Estimates of total oil reserves in Cuba are varied, and depend mainly on estimations of undiscovered offshore deposits in the North Cuba Basin. Proved crude oil reserves were 124 million barrels as of 2013. [1]

Cuba has three producing offshore oil fields within 5 km of its north coast. [2]

A 2004 partnership between Spanish oil company Repsol-YPF and Cuba's state oil company Cupet estimated Cuba's off-shore reserves to be able to ultimately produce between 4.6 and 9.3 billion barrels of crude oil. [3] Also in 2004, the U.S. Geological Survey estimated that the North Cuba Basin had a 95% probability of having at least 1.1 billion barrels, and a 5% chance of having 9.4 billion barrels; the most likely volume was 4.6 billion barrels of undiscovered oil. [4]

In October 2008, the Cuban government announced that its likely oil reserves were more than double that which was previously believed, and its total reserves were probably 20 billion barrels, mostly in the offshore. If the estimates are accurate, then Cuba would have one of the top 20 reserves in the world. [5]

By 2010 an active leasing program for blocks of the ocean floor north and west of Cuba was underway. No U.S. companies participated due to the United States embargo against Cuba. Private companies and state-owned firms, from Brazil, India, Norway, Russia, Spain, Venezuela, Vietnam took leases. Despite the areas leased being close to tourist areas in Florida and Cuba, Cuba does not have the equipment or expertise to handle a major oil spill. [6]

Petroleum exploration

In 2012, three deepwater (more than 300 meters of water) exploration wells were drilled by the Italian platform Scarabeo 9 (owned by Saipem, for different oil companies : one for Repsol was finished in May, [7] one for Petronas and Gazpromneft, finished in August, [8] and finally one for PdVSA, finished in late October. [9] None of the three found commercial quantity of oil or gas, which jeopardized Cuba's hope to find hydrocarbons to boost its economy, and prompted Repsol to relinquish its concessions in this country [10] The planned departure of the only deep-water drilling rig available in the fall of 2012 set the detailed exploration program necessary back for a period of years. There remain unexplored deep-water leases held by Vietnamese and Angolan firms and drilling was planned on a shallow-water prospect east of Havana by Zarubezhneft, a Russian company, using a Norwegian rig. The Bakken Formation is a rock unit from the Late Devonian to Early Mississippian age occupying about 200,000 square miles (520,000 km2) of the subsurface of the Williston Basin, underlying parts of Montana, North Dakota, Saskatchewan and Manitoba. The formation was initially described by geologist J.W. Nordquist in 1953. The formation is entirely in the subsurface, and has no surface outcrop. It is named after Henry Bakken, a farmer in Tioga, North Dakota, who owned the land where the formation was initially discovered while drilling for oil.

Proven oil reserves in the United States were 43.8 billion barrels of crude oil as of the end of 2018, excluding the Strategic Petroleum Reserve. The 2018 reserves represent the largest US proven reserves since 1972. The Energy Information Administration estimates US undiscovered, technically recoverable oil resources to be an additional 198 billion barrels.

Offshore oil and gas in the Gulf of Mexico is a major source of oil and natural gas in the United States. The western and central Gulf of Mexico, which includes offshore Texas, Louisiana, Mississippi, and Alabama, is one of the major petroleum-producing areas of the United States. Oil production from US federal waters in the Gulf of Mexico reached an all-time annual high of 1.65 million barrels per day in 2017. Oil production is expected to continue the upward trend in 2018 and 2019, based on ten new oil fields which are planned to start production in those years. According to the Energy Information Administration, "Gulf of Mexico federal offshore oil production accounts for 17% of total U.S. crude oil production and federal offshore natural gas production in the Gulf accounts for 5% of total U.S. dry production."

Libra oil field

Libra oil field is a large ultra-deepwater oil prospect located in the Santos Basin, about 230 kilometres (140 mi) off the coast of Rio de Janeiro, Brazil, north of Tupi field. Libra is in the process of being tested and may turn out to be the largest pre-salt find in the basin, ahead of the Tupi oil field, making the largest find since Cantarell Field in 1976. National Agency of Petroleum (ANP) officials are confident Libra will contain even more recoverable oil than Franco oil field.

Scarabeo 9 is a Frigstad D90-type ultra deepwater 6th generation semi-submersible drilling rig. It is owned and operated by Saipem. It was named by Anna Tatka, the wife of Pietro Franco Tali, CEO of Saipem. The vessel is registered in Nassau, Bahamas.

Providence Resources is an Irish oil and gas exploration company. It is listed on the London Stock Exchange and the Irish Stock Exchange. Its primary activities are the exploration and development of hydrocarbons offshore Ireland and the United Kingdom.
