Patricia Breckenridge (born October 14,1953) [1] is a former judge of the Supreme Court of Missouri. [2] She was first appointed to the court in 2007 and served as chief justice from July 1,2015,to June 30,2017. [2] Breckenridge was the fourth woman to be appointed to the high court. [2]
During her tenure as chief justice,Breckenridge led the court to establish the committee on practice and procedures in municipal division cases,the task force on criminal justice,the commission on racial and ethnic fairness,the commission on civil justice reform,and the partnership for child safety and well-being. [3] [4] She also led the adoption of uniform standards for Missouri juvenile officers. [2]
Breckenridge served on all of these committees as well as the family court committee and numerous other state and national committees. [2] Breckenridge is also a member of several professional organizations including the Missouri Bar,the American Bar Association,and the National Association of Woman Judges. [2]
Breckenridge was selected as the 2017 Woman of the Year by Missouri Lawyers Media which praised her commitment to the integrity of the justice system and the reform of its shortcomings. [5] In 2019,Breckenridge was recognized by the National Center for State Courts by receiving the Distinguished Service Award for appellate judges. [2] In 2020,she was awarded a Theodore McMillian Judicial Excellence Award from The Missouri Bar,for setting an example of judicial excellence;leading the advancement of justice;providing outstanding public and community service to the people of Missouri;demonstrating the highest character,integrity,and honor;and inspiring other members of the judiciary to similar noble purpose. Breckenridge was born in Nevada,Missouri, [3] and received her undergraduate (BS in agricultural economics with honors) and law degrees from the University of Missouri. [2] After working at a Nevada law firm for four years,in 1982 Breckenridge was appointed as an associate circuit judge in Vernon County,Missouri. [2] She was subsequently elected to the position three times. [2] She was then elevated to the Missouri Court of Appeals in 1990,and she was retained twice in general elections. [2]
Breckenridge was retained in office as a Supreme Court judge in 2008 by 73 percent of Missouri voters [6] after the Missouri Bar statewide judicial performance review committee recommended she be retained. [7] The committee noted her opinions were “well-reasoned and organized,clearly written,and closely adhere to precedent as well as constitutional and statutory law.” [7] In 2020,the judicial performance review committee stated Breckenridge “substantially meets”overall judicial performance standards [8] after a survey of Missouri lawyers gave her ratings between 4.29 and 4.82 on a five-point scale for all fourteen qualities surveyed. The Missouri Plan is a method for the selection of judges. It originated in Missouri in 1940 and has been adopted by many states of the United States. Similar methods are used in some other countries.
The Supreme Court of Missouri is the highest court in the state of Missouri. It was established in 1820 and is located at 207 West High Street in Jefferson City,Missouri. Missouri voters have approved changes in the state's constitution to give the Supreme Court exclusive jurisdiction –the sole legal power to hear –over five types of cases on appeal. Shirley Schlanger Abrahamson was the 25th chief justice of the Wisconsin Supreme Court. An American lawyer and jurist,she was appointed to the court in 1976 by Governor Patrick Lucey,becoming the first female justice to serve on Wisconsin's highest court. She became the court's first female chief justice on August 1,1996,and served in that capacity until April 29,2015. In all,she served on the court for 43 years (1976–2019),making her the longest-serving justice in the history of the Wisconsin Supreme Court.
Dana Anderson Fabe is an American lawyer,retired judge,and mediator. She served as a justice of the Alaska Supreme Court from 1996 to 2016,including three terms as the court's chief justice. She previously served as an Alaska trial court judge for nearly eight years,from 1988 to 1996. Fabe was the first woman appointed to the Alaska Supreme Court,as well as its first female chief justice.

Sara Rosalie Wahl was an American feminist,lawyer,public defender,clinical law professor,and judge and the first woman to serve on the Minnesota Supreme Court where she served for seventeen years. Governor Perpich nominated Wahl to the Minnesota Supreme Court in 1977 and Wahl won the election to the seat in a non-partisan election in 1978,defeating three male candidates. She chaired the state's Gender Bias Taskforce and Racial Bias Taskforce and led the American Bar Association's efforts to establish clinical legal education. She was a champion for the mentally ill and for displaced homemakers. She wrote 549 opinions including for the majority in holding that different penalties for crack and powder cocaine were unconstitutional in State v. Russell .
Penny J. White is an American attorney and former judge who served as a judge on Tennessee’s First Judicial Circuit,as a judge for the Tennessee Court of Criminal Appeals,and as a justice on the Tennessee Supreme Court. Former Justice White was the second woman to serve on the Tennessee Supreme Court. White was removed from office in a judicial retention election in 1996 as the only justice to lose a retention election in Tennessee under the Tennessee Plan. After her time in the judiciary,White served as a professor at the University of Tennessee College of Law until her retirement in 2022.
