: protection of waters (the Baltic Sea and the Barents Sea) and nuclear safety and such special issues as waste management and district heating projects. The NDEP was established in 2001. It seeks to strengthen funding and to channel it to important cross-border environmental projects in the Northern Dimension region.
The NDEP Support Fund was set up on the initiative of International Financial Institutions to support the partnership; contributors to the Fund are the European Commission, Belgium, Canada, Denmark, Finland, France, Germany, Netherlands, Norway, Russia, Sweden and the United Kingdom. Donor contributions to the NDEP Support Fund by 2013 totalled EUR 342 million, of which EUR 177 million had been allocated to environmental projects and EUR 165 million to nuclear safety projects.
The NDEP Support Fund is financing environmental and energy-efficiency projects in North-West Russia and Kaliningrad and nuclear waste projects especially in the Kola Peninsula. The most concrete example of the environmental projects is the construction of the St Petersburg Wastewater Treatment Plants, which mean that 98.4% of the wastewater discharges into the Gulf of Finland will be treated. Cooperation is active also with Belarus, which is one of the countries in the Baltic Sea catchment area. In the nuclear safety sector, projects include treatment of radioactive waste and safe storage of spent nuclear fuel.
Contributors to the NDEP are IFIs operating in the region, such as the European Bank for Reconstruction and Development (EBRD), the European Investment Bank (EIB) and the Nordic Investment Bank (NIB) and the Nordic Environment Finance Corporation (NEFCO).
The European Investment Bank (EIB) is the European Union's investment bank and is owned by the 27 member states. It is the largest multilateral financial institution in the world. The EIB finances and invests both through equity and debt solutions companies and projects that achieve the policy aims of the European Union through loans, equity and guarantees.
The Northern Dimension (ND) is a joint policy between four equal partners – the European Union, Russia, Norway and Iceland – regarding the cross-border and external policies geographically covering Northwest Russia, the Baltic Sea and the Arctic regions, including the Barents Region. The ND Policy was initiated in 1999 and renewed in 2006. The Northern Dimension addresses the specific challenges and opportunities arising in those regions and aims to strengthen dialogue and cooperation between the EU and its member states, the northern countries associated with the EU under the European Economic Area and Russia. A particular emphasis is placed on subsidiarity, and on ensuring the active participation of all stakeholders in the North, including regional organizations, local and regional authorities, the academic and business communities, and civil society.
Fortum Oyj is a Finnish state-owned energy company located in Espoo, Finland. It mainly focuses on the Nordic region. Fortum operates power plants, including co-generation plants, and generates and sells electricity and heat. The company also sells waste services such as recycling, reutilisation, final disposal solutions and soil remediation and environmental constructions services, and other energy-related services and products e.g. consultancy services for power plants and electric vehicle charging. Fortum is listed on the Nasdaq Helsinki stock exchange.
The Global Methane Initiative (GMI) is a voluntary, international partnership that brings together national governments, private sector entities, development banks, NGOs and other interested stakeholders in a collaborative effort to reduce methane gas emissions and advance methane recovery and use as a clean energy source. National governments are encouraged to join GMI as Partner Countries, while other non-State organizations may join GMI's extensive Project Network. As a public-private initiative, GMI creates an international platform to build capacity, development methane abatement strategies, engage in technology transfer, and remove political and economic barriers to project development for emissions reduction.
Water supply and sanitation (WSS) in the European Union (EU) is the responsibility of each member state, but in the 21st century union-wide policies have come into effect. Water resources are limited and supply and sanitation systems are under pressure from urbanisation and climate change. Indeed, the stakes are high as the European Environmental Agency found that one European out of ten already suffers a situation of water scarcity and the IEA measured the energy consumption of the water sector to be equivalent to 3,5% of the electricity consumption of the EU.
Water supply and sanitation in Indonesia is characterized by poor levels of access and service quality. More than 16 million people lack access to an at least basic water source and almost 33 million of the country's 275 million population has no access to at least basic sanitation. Only about 2% of people have access to sewerage in urban areas; this is one of the lowest in the world among middle-income countries. Water pollution is widespread on Bali and Java. Women in Jakarta report spending US$11 per month on boiling water, implying a significant burden for the poor.
The Nordic Environment Finance Corporation (Nefco) is an international finance institution. Nefco was established by the Nordic governments Denmark, Finland, Iceland, Norway and Sweden in 1990. In Eastern Europe, Nefco primarily finances municipal projects. Additionally, Nefco works with several green initiatives from the Arctic to Africa. Nefco is headquartered in Helsinki.
Tunisia has achieved the highest access rates to water supply and sanitation services among the Middle East and North Africa. As of 2011, access to safe drinking water became close to universal approaching 100% in urban areas and 90% in rural areas. Tunisia provides good quality drinking water throughout the year.
Water supply and sanitation in Jordan is characterized by severe water scarcity, which has been exacerbated by forced immigration as a result of the 1948 Arab–Israeli War, the Six-Day War in 1967, the Gulf War of 1990, the Iraq War of 2003 and the Syrian Civil War since 2011. Jordan is considered one of the ten most water scarce countries in the world. High population growth, the depletion of groundwater reserves and the impacts of climate change are likely to aggravate the situation in the future.
