Paul J. Morrison (born June 1,1954) is an American lawyer and former Attorney General of Kansas. Morrison attended Washburn University and Washburn School of Law,graduating in 1980. While at Washburn,he was a member of the Kansas Beta chapter of Phi Delta Theta.
Morrison was sworn in as the 42nd Kansas Attorney General following a 26-year career in law enforcement. [2] He previously served as the District Attorney for Johnson County,Kansas,from 1990 until January 2007. In 2005,Morrison switched from the Republican to the Democratic Party and announced he would challenge Republican Phill Kline in 2006 for Attorney General. On November 7,2006,Morrison defeated Kline with 58% of the vote. [3] Morrison took office on January 8,2007. [4] Kline succeeded Morrison as Johnson County District Attorney. On December 14,2007,in the midst of a scandal involving a former employee while he was Johnson County District Attorney,Morrison announced his resignation effective January 31,2008.
During his term,Attorney General Paul Morrison made domestic violence, [5] victim services,and cyber crime [6] a priority,re-organizing the office and providing new resources to fight these important crimes. A career prosecutor,Morrison has personally argued nearly 100 jury trials including the complex murder cases of notorious serial killers Richard Grissom and John Edward Robinson. Morrison continued to personally prosecute cases as Kansas Attorney General.
In December 2007 allegations surfaced that Morrison had an extramarital affair with an office administrator,Linda Carter,in the district attorney's office,that continued after he was elected Attorney General. Carter filed a sexual harassment claim with the EEOC,alleging that Morrison pressured her to obtain sensitive information about Kline and several pending investigations at the district attorney's office. Morrison admitted to the infidelity,but denies any impropriety,sexual harassment,pressure to obtain sensitive information,or undue influence the course of an investigation. [7]
Morrison announced his resignation on December 14,stating that his tenure would end on January 31,2008. [8] On that date,Morrison was succeeded as Attorney General by Douglas County District Court Judge Stephen Six. [9] [10]

Morrison is a recipient of the Clarence M. Kelly Award for Excellence in Criminal Justice Administration. The Kansas County and District Attorneys Association honored him with "Prosecutor of the Year" award in 2001 and the "Lifetime Achievement Award" in 2007.
Phillip D. Kline is a former American attorney who served as a Kansas state legislator,district attorney of Johnson County,and Kansas Attorney General. Kline,a member of the Republican Party,lost re-election as attorney general to Democratic challenger Paul J. Morrison in 2006. Kline was appointed by the Republican County Central Committee to fill the vacancy left by Morrison's election as Kansas Attorney General,becoming district attorney of Johnson County on the day he left office as attorney general and essentially switching jobs with Morrison. Kline then ran for a full term as district attorney,but was defeated in the 2008 Republican primary.

The Wichita Massacre,also known as the Wichita Horror,was a week-long violent crime spree perpetrated by brothers Reginald and Jonathan Carr in the city of Wichita,Kansas,between December 8 and 15,2000. Five people were killed,and two people,a man and a woman,were severely wounded. The brothers were arrested and convicted of multiple counts of murder,kidnapping,robbery,and rape. They were both sentenced to death in October 2002. Their vicious crimes created panic in the Wichita area resulting in an increase in the sales of guns,locks,and home security systems.

On August 29,2014,Stegall was appointed by Governor Brownback to the Kansas Supreme Court,replacing Nancy Moritz,who had been appointed by President Barack Obama to the United States Court of Appeals for the Tenth Circuit.

Lesbian,gay,bisexual,and transgender (LGBT) people in the U.S. state of Kansas have federal protections,but many face some legal challenges on the state level that are not experienced by non-LGBT residents. Same-sex sexual activity is legal in Kansas under the US Supreme Court case Lawrence v. Texas,although the state legislature has not repealed its sodomy laws that only apply to same-sex sexual acts. The state has prohibited discrimination on the basis of sexual orientation and gender identity in employment,housing and public accommodations since 2020. Proposed bills restricting preferred gender identity on legal documents,bans on transgender people in women's sports,bathroom use restrictions,among other bills were vetoed numerous times by Democratic Governor Laura Kelly since 2021. However,many of Kelly's vetoes were overridden by the Republican supermajority in the Kansas legislature and became law.

Incumbent Republican Attorney General Derek Schmidt announced he would retire to run for governor. The Republican nominee was former Kansas Secretary of State Kris Kobach,and the Democratic nominee was former police officer,prosecutor,and state securities regulator,Chris Mann. Kobach narrowly won,taking 50.80% of the general election vote to Mann's 49.20%.
