Oxford Policy Management (OPM) is an international development consulting firm which aims to help low- and middle-income countries achieve growth and reduce poverty and disadvantage through public policy reform.

The company works with donor organisations (which have included UNICEF and the World Bank), governments and NGOs focusing on areas such as economic development, health, education, climate change and social welfare, with a strong focus on research.

OPM is headquartered in Oxford, UK, and has several hundred staff and a global network of offices.

History

Born out of the University of Oxford in 1979, when it was originally known as the Food Supply Analysis Group, OPM initially focused on applied research to help solve the food security problems of Eastern and Southern Africa. Five years later it became the Food Studies Group, addressing both the supply and demand sides of public services, supported by statistics and survey capabilities.

In 1996 Oxford Policy Management was established as a limited company, separate from the University of Oxford. The company was owned half by staff and half by investors, former employees and friends of OPM, as it is today. In 2007 OPM set up its first international office in Islamabad, Pakistan, led by Pakistani nationals, and by the mid-2010s it had offices across Africa and Asia.

The World Food Programme (WFP) is the food-assistance branch of the United Nations. It is the world's largest humanitarian organization focused on hunger and food security, and the largest provider of school meals. Founded in 1961, it is headquartered in Rome and has offices in 80 countries. As of 2020, it served 115.5 million people in 80-plus countries, the largest since 2012.

Climate change adaptation Process of adjusting to effects of climate change

Climate change adaptation is the process of adjusting to current or expected effects of climate change. It is one of the ways to respond to climate change, along with mitigation. For humans, adaptation aims to moderate or avoid harm, and exploit opportunities; for natural systems, humans may intervene to help adjustment. Adaptation actions can be either incremental or transformative. The need for adaptation varies from place to place, depending on the sensitivity and vulnerability to environmental impacts.

The Regional Cancer Centre (RCC) at Thiruvananthapuram is a cancer care hospital and research centre. RCC was established in 1981 by the Government of Kerala and the Government of India. It is located in the Thiruvananthapuram Medical College campus in Thiruvananthapuram, the capital city of the state of Kerala. It was established as an expansion of the Radiation Therapy / Radiotherapy department of Medical College Trivandrum. It is a tertiary care center for the managements of all types of cancers. Potsdam Institute for Climate Impact Research German research institute

The Potsdam Institute for Climate Impact Research is a German government-funded research institute addressing crucial scientific questions in the fields of global change, climate impacts, and sustainable development. Ranked among the top environmental think tanks worldwide, it is one of the leading research institutions and part of a global network of scientific and academic institutions working on questions of global environmental change. It is a member of the Leibniz Association, whose institutions perform research on subjects of high relevance to society.

Water security Concept whereby productive potential of water is harnessed and its destructive impact is limited

Water security is a policy goal that describes the fundamental societal goal of water policy and water management whereby the productive potential of water is harnessed and its destructive impact is limited. Water has productive contributions to human and ecosystems’ well-being, livelihoods and development. It can also have destructive impacts on societies and ecosystems when there is too much water (flood), too little water or poor quality (polluted) water. A widely accepted definition of water security is: "Water security is the reliable availability of an acceptable quantity and quality of water for health, livelihoods and production, coupled with an acceptable level of water-related risks". Improving water security, by better managing water resources, is a key factor to achieve growth, sustainable development and poverty reduction. The main three factors that determine a society's ability to sustain water security include: hydrologic environment, socio-economic environment and changes in the future environment. Water security is critical for meeting the Sustainable Development Goals (SDGs) because most SDGs cannot be met without access to adequate and safe water.

The Institute of Occupational Medicine (IOM) was founded in 1969 by the National Coal Board (NCB) as an independent charity in the UK and retains this charitable purpose and status today. The "Institute" has a subsidiary, IOM Consulting Limited, which became fully independent in 1990 and now celebrates its 25th year within the IOM Group as an independent consultancy and also the commercial part of the IOM organization. It specializes in asbestos surveys and services, occupational hygiene services, nanotechnology safety, laboratory analysis and expert witness consulting services. IOM is therefore one of the UK's major independent "not for profit" centres of scientific excellence in the fields of environmental health, occupational hygiene and occupational safety. Its mission is to benefit those at work and in the community by providing quality research, consultancy, surveys, analysis and training and by maintaining an independent, impartial position as an international centre of excellence.

Rural poverty refers to poverty in rural areas, including factors of rural society, rural economy, and political systems that give rise to the poverty found there. Rural areas, because of their spread-out populations, typically have less well maintained infrastructure and a harder time accessing markets, which tend to be concentrated in population centers. Rural communities also face disadvantages in terms of legal and social protections, with women and marginalized communities frequently having hard times accessing land, education and other support systems that help with economic development. Several policies have been tested in both developing and developed economies, including rural electrification and access to other technologies such as internet, gender parity, and improved access to credit and income.

TARKI Social Research Institute is an independent research centre located in Budapest, Hungary. TARKI conducts applied socioeconomic research in social stratification, labour markets, income distribution, intergenerational transfers, tax-benefit systems, consumption and lifestyle patterns and attitudes in Hungary and, in the majority of its projects, in Europe. TARKI is closely embedded in international collaborations with major European academic partners in various research projects. Senior staff at TARKI all have PhDs with substantive and methodological interests and many hold professorial appointments at major universities. TARKI has its own fieldwork apparatus, capable of carrying out regular empirical surveys on social structure and on attitudes and of managing large scale international research. Climate change and poverty Correlation of disproportionate impacts of climate on impoverished people

Climate change and poverty are deeply intertwined because climate change disproportionally affects poor people in low-income communities and developing countries around the world. Those in poverty have a higher chance of experiencing the ill-effects of climate change due to the increased exposure and vulnerability. Vulnerability represents the degree to which a system is susceptible to, or unable to cope with, adverse effects of climate change including climate variability and extremes.

