Owens Brown is an American politician and activist who served as a member of the West Virginia Senate from the 1st district from 2021 to 2022. He was appointed in September 2021,succeeding incumbent Democrat William Ihlenfeld,who retired to become the U.S. Attorney for the Northern District of West Virginia. [1] [2] Upon his appointment,Brown became the first African American man to serve in the West Virginia Senate. [3] In 2022,Brown lost in a primary election to delegate Randy Swartzmiller,who lost in the general election to Laura Chapman by more than 20%. [4]
Brown also became just the second Black member in the Senate after Marie Redd.
Brown lives in Wheeling,West Virginia. [1] Brown currently serves as the president of the West Virginia NAACP,a position he has held since 2015. [1] Prior to his appointment,Brown worked for nearly 30 years as an organization development specialist for the West Virginia Education Association,and served as the human and civil rights coordinator.
Brown holds a master’s degree in agency counseling from West Virginia University,a bachelor’s degree in psychology from West Liberty University and an associate’s degree in electro/mechanical engineering from Belmont Technical College. [5]
Edna Brown was an American politician,member of the Democratic Party and Minority Whip of the Ohio Senate,serving the 11th District from 2011 to 2018. She also served in the Ohio House of Representatives from 2001 to 2010.

James Lindsay Almond Jr. was an American lawyer,state and federal judge and Democratic party politician. His political offices included as a member of the U.S. House of Representatives from Virginia's 6th congressional district (1946-1948),26th Attorney General of Virginia (1948-1957) and the 58th Governor of Virginia (1958-1962). As a member of the Byrd Organization,Almond initially supported massive resistance to the integration of public schools following the United States Supreme Court decisions in Brown v. Board of Education,but when Virginia and federal courts ruled segregation unconstitutional,Almond worked with the legislature to end massive resistance.
Kweisi Mfume is an American politician who is the U.S. representative for Maryland's 7th congressional district,first serving from 1987 to 1996 and again since 2020. A member of the Democratic Party,Mfume first left his seat to become the president and CEO of the National Association for the Advancement of Colored People (NAACP),a position he held from 1996 to 2004. In 2006,he ran for the U.S. Senate seat being vacated by Paul Sarbanes,losing the Democratic primary to the eventual winner,Ben Cardin. Mfume returned to his former House seat in 2020 after it was left vacant by the death of Elijah Cummings.

Yvonne Bond Miller was a Virginia educator and American politician who became the first African-American woman to serve in both houses of the Virginia General Assembly. A Democrat,in 1983 Miller became the first African-American woman elected to the state house,where she served for four years before winning election to the state Senate,where she consistently won re-election until her death in office. Miller taught in the Norfolk Public schools,and later taught early and childhood education at one of her alma maters,which had become Norfolk State University during her lifetime.
Henry Leander Marsh III is an American civil rights lawyer and politician. A Democrat,Marsh was elected by the city council as the first African-American mayor of Richmond,Virginia in 1977. He was elected to the Senate of Virginia in 1991,and resigned from his seat in 2014. Marsh represented the 16th district,consisting of the city of Petersburg,Dinwiddie County,and parts of the city of Richmond,and Chesterfield and Prince George counties. Marsh is now a commissioner on the Virginia Department of the Alcoholic Beverage Control Board,a position to which he received appointment from Governor Terry McAuliffe promptly after his departure from the Senate in 2014.

Earl Abbath Fitzpatrick was a Virginia lawyer and member of the Virginia General Assembly representing Roanoke between 1940 and 1959,first as a delegate and then as a state Senator. A lieutenant in the Byrd Organization,Fitzpatrick was active in the Massive Resistance to racial integration vowed by U.S. Senator Harry F. Byrd after the U.S. Supreme Court decisions in Brown v. Board of Education. He introduced much of the segregationist legislation and was vice-chairman of the Boatwright Committee which investigated the NAACP for litigating on behalf of civil rights,before being defeated in the 1959 Democratic primary.

The 2022 West Virginia House of Delegates election was held on November 8,2022,electing all 100 members of the chamber. This coincided with the election of 17 of West Virginia's 34 state senators,and the election of West Virginia's two U.S. representatives. Primary elections were held on May 10,2022. Due to redistricting,this was the first House of Delegates election in which all members were elected from single member districts,with West Virginia following a trend of states phasing out multi-member districts in recent decades.
Leon Parker Miller was an American lawyer,politician,and judge,in the U.S. state of West Virginia. Miller served as U.S. Attorney for the District of the Virgin Islands from 1954 to 1962. He was appointed the first African-American judge in West Virginia in April 1968,and became the state's first elected African-American judge in November 1968.
