Belmont County is a county in the U.S. state of Ohio. As of the 2020 United States census, the population was 66,497. Its county seat is St. Clairsville, while its largest city is Martins Ferry. The county was created on September 7, 1801, and organized on November 7, 1801. It takes its name from the French for "beautiful mountain".

Sargus Juvenile Detention Center is one of seven juvenile detention centers in the U.S. state of Ohio. Named after Judge Edmund A. Sargus, a former juvenile court judge of Belmont County, it is located just outside St. Clairsville, Ohio. The rated bed capacity is 17, but up to 24 youths are detained in the facility on any given day. It was established in 1973.

Some of his most productive years were spent as a member of the Yost and Packard partnership with Frank Packard. Later in his career he joined Albert D'Oench at the New York City based firm D'Oench & Yost. A number of his works are listed for their architecture in the U.S. National Register of Historic Places (NRHP).
Eastern Gateway Community College is a public community college with its main campus in Steubenville, Ohio, and a second campus in Youngstown. Although the college is accredited by the Higher Learning Commission, its accreditor placed the college on probation in 2021 for concerns about "assessment, HR record keeping and data collection and analysis."
