Osvaldo Zavala Giler (born 1978/1979) [1] is an Ecuadorian jurist. He has been the registrar of the International Criminal Court (ICC) since 17 April 2023 and has a five-year mandate.
Zavala Giler was born as son of Osvaldo Zavala Egas. He is a grandson of Jorge Zavala. [1] Zavala Giler obtained an interest in criminal law and human rights from his grandfather,of whom he has stated was a large influence in his life. [1]
Zavala Giler obtained a bachelor's degree in social and political science at the Universidad Católica de Santiago de Guayaquil. He obtained a law degree at the same university. [2] From 2000 to 2003 he worked at the law firm of his grandfather in Ecuador. He started working there from the third year of university. During this time he also worked on cases before the Inter-American Commission on Human Rights. [1] [3] In 2004 he went to the Netherlands where he studied international criminal law at the University of Amsterdam. In October 2005 he started an internship at the Coalition for the International Criminal Court. [1] Between 2006 and 2010 he worked for the organization as a legal advisor,legal officer and liaison to the United Nations. [2]
In 2010 Zavala Giler started working as a special assistant to the registrar,then Silvana Arbia. He held this position until 2016 and also worked under Herman von Hebel. From 2016 to 2022 he was senior special assistant and thus also worked under Peter Lewis. From 2018 to 2019 Zavala Giler also functioned as Head of Office of the ICC's liaison office to the United Nations. From 2022 to 2023 he was head of the Budget Section of the ICC. [1] [2]
On 10 February 2023 he was elected Registrar by an absolute majority of the judges of the ICC in a secret ballot. [4] He was chosen among twelve candidates. [5] Zavala Giler was sworn in on 5 April 2023. On 17 April 2023 he started his five-year mandate,succeeding Peter Lewis. [2] [6] Being the fifth registrar,he is the first non-European registrar of the court. [7] Zavala Giler stated that his goal as registrar was to:"build the ICC as a model of modern public administration that ensures effectiveness and safeguards accountability" and he saw the court's legitimacy being continuously at stake as the largest challenge. [6]
In May 2023 Zavala Giler together with ICC President Piotr Hofmański met with Ukrainian President Volodymyr Zelenskyy,who praised the court for its work in relation to the International Criminal Court arrest warrants for Vladimir Putin and Maria Lvova-Belova. [8]
The International Criminal Court is an intergovernmental organization and international tribunal seated in The Hague,Netherlands. It is the first and only permanent international court with jurisdiction to prosecute individuals for the international crimes of genocide,crimes against humanity,war crimes and the crime of aggression. The ICC is distinct from the International Court of Justice,an organ of the United Nations that hears disputes between states.
The United States is not a state party to the Rome Statute of the International Criminal Court,which founded the International Criminal Court (ICC) in 2002.
The states parties to the Rome Statute of the International Criminal Court are those sovereign states that have ratified,or have otherwise become party to,the Rome Statute. The Rome Statute is the treaty that established the International Criminal Court,an international court that has jurisdiction over certain international crimes,including genocide,crimes against humanity,and war crimes that are committed by nationals of states parties or within the territory of states parties. States parties are legally obligated to co-operate with the Court when it requires,such as in arresting and transferring indicted persons or providing access to evidence and witnesses. States parties are entitled to participate and vote in proceedings of the Assembly of States Parties,which is the Court's governing body. Such proceedings include the election of such officials as judges and the Prosecutor,the approval of the Court's budget,and the adoption of amendments to the Rome Statute.
The eighteen judges of the International Criminal Court (ICC) are elected for nine-year terms by the member-countries of the court. Candidates must be nationals of those countries and they must "possess the qualifications required in their respective States for appointment to the highest judicial offices".

The International Criminal Court investigation in Ukraine or the Situation in Ukraine is an ongoing investigation by the Prosecutor of the International Criminal Court (ICC) into "any past and present allegations of war crimes,crimes against humanity or genocide committed on any part of the territory of Ukraine by any person" during the period starting "from 21 November 2013 onwards",on an "open-ended basis",covering the Revolution of Dignity,the Russo-Ukrainian War including the 2014 annexation of Crimea by Russia,the war in Donbas and the Russian invasion of Ukraine. The ICC prosecutor commenced these investigations on 2 March 2022,after receiving referrals for the situation in Ukraine from 39 ICC State Parties.
