The Outstanding Parliamentarian Award is an award given by the Indian Parliamentary Group to an outstanding sitting Member of the Indian Parliament for overall contribution in the Indian Parliament. It was instituted in 1995 by Shivraj Patil, who was the Speaker of Lok Sabha from 1991 to 1996. [1]

It has been observed that the award has been awarded in a pattern to senior leaders of major political parties. Questions have been raised on the need, seriousness and authenticity of the exercise to present the ‘Outstanding Parliamentarian Award’. [4]
The Parliament of India is the supreme legislative body of the Republic of India. It is a bicameral legislature composed of the Rajya Sabha and the Lok Sabha. The President of India, in their role as head of the legislature, has full powers to summon and prorogue either house of Parliament or to dissolve the Lok Sabha, but they can exercise these powers only upon the advice of the Prime Minister and their Union Council of Ministers.
The Indian Parliamentary Group is an autonomous body, membership of which is open to all current or former members of the Indian Parliament. Speaker of Lok Sabha is its ex-officio President. It was founded in 1949, following a Motion adopted by the Constituent Assembly on 16 August 1948.
Shashi Tharoor is an Indian former international civil servant, diplomat, bureaucrat, politician, a noted writer and public intellectual who has been serving as Member of Parliament for Thiruvananthapuram, Kerala, since 2009. He is the present Chairman of the Standing Committee on Chemicals and Fertilizers. He was formerly an Under-Secretary-General of the United Nations and unsuccessfully ran for the post of Secretary-General in 2006. Founder-Chairman of All India Professionals Congress, he formerly served as Chairman of the Parliamentary Standing Committee on External Affairs and on Informational Technology. He has about two dozen titles to his credit and was awarded by World Economic Forum as "Global Leader of Tomorrow".
Ghulam Nabi Azad is an Indian politician who served as Leader of Opposition in Rajya Sabha between 2014 and 2021. He also served as the Chief Minister of erstwhile state of Jammu and Kashmir from 2005 to 2008. On 26 September 2022, Azad announced his own political party as Democratic Progressive Azad Party. He is the chief patron cum founder of Democratic Progressive Azad Party.

Najma Akbar Ali Heptulla is an Indian politician. She was the Chancellor of Jamia Millia Islamia from 2017 to 2023, until Mufaddal Saifuddin was elected as new Chancellor on 14 March 2023. She was a six time member of the Rajya Sabha, the upper house of the Indian parliament, between 1980 and 2016, and Deputy Chairman of the Rajya Sabha for sixteen years when she was a member of Congress. Later she was nominated vice-president of Bharatiya Janata Party (BJP) in 2012, and was a minister from 2014-2016 as a member of BJP in Narendra Modi's first government. From 2016 to 2021, she served as the 16th Governor of Manipur.
Acharya Gogineni Ranga Nayukulu, also known as N. G. Ranga, was an Indian freedom fighter, classical liberal, parliamentarian and farmers' leader. He was the founding president of the Swatantra Party, and an exponent of the peasant philosophy. He received the Padma Vibhushan award for his contributions to the Peasant Movement. N.G. Ranga served in the Indian Parliament for six decades, from 1930 to 1991.
Deepender Singh Hooda is an Indian politician and four-term MP from the Indian National Congress, who is the current Member of Parliament, Rajya Sabha representing Haryana. He also served three terms as Member of Parliament in Lok Sabha from Rohtak (2005–2019). He is a special invitee to the Congress Working Committee, the highest decision making body of the Indian National Congress.