Climate change in Bangladesh Emissions, impacts and responses of Bangladesh related to climate change

Climate change in Bangladesh is a critical issue as the country is one of the most vulnerable to the effects of climate change. In the 2020 edition of Germanwatch's Climate Risk Index, it ranked seventh in the list of countries most affected by climate calamities during the period 1999–2018. Bangladesh's vulnerability to climate change impacts is due to a combination of geographical factors, such as its flat, low-lying, and delta-exposed topography, and socio-economic factors, including its high population density, levels of poverty, and dependence on agriculture.

Climate change in Africa Emissions, impacts and responses of the African continent related to climate change

Climate change in Africa is an increasingly serious threat in Africa which is among the most vulnerable continents to the effects of climate change. This vulnerability is driven by a range of factors that include weak adaptive capacity, high dependence on ecosystem goods for livelihoods, and less developed agricultural production systems. The risks of climate change on agricultural production, food security, water resources and ecosystem services will likely have increasingly severe consequences on lives and sustainable development prospects in Africa. With high confidence, it was projected by the IPCC in 2007 that in many African countries and regions, agricultural production and food security would probably be severely compromised by climate change and climate variability. Managing this risk requires an integration of mitigation and adaptation strategies in the management of ecosystem goods and services, and the agriculture production systems in Africa.

Climate change and gender

Climate change and gender is a way to interpret the disparate impacts of climate change on men and women, based on the social construction of gender roles and relations. Climate change increases gender inequality, reduces women's ability to be financially independent, and has an overall negative impact on the social and political rights of women, especially in economies that are heavily based on agriculture. In many cases, gender inequality means that women are more vulnerable to the negative effects of climate change. This is due to gender roles, particularly in the developing world, which means that women are often dependent on the natural environment for subsistence and income. By further limiting women's already constrained access to physical, social, political, and fiscal resources, climate change often burdens women more than men and can magnify existing gender inequality.

Sustainable Development Goal 1 First of 17 Sustainable Development Goals to end poverty everywhere

Sustainable Development Goal 1, one of the 17 Sustainable Development Goals established by the United Nations in 2015, calls for the end of poverty in all forms. The official wording is: "No Poverty". Member countries have pledged to "Leave No One Behind": underlying the goal is a "powerful commitment to leave no one behind and to reach those farthest behind first". SDG 1 aims to eradicate every form of extreme poverty including the lack of food, clean drinking water, and sanitation. Achieving this goal includes finding solutions to new threats caused by climate change and conflict. SDG 1 focuses not just on people living in poverty, but also on the services people rely on and social policy that either promotes or prevents poverty.

Climate change and cities are deeply connected. Cites are one of the greatest contributors and likely best opportunities for addressing climate change. Cities are also one of the most vulnerable parts of the human society to the effects of climate change, and likely one of the most important solutions for reducing the environmental impact of humans. More than half of the world's population is in cities, consuming a large portion of food and goods produced outside of cities. The UN projects that 68% of the world population will live in urban areas by 2050. Hence, cities have a significant influence on construction and transportation—two of the key contributors to global warming emissions. Moreover, because of processes that create climate conflict and climate refugees, city areas are expected to grow during the next several decades, stressing infrastructure and concentrating more impoverished peoples in cities.

Climate change vulnerability Assessment of relative vulnerability to climate change and its effects

Climate change vulnerability is defined as the "propensity or predisposition to be adversely affected" by climate change. It can apply to humans but also to natural systems (ecosystems). Human and ecosystem vulnerability are interdependent. Climate change vulnerability encompasses "a variety of concepts and elements, including sensitivity or susceptibility to harm and lack of capacity to cope and adapt". Vulnerability is a component of climate risk. Vulnerability differs within communities and across societies, regions and countries, and can change over time. Approximately 3.3 to 3.6 billion people live in contexts that are highly vulnerable to climate change in 2021.

Disability and climate change

Climate change has a disproportionate effect on individuals with disabilities, both directly and indirectly. Individuals with disabilities are more likely to experience greater effects of climate change on humans when compared to those without disabilities. Despite this, and despite the fact that disabled people make up more than 15% of the global population, they have had minimal input and involvement in the decision-making process surrounding responses to climate change. Typically, disabled people are the most likely to be negatively affected by any form of emergency, whether it be an immediate emergency like a flood or tornado or a gradual emergency like rising sea levels, due to a lack of access to emergency resources and the difficulties imposed by limited mobility. Disabled people are also more adversely affected by climate change because a disproportionate number of disabled people live in poverty, and people who live in poverty are inherently more at risk due to climate change.

Agrifood systems

Agrifood systems encompass the primary production of food and non-food agricultural products, as well as in food storage, aggregation, post-harvest handling, transportation, processing, distribution, marketing, disposal and consumption. Within agrifood systems, food systems comprise all food products that originate from crop and livestock production, forestry, fisheries and aquaculture, and from other sources such as synthetic biology, and that are intended for human consumption.
