Patrick Amoah-Ntim (born September 28,1941,in Accra) is a retired Ghanaian lawyer and diplomat. He served as Ghana's ambassador to Serbia and Montenegro from 2001 to 2005 with accreditation from 22 April 2004 to Romania and Bulgaria.
Amoah-Ntim was born in Accra on 28 September 1941. After attending the Accra Academy,he studied Political Science at the University of Ghana graduating in 1967 with a Bachelor's degree. He then continued his studies at the Ghana Institute of Management and Public Administration (GIMPA),and the University of Ghana prior to enrolling at the Ghana School of Law where he obtained his barrister-at-law certificate in 1973. Amoah-Ntim served as deputy prosecutor for the Attorney General's Office. He entered the foreign service of Ghana and then worked as an embassy secretary. From 1972 to 1977 he was a second class legation secretary on the mission at UN Headquarters in New York City and from 1977 until 1980,a first class legation secretary in Washington,DC [2]
From August 14,1993,to 1995,Amoah-Ntim was an envoy to the Ghanaian mission in Brussels and represented Ghana in the ACP Group in the negotiations on the 4th LoméConvention. [3] In addition,he represented Ghana in negotiations with the Committee of the Cocoa-Producing Countries with the European Union Commission against the use of 5% other fats in chocolate production.
In 1996 Amoah-Ntim was an envoy to the Ghanaian High Commissioner in London and represented Ghana in the Quadripartite Treaty on Cross-border Crime with Togo,Nigeria and Ghana. From October 2001 to 2005 he was Ghana's ambassador to Serbia and Montenegro and from 22 April 2004 he was also accredited to Romania and Bulgaria. He is the patron of the Obosomase Welfare Association in London. [1]

An envoy extraordinary and minister plenipotentiary,usually known as a minister,was a diplomatic head of mission who was ranked below ambassador. A diplomatic mission headed by an envoy was known as a legation rather than an embassy. Under the system of diplomatic ranks established by the Congress of Vienna (1815),an envoy was a diplomat of the second class who had plenipotentiary powers,i.e.,full authority to represent the government. However,envoys did not serve as the personal representative of their country's head of state. Until the first decades of the 20th century,most diplomatic missions were legations headed by diplomats of the envoy rank. Ambassadors were only exchanged between great powers,close allies,and related monarchies.
Ray Atherton was a career United States diplomat,who served as Ambassador to Greece,Bulgaria,and Denmark. He also served the role of Head of Mission as Envoy Extraordinary and Minister Plenipotentiary (Canada) (1943–48). Whilst in his last post,his role was reclassified and he became the first United States Ambassador to Canada. As Head of the State Department's Division of European Affairs he received notification from the German Embassy of their declaration of war on December 11,1941.
The Ghana Institute of Management and Public Administration (GIMPA) is a public co-educational university spread over four campuses and made up of six schools,ten research centers located at Greenhill in Accra,Ghana. The location of GIMPA,Greenhill,was named by Nicholas T. Clerk who served as the Rector of the Institute from 1977 to 1982. The name,"Greenhill",is a reference to the lush greenery and hilly topography of the main campus,as well as its location in Legon which was historically on the periphery of the Ghanaian capital,Accra. Together with 200 state institutions,GIMPA successfully participated in a Public Sector Reform Programme under the auspices of the World Bank and became a self-financing institution as part of the National Institutional Reform Programme in 2001. It was established as a public university by an Act of Parliament in 2004. The institute was established in 1961 by the Government of Ghana with assistance from the United Nations Special Fund Project and was initially called the Institute of Public Administration,intended as a specialist training graduate school for civil servants in Ghana. Today,GIMPA offers bachelor's,master's and executive master's degree programmes in business administration,entrepreneurship,law,public administration,development management,governance,leadership and technology.