Bhartruhari Mahtab is an Indian politician, the son of Late Shri Dr. Harekrushna Mahatab. He is a member of the Biju Janata Dal (BJD) political party. He was elected to the 12th Lok Sabha in 1998 from Cuttack constituency in Odisha. He was re-elected to the Lok Sabha in 1999, 2004, 2009, 2014 and 2019 from the same constituency. He received the Outstanding Parliamentarian Award 2017. He is also the recipient of Sansad Ratna Award 2017, 2018, 2019 and 2020 for his outstanding performance in 'Debates'.
Indrajit Gupta was an Indian politician who belonged to the Communist Party of India (CPI). From 1996 to 1998, he served as Union Home Minister in the United Front governments of prime ministers H. D. Deve Gowda and I. K. Gujral. That was a dramatic reversal of roles, as the home ministry had, since independence in 1947, banned the CPI thrice, with many of its members, including Gupta, being sent to prison or pushed underground for long stretches. He was the longest-serving member having been elected eleven times to the Lok Sabha the lower house of Indian Parliament. He suffered his only electoral reverse when he lost to Ashok Krishna Dutt in 1977 after the CPI supported Emergency.
Bijoy Krishna Handique was an Indian politician who was a member of the 15th Lok Sabha of India. He represented the Jorhat constituency of Assam and was a member of the Indian National Congress (INC) political party. He was the only son of Krishna Kanta Handique, a renowned Indologist. Handique was a senior Member of Parliament from the North Eastern Region and represented the Jorhat Lok Sabha, Assam for six consecutive terms since 1991 to 2009. He also served as a Rajya Sabha member from 1980 to 1986. He had been elected to the Assam State Assembly in 1972 from the Jorhat constituency.
Surendrajeet Singh Ahluwalia is an Indian politician of the Bharatiya Janata Party (BJP), and a senior Member of Parliament in his 32nd year as a Parliamentarian.
Vijay Jawaharlal Darda is a politician from Indian National Congress party, and a Member of the Parliament of India representing Maharashtra in the Rajya Sabha since 1998, having been elected for three consecutive terms into the upper house of the Indian Parliament. He is the chairman of the Lokmat Media Group. He is also the President of the Akhil Bhartiya Sakal Jain Samaj. Darda was President of the Indian Newspaper Society, New Delhi from 1997 to 1998. He continues to be a member of its executive committee.
Dinesh Trivedi is an Indian politician. He was a Member of Parliament in Rajya Sabha from West Bengal and a former Member of Parliament, Lok Sabha (2009–2019) representing Barrackpore constituency of West Bengal. Prior to that he was Member of Parliament, Rajya Sabha for two separate terms. He is the former Union Minister for Railways and the former Union Minister of State for Health and Family Welfare under Manmohan Singh's cabinet.

Hukmdev Narayan Yadav is a politician from Bihar, who has been Union Minister of Cabinet Textile and food processing He is the recipient of Padma Bhushan India's third highest civilian award. He represented the Madhubani constituency of Bihar 1977, 1999, 2009, 2014 and 1989 from Sitamarhi loksabha constituency. He was with Socialist Party in 1960s and various faces of Janata Dal and its off-shoots in 1980s, but later he joined Bharatiya Janata Party. Yadav is known for his fiery speeches in the parliament. In August 2018, Yadav was recipient of Outstanding Parliamentarian Award for 2014-2017 period and was felicitated at an event at the central hall of Parliament.
Meenakshi Lekhi is an Indian politician and the current Minister of State for External Affairs and Culture of India from 7 July 2021. She is a Member of Parliament from New Delhi Parliamentary constituency in the 16th and 17th Lok Sabha from the Bharatiya Janata Party. She is also a lawyer in the Supreme Court of India.
Kirit Premjibhai Solanki is an Indian Politician and medical practitioner who has been elected Member of Parliament of India for three consecutive terms. He represents the Ahmedabad West constituency of Gujarat and is a member of the Bharatiya Janata Party political party. Currently, he has been appointed as the chairman of the Parliamentary Committee on the Welfare of Scheduled Castes and Scheduled Tribes. He is also part of the panel of chairpersons who preside over the House in the absence of the Speaker and the Deputy Speaker. He is one of the most active members in the parliament and had nearly 100% attendance in the 15th and 16th Lok Sabha. He has been awarded the Shreshth Sansad Award consecutively twice in 2018 and 2019 for his active work in the parliament and constituency.