Drinking water supply and sanitation in Egypt directly impact the country's public health, industrial developments, and agriculture. Egypt's water and sanitation industry is characterized by both achievements and challenges. Among the achievements are an increase of piped water supply between 1998 and 2006 from 89% to 100% in urban areas and from 39% to 93% in rural areas despite rapid population growth; the elimination of open defecation in rural areas during the same period; and in general a relatively high level of investment in infrastructure. Access to an at least basic water source in Egypt is now practically universal with a rate of 98%. On the institutional side, the regulation and service provision have been separated to some extensions through the creation of a national Holding Company for Water and Wastewater in 2004, and of an economic regulator, the Egyptian Water Regulatory Agency (EWRA), in 2006. Despite these successes, many challenges remain. Only about one half of the population is connected to sanitary sewers. Because of this low sanitation coverage, about 50,000 children die each year because of diarrhea. Another challenge is low cost recovery due to water tariffs that are among the lowest in the world. This in turn requires government subsidies even for operating costs, a situation that has been aggravated by salary increases without tariff increases after the Arab Spring. Furthermore, poor operation of facilities, such as water and wastewater treatment plants, as well as limited government accountability and transparency, are also issues.
The Urban Waste Water Treatment Directive 1991 European Union directive concerning urban waste water "collection, treatment and discharge of urban waste water and the treatment and discharge of waste water from certain industrial sectors". It aims "to protect the environment from adverse effects of waste water discharges from cities and "certain industrial sectors". Council Directive 91/271/EEC on Urban Wastewater Treatment was adopted on 21 May 1991, amended by the Commission Directive 98/15/EC.
The LIFE programme is the European Union's funding instrument for the environment and climate action. The general objective of LIFE is to contribute to the implementation, updating and development of EU environmental and climate policy and legislation by co-financing projects with European added value. LIFE began in 1992 and to date there have been five phases of the programme. During this period, LIFE has co-financed some 4600 projects across the EU, with a total contribution of approximately 6.5 billion Euros to the protection of the environment and of climate. For the next phase of the programme (2021–2027) the European Commission proposed to raise the budget to 5.45 billion Euro.
In Russia, approximately 70 per cent of drinking water comes from surface water and 30 per cent from groundwater. In 2004, water supply systems had a total capacity of 90 million cubic metres a day. The average residential water use was 248 litres per capita per day. One quarter of the world's fresh surface and groundwater is located in Russia. The water utilities sector is one of the largest industries in Russia serving the entire Russian population.
Water supply and sanitation in Turkey is characterized by achievements and challenges. Over the past decades access to drinking water has become almost universal and access to adequate sanitation has also increased substantially. Autonomous utilities have been created in the 16 metropolitan cities of Turkey and cost recovery has been increased, thus providing the basis for the sustainability of service provision. Intermittent supply, which was common in many cities, has become less frequent. In 2004, 61% of the wastewater collected through sewers was being treated. In 2020 77% of water was used by agriculture, 10% by households and the rest by industry.
Water supply and sanitation in Lebanon is characterized by a number of achievements and challenges. The achievements include the reconstruction of infrastructure after the 1975–90 Civil War and the 2006 war with Israel, as well as the reform of the water and sanitation sector through a water law passed in 2000. The law created four Regional Water Establishments to consolidate numerous smaller utilities.
Nordic-Baltic Eight (NB8) is a regional co-operation format that includes Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway, and Sweden. Under NB8, regular meetings are held of the Baltic and Nordic countries' Prime Ministers, Speakers of Parliaments, Foreign Ministers, branch ministers, Secretaries of State and political directors of Foreign Ministries, as well as expert consultations where regional issues and current international topics are reviewed.
The water and sewer system of Bucharest, the capital of Romania with a population of 2.3 million, was privatized in 2000 through a 25-year concession to the French company Veolia. The impact of the concession is mixed. During the first years almost 3,000 employees were laid off and water bills increased four-fold. There were improvements in service quality and efficiency, but most of the improvements occurred before privatization and improvements in service quality since privatization are not well documented. Privatization placed the burden of financing the renewal of the infrastructure directly on water consumers rather than on taxpayers. The private water utility owned by Veolia, Apa Nova București, is considered one of the most profitable Romanian utilities.
Water supply and sanitation in Georgia is characterized by achievements and challenges. Among the achievements is the improvement of water services in the capital Tbilisi where the water supply is now continuous and of good quality, major improvements in the country's third-largest city Batumi on the Black Sea where the country's first modern wastewater treatment plant now is under operation, as well as a general increase in access to drinking water in the entire country. Water and sewer tariffs remain affordable, with the private water company Georgian Water and Power (GWP) serving the capital being financially viable and profitable, while the public water company serving most of the rest of the country remains financially weak. The improvements were achieved after the Rose Revolution of 2004 when the government decided to reform the sector and to invest in it after many years of neglect.
The Baltic Sea Parliamentary Conference (BSPC) was established in 1991 as a forum for political dialogue between parliamentarians from the Baltic Sea Region. BSPC aims at raising awareness and opinion on issues of current political interest and relevance for the Baltic Sea Region. It promotes and drives various initiatives and efforts to support a sustainable environmental, social and economic development of the Baltic Sea Region. It strives at enhancing the visibility of the Baltic Sea Region and its issues in a wider European context.
